THAT Report No. EDP , dated April 27, 2012, from the Manager, Building Permits and Licences Division, regarding a proposed radio telecommunication facility at No.1 Road, be received; and 2. THAT the installation of a 40 metre radio communication antenna be approved. BACKGROUND Alcatel-Lucent proposes to install a 40 metre tower self-supporting radio communication facility at No. 1 Road. The property is zoned Agricultural Two Zone (A2). The proposed radio communication facility is defined as a Public Service use, which is permitted in all zones, and is not subject to height, setback or other similar criteria pertaining to that zone and will expand wireless communications for Acatel-Lucent. The attached plans describe the proposal. Council Policy requires that, prior to the issuance of a Building Permit for a federally regulated radio communication facility greater than 12 metres in height, notification must be sent to area residents, and that Council be informed of the' responses to the notice. ANALYSIS Information letters were sent to 59 property owners within a one kilometer radius of the subject property as prescribed by Council Policy Staff received two responses from area residents both in support of the tower installation. A public Open House was held at the Ramada Plaza Hotel located at North Parallel Road on April 25, 2012 between 5:30 and 7:30 p.m. A notice was advertised in the Abbotsford News the week of April 10, There were no attendees at the Open House. Radio communication, including the technical aspects of broadcasting, is under the responsibility of the Federal Government which has the power to establish standards, rules, policies and procedures regarding radio communication. Industry Canada, under this authority, requires all radio communication and broadcasting installations to comply with Safety Code 6 which is published by Health Canada. Safety Code 6 regulates the limits of human exposure to radio frequency electromagnetic energy on an ongoing basis so that the general public is not subjected to exposure levels beyond the limits set by Safety Code 6. Industry Canada will verify that the radio communication or

2 Report No. EDP Page 2 of 2 broadcasting proponent / operator has taken the necessary mitigation measures to ensure compliance with Safety Code 6. The proposed tower has been approved by Nav Canada and Transport Canada. Based on the above, staff recommends the installation of a new tower be approved. FINANCIAL PLAN IMPLICATION Fees collected from the application fully cover the expenses associated with the processing of the application. It is located in a rural area of Abbotsford with few residences within the 1 DOOm notification radius. Alcatel-Lucent will ensure that the landowners within the notification area will receive the below package via mail drop. In consideration of WIND's site acquisition process and the municipal process, the proposed facility is in the most suitable location and has been designed in consideration of current land uses. When complete, the facility will provide continuous wireless coverage and added cellular capacity for the surrounding area. 4 Alcatel March 2, 2012 Attention: Re: Property Owner Proposed WIND Telecommunication Facility - File: BCW0008 Site Address: No.1 Road Alcatel-Lucent on behalf of WIND would like to notify area residents of a proposal to construct a new telecommunications facility within the City of Abbotsford. Facility Proposal - location and Site Context Due to development of a new wireless service and network, WIND produced a search ring for an appropriate telecommunications site near TransCanada Highway 1 and No. 1 Road. Alcatel-Lucent investigated the feasibility of utilizing existing structures such as a building, BC Hydro tower or an existing tower for a collocation opportunity, but a collocation with another carrier was exhausted, and due to Radio Frequency, location, and height requirements, no other site was determined as suitable. Alcatel-Lucent is proposing a new monopole telecommunications facility at No.1 Road, in the City of Abbotsford. WIND's Radio Engineering Department selected this area as an appropriate location so as to maximize wireless coverage to commuters in the area. BCW0008 2

5 Alcatel Facility Design The proposed WIND telecommunications facility will consist of the following: 1. Monopole Telecommunications Tower The tower is a 40m monopole telecommunications tower within on a leased premise. Lighting and painting requirements are to be determined by Transport Canada. 2. Telecommunications Equipment WIND will install the communication equipment cabinets within the leased area inside a 1 Ox1 Om chain-linked-fenced area. The equipment compound will be secured from public access via lock and key. 3. Site Access Access to the proposed site will be via the premise driveway off of No.1 Road. 4. Construction and Maintenance The construction period will last two to four weeks and once completed the facility will remain unoccupied. The only WIND traffic generated at this site will be for routine monthly maintenance visits. 5. NavCanada & Transport Canada Aeronautical Approvals All necessary NavCan and Transport Canada Aeronautical approvals will be obtained by Alcatel-Lucent and provided upon request to any members of the community. 6. Antenna Systems It is proposed that panel-style antennas operated at WIND's standard Mhz frequency (1730 to 1735 MHz and 2130 to 2135 MHz) will be mounted on the proposed facility. 7. Environmental Assessment Alcatel-Lucent, on behalf of WIND attests that the radio antenna system described in this notification package is excluded from environmental assessment under the Canadian Environmental Assessment Act. The site will also be assessed by the Provincial Agricultural Land Commission. 8. Engineering Practices Alcatel-Lucent, on behalf of WIND attests that the installation will respect good engineering practices including structural adequacy. BCWOOOB 3

6 Alcatel Lucent 8 City of Abbotsford Public Consultation Consultation with the City of Abbotsford Planning and Development has been initiated and Alcatel-Lucent will follow Procedure Manual No Telecommunication Facility Planning Criteria and per Section 4.0 Consultation Process.. Safety Industry Canada manages the radio communications spectrum in Canada. Among other requirements, Industry Canada requires cellular telecommunications facilities to comply with guidelines set by Health Canada in order to protect people who live or work near these facilities. These Health Canada safety guidelines are outlined in their 'Safety Code 6' document and are among the most stringent in the world. All WIND facilities meet or exceed these standards. Alcatel-Lucent, on behalf of WIND attests that the radio installation described in this notification package will be installed and operated on an ongoing basis so as to comply with Health Canada's Safety Code 6, as may be amended from time to time, for the protection of the general public including any combined effects of nearby installations within the local radio environment. Conclusion Wireless communications contribute to the quality of everyday life. This proposal will satisfy demand for service to future subscribers in the area. Additionally, this facility will provide expanded cellular coverage to reach emergency services such as paramedics, police officers and fire fighters, and offer an alternate to conventional land lines. As this proposed facility is deemed to be subject to public consultation by the City of Abbotsford, a formal notice with facility info will be sent to all land owners within the specified notification radius. All written public comments received by The City of Abbotsford will be forwarded to the Alcatel Lucent. Notwithstanding, the City of Chilliwack is currently having a GNSS approach system put in place for its Chilliwack Airport and provided that the appropriate approvals have been obtained from Nav Canada and Transport Canada, we have not identified any other issues with this proposal. Once the appropriate approvals have been obtained from these agencies, we are requesting that the City be sent a copy of these approvals for our records.
