2 MINUTES OF ORANGE COUNTY JUVENILE JUSTICE COMMISSION February 4, 2009 The regular meeting of the Orange County Juvenile Justice Commission was called to order at 9:03 a.m. by Chair Steiner. The Pledge of Allegiance was led by Commissioner Coad. The meeting was held in the Betty Lou Lamoreaux Juvenile Justice Center, 341 The City Drive, Orange, California, in the second floor Commission Conference Room. 3 JUVENILE JUSTICE COMMISSION PAGE 2 of 6 COMMENTS BY SUPERIOR COURT Alan Carlson, Chief Executive Officer, Superior Court, was introduced by Chair Steiner. Mr. Carlson informed the Commission that he was glad he had made the choice to come to Orange County. His background is in San Francisco, Alameda and Monterey counties. COMMENTS BY JUVENILE COURT Michelle Norhausen, Juvenile Court Manager, reported the local team for the implementation of the recommendations of the California Blue Ribbon Commission on Children in Foster Care will be meeting tomorrow for the first time to discuss areas of local concern. Ms. Norhausen also reported that a Collaborative Court to provide more intensive services for dependent teen girls has been developed. COMMENTS BY DISTRICT ATTORNEY None COMMENTS BY PUBLIC DEFENDER (DELINQUENCY UNIT) Dan Cook, Assistant Public Defender, reported regarding staffing issues in his office. COMMENTS BY PUBLIC DEFENDER (DEPENDENCY UNIT) Frank Ospino, Assistant Public Defender, reported on staffing-related items. COMMENTS BY COUNTY COUNSEL Dana Stits, Supervising Deputy, Juvenile Dependency, noted that the Cross Training Series continues, and this month s session topic is Racial Disproportionality and Disparity. COMMENTS BY PROBATION DEPARTMENT Keith Gotts, Co-Director, Juvenile Hall, attended the meeting on behalf of Colleene Preciado, Chief Probation Officer. He reported that the pending layoffs are primary issue. The Probation Department has about $4 million in state cuts. They are working with the Court on detention alternatives and efforts toward this program are going well. Mr. Gotts also reported that two Youth and Family Resource Centers (YFRCs) are still functional. COMMENTS BY SOCIAL SERVICES AGENCY Mike Ryan, Division Director, Children & Family Services, gave an update on budget and staffing issues in his division. Mr. Ryan reported that the Tustin Family Campus project continues to move forward; the Administration building will be up and running on April 1, Programs will be phased in throughout the following months.
4 JUVENILE JUSTICE COMMISSION PAGE 3 of 6 Mr. Ryan also reported that his department is preparing a response to the recent Grand Jury report on Orangewood Children s Home, which must be provided within ninety days. Jaime Muñoz, Program Manager II, Orangewood Children s Home, reported that staff furloughs went into effect Friday, January 30, Mr. Muñoz provided Commissioners with current population information at Orangewood. He then shared an inspirational story about a girl at Orangewood and her proposal for an art program. Mr. Muñoz answered several questions from Commissioners regarding staffing issues and services provided to the children at Orangewood. COMMENTS BY HEALTH CARE AGENCY, CHILDREN & YOUTH SERVICES Patricia Rogers, Division Manager, Children & Youth Services, reported that they are moving four of the therapists on their staff out of Juvenile Hall; however, this still leaves thirty-one positions filled. They are working with the Probation Department to make sure all criteria are still met. Ms. Rogers also provided updates on the Mental Health Services Act (Proposition 63); in particular, plans for growth funds for fiscal year COMMENTS BY HEALTH CARE AGENCY, JUVENILE HEALTH SERVICES Mark McDorman, Program Manager, Juvenile Health Services, spoke about staffing issues and that their accreditation process through the Institute for Medical Quality is once again approaching. COMMENTS BY DEPARTMENT OF EDUCATION, INSTITUTIONAL SCHOOLS None COMMENTS BY STATE OF CALIFORNIA COMMUNITY CARE LICENSING Michael Valentine, Licensing Evaluator, reported that Community Care Licensing will be closed on the first and third Fridays of every month due to the State mandatory furlough program. COMMENTS BY SHERIFF DEPARTMENT Sgt. Michael McHenry, Juvenile Services Bureau, introduced Marilyn MacDougall, Drug Use is Life Abuse Director, Orange County Sheriff Department, who will attend the Juvenile Justice Commission monthly meetings. Sgt. McHenry reported that in March there will be two Is Your Teen at Risk seminars; one at Los Alamitos High School and one at the Irvine Civic Center. In 2008, a total of 1,300 parents attended the Is Your Teen at Risk seminars. An annual report should be completed some time in March and will be provided to the Commission. Ms. MacDougall spoke next, explaining some of the programs they have at the Sheriff Department.
5 JUVENILE JUSTICE COMMISSION PAGE 4 of 6 Chair Steiner announced to all present that in 2009 the Commission will be asking the departments to provide information regarding how the budget issues are affecting the services provided to children within the system. PUBLIC COMMENTS Court Appointed Special Advocates (CASA) Greg Bradbard, Executive Director, reported that CASA s annual fundraiser, the 16 th Annual Celebration of Children, will be held on March 28, Phoenix House of California Geoff Henderson, Senior Director, reported that Phoenix House is going through a public hearing process with the City of Santa Ana for historical designation as the city s first juvenile detention facility. In addition, he reported that Phoenix House has received a collaborative grant with Taller San Jose, who specializes in workforce development. The grant is funded through a number of different foundations in the county. Students from Taller San Jose will do construction projects and upgrades at Phoenix House. REVIEW OF CORRESPONDENCE The correspondence was reviewed. APPROVAL OF MINUTES A motion was made to accept the minutes of the meeting held on January 21, 2009, as written. MSC Commissioners Johnson/Mays to accept the minutes of January 21, 2009, as written. The motion was passed unanimously. OLD BUSINESS 2009 Action Plan Copies of the final 2009 Action Plan were distributed to Commissioners Annual Report A discussion took place regarding the reporting of juvenile arrests by police departments. Chair Steiner reminded Commissioners that their statutory responsibility is inspection of facilities. It was decided that at their next meeting the Law Enforcement Agency Committee will determine what information they need the police departments and Sheriff Department to report to the Commission. Ethics Training (AB1234 Compliance) Chair Steiner reminded Commissioners to submit their signed proof of completion certificate today.
6 JUVENILE JUSTICE COMMISSION PAGE 5 of 6 NEW BUSINESS None COMMITTEE REPORTS Group Homes Commissioner Singer reported on new plans for 2009 regarding group home inspections. Based on a verbal report he received from Michael Valentine, Community Care Licensing, Commissioner Livingston gave some follow-up remarks regarding the reinspection of the South Coast Children s Society group home. Education Commissioner Martin reported on the January 22, 2009, visit to the Probation day school located on McFadden Avenue in Santa Ana. The program used at the school is packet learning. Special Issues The Special Issues Committee will meet prior to the next meeting on February 18, 2009, at 8:00 a.m. LIAISON ACTIVITIES Family to Family Educational Outcomes Commissioner Rubin reported on the various projects that this committee was involved in during She reported that a summit will be held in November 2009, and a letter is being prepared for signatures to support this summit. She will bring back information to the Commission and is asking for their support. Commissioner Rubin also requested that the local team for the California Blue Ribbon Commission on Children in Foster Care be made aware that Orange County school districts are using different computers so they are unable to communicate with each other, and that a statewide system is only being used by a few cities. Transitional Planning Services Subcommittee Commissioner Singer provided the Commission with a report on the recent Transitional Planning Services Subcommittee meeting she attended.
7 JUVENILE JUSTICE COMMISSION PAGE 6 of 6 CAST Policy Board Commissioner Johnson reported on the recent CAST Policy Board meeting she attended and also provided a ten-year report she received at the meeting. She reported that CAST is celebrating their 20 th anniversary on April 17, MISCELLANEOUS BUSINESS/ANNOUNCEMENTS Commissioner Coad announced that the National Family Justice Center Conference will be held in Anaheim in April.
