6 Workshop Telecommunication Towers General Areas Staff, 2 Planning Commission and 1 City Council member met with representatives from Verizon, AT&T, T-Mobile and American Tower in Atlanta on 2/23/10 to discuss their service area needs in Peachtree City. Since the wireless carriers RF maps are proprietary, we had them highlight areas on a map of Peachtree City where they needed to provide better service to their customers. Staff took those 7 areas and placed them on the following map and overlaid the Airport Approaches and Zoning. Our current Telecommunication Tower ordinance limits towers to parcels zoned: Agriculture Reserve (AR), Open Space (OS), Light Industrial (LI), General Industrial (GI).

13 Workshop Telecommunication Towers Questions & Answers Please review PTC Telecommunication Ordinance Can the current towers in PTC be expanded/added to/technology enhanced to allow more carriers or better service where indicated? The current towers are full utilitized and have expanded to their full capacity. The new technology has already been deployed on existing towers, but the wireless carriers still have service gaps. How big does the compound at the base of the tower need to be? Ideally, 100 x 100 this includes enough room for landscaping, a fence, and a 80 x 80 area for up to 7 carriers to locate their technology. The area can go smaller (50 x 50 ), however, it will limit the number of co-locations. What type of tower? How tall of a tower? Can it be a Pine Tree (Stealth)? The carriers are looking at a steel monopole tower. This is like the concrete monopole tower on Senoia Rd, except they can run the cables on the inside of a steel monopole. The carriers are looking at towers under 200. Again similar to the Senoia Rd Tower behind Carmichael Funeral Home. Stealth towers are a possibility, however, stealth applications also limits the towers co-location and range capabilities. (see Troutman Sanders presentation for more examples of stealth applications)
14 Workshop Telecommunication Towers Questions & Answers Please review PTC Telecommunication Ordinance What is the wireless carriers long term plans? Will we even need towers in 5 years? Will the additional towers satisfy the carriers need for the next year/5 years/10 years? If they had a site available in Peachtree City (in their area of need) they would build a tower now. With wireless technology & demand evolving daily, it is very difficult for the carriers to forecast their needs beyond a 3 year schedule. Why can t we locate a tower on top of a rooftop, water tower, next to another tower? Rooftop towers might be possible, however, they would need to be structural capable of carrying the load of a tower, plus enough space for the equipment and enclosure. Fayette County Water Dept does not permit wireless carrier equipment on their towers. Towers can be located next to each other, but the arrays cannot face each other since they would interfere with each others signals. An additional tower would only provide more carriers and more service for that area. It would not increase the range of service.
15 Questions & Answers Please review PTC Telecommunication Ordinance Can Towers locate on School property, Golf Courses, and Church property? Yes, towers can locate on school property if it is zoned Open Space (OS). However, the Board of Education does not permit towers on their property. Yes, towers can locate on privately owned Golf Courses, if they are zoned appropriately and meet the setbacks. Yes, towers can only locate on Church property that is zoned Open Space (OS), if they meet the setbacks. What are the setback requirements for a Tower from Residential, Nonresidential property, & Roads? (Please review PTC Telecommunication Ordinance) No tower facilities are allowed within 200 of a residential property line. No tower facilities are allowed within 50 of a nonresidential property line. No tower facilities are allowed within 200 of a public street right-of-way line. Workshop Telecommunication Towers
16 Questions & Answers Please review PTC Telecommunication Ordinance How does the Airport effect cell tower locations? Can they be located in the approach zones? Towers cannot penetrate into the airspace near the airport. The inner ring signifies the APH which does not allow towers to be taller than an elevation of 958 above means sea level (AMSL). The outer ring signifies the APC which does not allow towers to penetrate a zone that slopes up from the APH at 20:1 and out 4,000 feet. Workshop Telecommunication Towers
17 Next Steps No tower applications have been submitted to the City as of 3/9/10 Staff, Planning Commission, & City Council all want to be proactive. If an application does come in staff will need to point them to appropriate tower sites. Create a map showing the previous 7 general areas with the required setbacks. This would further narrow down possible tower locations. Joint Planning Commission/City Council Workshop.
