1 Meeting called to order 7:01 p.m. by Chairman Cebulski. Regular Meeting - April 20, 2016 Chairman Cebulski noted that Applicant , Auto Zone site plan approval, (No. 2 under Item 6, New Business) asked for removal from the agenda. Moved by Commissioner Pratt and supported by Commissioner Sturdy to approve the agenda for the regular meeting of April 20, 2016 as amended. Ayes all. ITEM NO. 2 APPROVAL OF 1. Regular Meeting March 16, 2016 Moved by Commissioner Pratt and supported by Commissioner Sturdy to approve the minutes of the meeting of March 16, 2016 as presented. Ayes all. ITEM NO. 3 PUBLIC HEARINGS 1. P.C. No: Applicant/Developer: Hines Park Lincoln Ryan Kolb Hines Park Lincoln Storage Lot South of Ann Arbor Road, West of Haggerty Road, East of Lilley Road, and North of Joy Road Section No.: 36 R ; R VP, Vehicular Parking Action Requested: Special Land Use Approval 1
2 Mrs. Radtke reviewed her report dated March 31, 2016 which recommended special land use approval subject to conditions, and letters were received from the Director of Public Services and the Fire Department. Chairman Cebulski opened the public hearing at 7:08 p.m. Julie Fulton and Robert Modras, abutting property owners, voiced their concerns regarding lighting and snow removal, as well as requesting that tall evergreen or blue spruce trees be planted in the buffer area to block the lights and view of the lot year-round. Mr. Modras indicated he had little success in the area in his yard growing arborvitae and white pine trees in the sandy soil. With no further public comment, Chairman Cebulski closed the public hearing at 7:20 p.m. Commissioners noted that the comments deal primarily with site plan approval, and will be considered when that request comes up later on the agenda. Applicant Ryan Kolb and Brian Devlin, landscape architect, addressed the Commission and answered questions, including regarding lighting, snow removal and landscaping plans for the buffer area. Currently the plans are for arborvitae but they could consider upright junipers. Moved by Commissioner Pratt and supported by Mr. Sturdy to grant special land use approval as requested in Application , Hines Park Lincoln, subject to the restrictions in the Planner s report and special concern for the layout of the plan and screening to the residents behind. Ayes all. 2. P.C. No: Applicant/Developer: Robert Bosch LLC Andrew Wolf Bosch Rezoning South of Five Mile Road, East of Haggerty Road Section: 24 R R-1, Single Family Residential Action Requested: Applicant is requesting rezoning of property from R-1, Single Family Residential to OS, Office Service Mrs. Radtke reviewed her report dated March 30, 2016 which recommended approval of the proposed rezoning to the Board of Trustees. Letters were also received from the Director of Public Services and the Fire Department. Chairman Cebulski opened the public hearing at 7:29 p.m. Annjanette McCorkle of Breckenridge Lane asked exactly what would be going in on that piece of property. 2
3 Andrew Wolf, representing Bosch Corporation, explained that there will be a parking area, screened by a four-foot berm with plantings along Haggerty Road. With no further public comment, Chairman Cebulski closed the public hearing at 7:32 p.m. Andrew Wolf of Bosch Corporation addressed the Board and answered questions. Moved by Commissioner Postell and supported by Mr. Sturdy to recommend approval of the rezoning from R-1, Single Family Residential, to OS, Office Service for Application , Robert Bosch, LLC, as requested in Application Ayes all. ITEM NO. 4 TOWNSHIP CAPITAL IMPROVEMENT PROJECTS N/A ITEM NO. 5 OLD BUSINESS 1. P.C. No: Applicant/Developer: NV Laboratories LLC. Anil Sastry Jogue Building Addition South of Five Mile Road, West of Helm Court, North of Polaris Court Section No.: 22 R IND, Industrial Action Requested: Applicant is requesting extension of site plan approval granted in April 2015 James Capo of Ronnisch Construction Group addressed the Commission. Moved by Commissioner Pratt and supported by Commissioner Siedlaczek to approve the request in Application by NV Laboratories for a one-year extension of site plan approval for the Jogue building addition. Ayes all. ITEM NO. 6 NEW BUSINESS 1. P.C. No: Applicant/Developer: GEM Atrium Center, LLC. John McKimmy Neil King Physical Therapy 3
4 South of Ann Arbor Road, East of Main Street, and West of Lilley Road Section No.: 35 R ARC, Ann Arbor Road Corridor Action Requested: ARC Sign Approval Mrs. Radtke reviewed her report dated April 11, 2016 which recommended approval if the Commission determines the logo panel is necessary. Letters were also received from the Director of Public Services and Fire Department. Two representatives of Neil King Physical Therapy addressed the Commission, presented photographs of the proposed sign on the building, and answered questions. Moved by Commissioner Siedlaczek and supported by Commissioner Barberena to approve the ARC sign as proposed in Application for Neil King Physical Therapy. Ayes all. 2. P.C. No: Applicant/Developer: FRC Plymouth Magic, LLC. Leon Schneider AutoZone South of Ann Arbor Road, East of Sheldon Road, and West of Main Street Section No.: 34 R ARC, Ann Arbor Road Corridor & VP, Vehicular Parking Action Requested: Site Plan Approval This item was withdrawn from the agenda by the applicant. 3. 5 Mrs. Radtke reviewed her report dated March 31, 2016 which recommended tentative site plan approval and final site plan approval was recommended with conditions. Taylor Reynolds of Spalding DeDecker reviewed their report dated April 8, 2016 which recommended tentative site plan approval. Communications were received from the Director of Public Services and the Fire Department. Ryan Kolb of Hines Park Lincoln and Brian Devlin addressed the Commission and answered questions. After much discussion on the fence and the landscape screening, it was the consensus that a meeting should be held between Hines Park Lincoln representatives, the abutting property owners and Mrs. Radtke to work out these issues prior to final site plan approval. Moved by Commissioner Pratt and supported by Commissioner Siedlaczek to grant tentative site plan approval to Hines Park Lincoln, Application ROLL CALL: AYES: Barberena, Cebulski, Kelly, Postell, Pratt, Siedlaczek NAYS: Sturdy Motion carried. 4. No: Applicant/Developer: Lexington Lion Plymouth LP Steven Spayer Tower Automotive Addition North of CSX Railroad, Southeast of Plymouth Oaks Blvd. Section No.: 22 R IND, Industrial Action Requested: Site Plan Approval Mrs. Radtke reviewed her report of April 8, 2016 and Taylor Reynolds reviewed the report of Spalding DeDecker Associates. Letters were received from the Fire Department and Director of Public Services. Patrick Westerlund of TDG Architects and Doug Barger of Tower Automotive addressed the Commission and answered questions. They indicated the building materials for the addition and height would match the existing structure. 5
6 Moved by Commissioner Sturdy and supported by Commissioner Siedlaczek to grant tentative and final site plan approval for Application , the Tower Automotive addition, subject to the concerns identified in the Engineering report with the understanding that those will be resolved administratively. Ayes all. ITEM NO. 7 OTHER PLANNING COMMISSION BUSINESS N/A ITEM NO. 8 COMMUNICATIONS AND/OR INFORMATION N/A ITEM NO. 9 BOARD OF TRUSTEES ACTION 1. The Board of Trustees approved Application 2178, the Enclave Cluster Housing Option, on April 12, The Board of Trustees approved Application 2188, the rezoning of Parcels R and R from R-1 to VP, on April 12, The Commission also discussed asking more questions regarding ancillary services which might be anticipated when special land use is sought. MOTION TO ADJOURN Moved by Commissioner Pratt and supported by Commissioner Sturdy to adjourn the meeting at 8:26 p.m. Ayes all.
