2 NATIONAL POLICE WEEK 2012 By: Roy Garivey, National Editor Recently I had the privilege to represent the NLPOA on behalf of our National President, Edwin Maldonado, during National Police Week events in our nation s capital. The week was an eventful one to say the least. The tour was given by D.C. NLPOA chapter member Tommy Burros, Secret Service. In addition, the families were taken on a private tour of the Secret Service headquarters. Immediately after those tours, I attended the ATF Director s reception and memorial service to honor the agent that lost his life last year in New York. It was a great week of camaraderie from spending time with old friends and making new friends from across the nation. On the day of arrival I was hosted by HAPCOA National Board member Xavier Morales (Secret Service) and his lovely wife Yvonne (Secret Service) at their home for a down home Texas style barbeque. Prior to the Candlelight Vigil on Sunday, I spent time with Secretary of Homeland Security Janet Napolitano, Deputy Secretary of Homeland Security, Louis Quijas ( past NLPOA National President), Anthony Chapa-HAPCOA Executive Director, Jiles Shipp NOBLE National President and Craig Floyd Director of the National Police Memorial at a reception. The networking was invaluable and Secretary Napolitano advised me she was looking forward to joining us at our 40 th Anniversary Training and Convention in Dallas. On Wednesday, the NLPOA along with HAPCOA and John Shanks from the NLEOMF, hosted families of officers that lost their lives protecting our country including the parents of Jaime Zapata, the ICE agent that was murdered in Mexico last year, on a private tour of the White House. By: Roy Garivey, National Editor The NLPOA had a tent in Tent City for the first time ever and we were visited by several NLPOA members for Nevada, California, New York, and of course Texas. Tent City is set for vendors outside venue for officers to network at choir practice. In addition, we provided brochures and received good feedback on possible new chapters. The exposure for the NLPOA was great and I would like to thank the members of the D.C Metro Chapter for staffing the tent along with their president Jaime Solis. Jaime stated he would not ask his members to do something he wasn t willing to do also. Naturally Jaime took the first shift and was there every day. The Honor Guards and Bagpipe units that come to Police Week provide a great service to the events. The pomp and circumstance that these groups provide is definitely a site to behold. I can sincerely state that all NLPOA members, as police officers you should make it a point to attend National Police Week at least once during your career or even after you retire. You will not regret the fact that you did. Ask any member that has attended and they will support what I am saying. The respect and reverence which D.C. citizens show to all officers in attendance is very special. The National Police Museum is under construction and once opened all police officers or their families can enter their career information in the computer system for all to view in the years to come. Metro Chapter Watch a Witness to History Arturo Placencia, Retired Los Angeles Police Officer, Member of LA LEY and NLPOA Shortly after midnight on June 5, 1968, U.S. Senator and presidential candidate Robert F. Kennedy was shot at the Ambassador Hotel in Los Angeles. He died the next day. Sirhan Sirhan was arrested and convicted of the murder. To mark the 44th Anniversary of the assassination, the National Law Enforcement Museum hosted a panel discussion on Sirhan and the impact of the assassination on the nation. Participating are former Los Angeles Police Officer Arturo Placencia, who arrested Sirhan, Evan Thomas, author of Robert Kennedy: His Life, and Steven Hughes, a Special Agent in the Dignitary Protection Division of the U.S. Secret Service. 1 hour, 15 minutes Click below for C-Span video

6 39 th ANNUAL NLPOA NATIONAL CONVENTION DALLAS, TX I would like to take this opportunity to thank every member that made it a point not to miss our 2012 Convention. In this day and age where fewer departments are underwriting the costs of attending training and conventions it felt awesome to see a ballroom full of members representing chapters from both coasts and many states in between. Kudos to the convention planners and all of the countless VOLUNTEERS that made the time spent in Dallas a memorable one. The training was top notch and the numerous events set up by the committee ensured that all members had something that interested them. The Texas hospitality that the Dallas chapter showed, from airport transportation, shopping trips, event transportation, sporting events, etc was top notch. The Dallas chapter once again has shown the chapters for across the nation the power and respect that the NLPOA has in Dallas. The bar has definitely been set high for Orlando. I am positive that newly elected National VP Noelia Pina has her chapter ready to Get er done as we say in Texas. All chapters should strive to achieve the reverence shown by not only the Dallas PD but the many factions in the political world. The NLPOA is striving daily in cities across our great nation to take our place amongst the leaders in the law enforcement field. The NLPOA has become a factor in our capital in the past few years and we will continue to improve our relationships in D.C. The recent Coalition that was created to join forces with HAPCOA, NOBLE, WIFLE, etc., is a sign that those relationships continue to grow and prosper. Another sign of our presence being noticed in our nation s capital is reflected in our guest speaker for the gala. Janet Napolitano, Secretary of Department of Homeland Security, delivered the address. Assistant Secretary, Louis Quijas, (past National President) was also present and continues to be a staunch supporter of the Association. The challenge in the upcoming months is to grow the membership in all of the chapters and to encourage the attendance of our members at the national convention so it will not matter what city hosts the convention, the NLPOA will show that we are proud of who we are, where we came from, and are showing the nation where we are going!!!! Since the early days of 1972, the NLPOA has stayed true to its mission and values. In this issue we will show case the 39 th Annual NLPOA Convention as we celebrate the 40 th Anniversary of our organization. In early 1972, an organizing meeting was held with John Parraz, Vicente Calderon, and Gene Reyes. In 1974, the [N]LPOA Alameda County Chapter, the [N]LPOA Sacramento County Chapter, the [N]LPOA Santa Clara County Chapter, the [N]LPOA San Joaquin Valley Chapter, and the [NLPOA Fresno County Chapters were formed and sworn in. End of Watch February 15, 2011 Special Agent Zapata was selected for his bravery and for Keeping America Safe! Special Agent Zapata s life and work as a law enforcement officer embodies the NLPOA s mission, goals, and objectives. The 2012 NLPOA Officer of Year Award is granted in order to bear witness, honor, and celebrate Jaime Jorge Zapata s life and work as a Special Agent. Victor Avila, Special Agent, U.S. Immigration and Customs Enforcement Special Agent Avila, was selected for his bravery and for Keeping America Safe, during his actions on February 15, 2011, while in Mexico. Special Agent Avila s work as a law enforcement officer embodies the NLPOA s mission, goals, and objectives. He has exemplified excellent organization and leadership skills as a member of the NLPOA Ventura County Chapter, California, for the past 31-years. Rafael Nieves served as founder and chapter president. Gilbert Cerda Dallas Police Department, Texas Gilbert Cerda was selected because of his commitment to the NLPOA. Gilbert Cerda has exemplified excellent organization and leadership skills as a member of the NLPOA Greater Dallas Chapter for the past 22-years. Gilbert Cerda is a founder, chapter and state resident, and National VP.

(Retired) Milwaukee Police Department, WI Sergeant Gonzales was chosen because of his commitment to the NLPOA. He has exemplified excellent organization and leadership skills as a member of the NLPOA Milwaukee Chapter, Wisconsin for the past 24-years. Luis Gonzales served as chapter president and state president. Gilberto Garza, Lt. Dallas Police Department, Texas Lt. Garza (left) was selected for Law Enforcement Excellence and for his Leadership skills. As of the writing, Gilberto Garza was recently promoted to Deputy Chief. Gilberto is a member of the NLPOA Dallas Chapter, Texas NLPOA Law Enforcement Leadership Award John McLaughlin, Lt. Miami-Dade Police Department, FL Lt. John McLaughlin was selected for Law Enforcement Excellence and for his Leadership Skills. Dr. John McLaughlin is also professor at Florida International University and a member of the Miami Chapter, Florida.
