4 SESSION 1 Speaker: Jean-Marc Lafrenière Jean-Marc Lafrenière, CPA, CA, CFE Director, Assessment and Investigation Services Branch, Audit and Evaluation Sector Crown-Indigenous Relations and Northern Affairs Canada Indigenous Service Canada jean-marc.lafreniere@ canada.ca Phone: Jean-Marc Lafrenière was appointed Director, Assessment and Investigation Services Branch (AISB) of Indigenous and Northern Affairs Canada in October AISB now serves Crown-Indigenous Relations and Northern Affairs Canada and Indigenous and Service Canada. From 2008 to 2015, Jean-Marc was the Director, Forensic Audit, at the Canadian International Development Agency and Global Affairs Canada. Between joining the Government, Jean-Marc worked for the Asian Development Bank in the Philippines and the United Nations in New York. Jean-Marc is a Chartered Professional Accountant (CPA, CA) and he has been a Certified Fraud Examiner since 1992.
5 SESSION 2 Speakers: Jennifer Robinson Tricia Goulbourne Jennifer started her career in the not-for-profit sector as a communications officer before entering the Canadian Public Service in She joined the Office of the Comptroller General (OCG) at the Treasury Board Secretariat in 2007 to support the introduction of Departmental Audit Committees (DAC) across the federal government. In 2012, she was appointed Director of Audit Communities Division whose expanded mandate also included leading the development, talent management and engagement of a professional, sustainable internal audit community within the federal public service. In this role, she leads the development of policy guidance and monitors the health of the internal audit function across government. She was formally appointed to the position in September Jennifer is Chair of the Government Internal Auditors Council of Canada, member of the Ottawa Chapter of the Institute of Internal Auditors (IIA) Audit Leaders Advisory Committee and member of the International Public Sector Fraud Forum. She is also a past director of the Orleans Festival and of the Capital Chapter of the Financial Management Institute. In 2016, Jennifer was awarded the IIA Ottawa Chapter Brian Aiken Award of Excellence for her contribution to the professionalization of the internal audit function across the federal government. In 2017, she received an International Coach Federation (ICF) Ottawa Prism Award Honorable Mention for instilling a coaching culture within the internal audit community.
6 SESSION 2 Speakers: Jennifer Robinson Tricia Goulbourne Tricia works for the Government of Canada, as Acting Director of Internal Audit Policy and Professional Practices. Tricia started her public service career as a student in the Human Resources Division at Canada Revenue Agency. In June 2010, she joined Treasury Board Secretariat in Ottawa Ontario, and has held various positions in the department over the last 8 years. She recently joined the Board of Directors at the Institute of Internal Auditors Ottawa Chapter as their Office of the Comptroller General Liaison and is looking forward to promoting the value of Internal Audit across the Government of Canada. Through critically looking at risk, governance and control, Internal Audit supports organizations by providing better information for decision-making. It is this value-added lens that makes Internal Audit a dynamic and attractive environment to work in. Tricia is currently Treasurer and Member of the Board of Directors for the Dave Smith Youth Treatment Centre (DSYTC). DSYTC is a non-profit, residential, and community-based agency that is dedicated to helping youth (13-21) and families across Ontario overcome substance abuse and related issues and to achieve a healthier lifestyle. Tricia is also a proud team member of Kind Village, a social enterprise that puts profit and purpose on equal footing, changing the way the world does business for the better. Tricia is a CPA, CMA and has a Master s degree in International Trade and International Finance from the Norman Paterson School of International Affairs (Carleton University) and an Honours Bachelor of Arts degree from Western University.
7 SESSION 3 Speakers: Philippe Gollin Duncan Fraser Philippe is a bijural and bilingual lawyer who specializes in legal technology matters. As a licensed lawyer in Ontario, Philippe s work experience combines knowledge in business and law. He has worked on a variety of ediscovery files in both the private and public sectors. Prior to founding noticia, Philippe worked as Legal Counsel with Heuristica Discovery Counsel, the Electronic Evidence Management Team at the Federal Department of Justice and at a litigation boutique firm in Ottawa. 8 SESSION 3 Speakers: Philippe Gollin Duncan Fraser One of Canada s leading ediscovery lawyers, Duncan has over 20 years experience in both public and private practice, including substantial litigation experience in fraud, aboriginal, environmental, and injunctive matters. Duncan advises law firms and corporate and government clients in complex litigation and evidentiary matters. His strategic and investigative skills leadership placed him at the centre of many high profile and contentious legal disputes dealing with fraud, corruption, and environmental contamination. He continues to provide strategic advice and evidentiary support to clients in contentious proceedings. Duncan created the Department s evidence management service, which delivers expedited document review to litigation teams across the country. He also provided litigation readiness advice and strategies to other government departments in order to reduce the cost, risk and disruption of the disclosure process in litigation. His team was responsible for the department s eservice initiative, disclosure project management, courtroom technology, and the development of national ediscovery standards/best practices. Duncan frequently presents, lectures or appears as a panelist or speaker and also is a published author on ediscovery law in Canada. He was a sessional lecturer in Civil Procedure in the Faculty of Law at the University of Manitoba, as well as a Lecturer and Instructor for the Law Society of Manitoba s Bar Admission Course. He is a member of the Sedona Canada Working Group 7, former Vice-Chair of the Ontario ediscovery Implementation Committee (EIC) and Co-Chair of the ULCC Electronic Evidence Committee.
9 SESSION 4 Keynote Speaker: Joe Friday Joe Friday was appointed Public Sector Integrity Commissioner of Canada on March 27, He has been the Deputy Commissioner at the Office of the Public Sector Integrity Commissioner since 2011 and General Counsel prior to that since Mr. Friday began his career in the Public Service in 1992 as Legal Counsel to the Department of Indian and Northern Affairs. From 1994 to 2001, he served as Legal Counsel and then as Acting General Counsel, Dispute Resolution Services with the Department of Justice. In 2001, he took on the role of National Coordinator, Legal Excellence Program at the Department of Justice, a position he held until 2007, followed by the position of General Counsel, Dispute Prevention and Resolution Services. 10 SESSION 5 Speaker: P. James Zibarras James Zibarras is a litigation partner at Miller Thomson LLP, and a senior leadership member of its national civil litigation practice. Prior to joining Miller Thomson, he was the Civil and Commercial Litigation Group Chair of a litigation boutique which he co-founded in Toronto. P. He has extensive expertise in handling urgent, extra-ordinary civil remedies, including Anton Piller orders (civil search and seizure), Norwich orders (third party document disclosure orders), Mareva injunctions (account and asset freezing orders) and Contempt orders. These extra-ordinary remedies are particularly well suited to securing effective, quick and often decisive results in anti-fraud, anti-counterfeiting and anti-piracy cases, as well as in insolvency, breach of fiduciary duty, breach of non-compete agreements and contractual disputes. In 2012, James was appointed as a Deputy Judge of the Ontario Court of Justice for the Toronto Region, where he presides on a part-time basis. James is also an adjunct professor at the University of Toronto Law School which is considered to be one of the most prestigious law schools in Canada, where he teaches advocacy skills. James is also regularly sought after for speaking engagements, including as a presenter in Continuing Legal Education Programs for lawyers by The Advocates Society. James has numerous articles in various legal publications including the Commercial Litigation Journal, the Journal of the American Bar Association and the Law Society of Upper Canada New Lawyer Practice Series. James was admitted to the British Columbia Bar in 1998, the California State Bar in 2001 and the Ontario Bar in 2004.
11 SESSION 6 Speaker: Jas Anand Jas Anand is a Senior Manager in Risk Advisory services with over 15 years experience working in our end-to-end risk and regulatory practice. Focus areas consist of designing and building financial crime solutions including anti-money laundering, fraud, insider threat, conduct risk and compliance strategy, and operations management frameworks. Jas is also a member of the Deloitte Blockchain Fellows program where he helps clients develop risk management frameworks to address a broad range of risks.
