2 Class Instructors Dr. Jackie McMorris, Keynote has a Bachelor s Degree in Mass Communication from Rust College and a Master s degree from Auburn University in Speech Communication with an emphasis in Human Resource Development & Organizational Development. She earned a doctorate degree from the University of Arkansas in Adult Education, Training and Development, with an emphasis in Transformational Leadership and Organizational Change. Dr. McMorris has over 15 years of experience in higher education having taught public speaking for years before been asked to work in various academic and administrative roles. Her governmental work experience includes over 14 years of experience having worked for Cherokee County Government as the Agency Director for Community Services and Special Assistant to the County Manager. She also served as the Chief of Staff for the Fulton County District Attorney s Office before coming to Cobb as the Public Services Director. In October 2017, she was named to be the Deputy County Manager for Cobb County. She works collaboratively with the executive team, the Board of Commissioners and employees. She oversees daily operations of the County, including Human Resources, Communications and the Medical Examiner s Office. She handles special events and external affairs in the County Manager s Office and serves as the county s official lobbyist during the legislative session. Jackie is a life-long learner and works consistently to add value to the lives of others. Recently, she became a John Maxwell Certified Trainer, Speaker, and Coach. William J. (Joe) Tommie, CPPO is currently the Director of Purchasing for Cobb County Government. Prior to moving to Georgia and county government, he served in various Procurement capacities for three different school districts in South Carolina. Joe has a BS in Biology from Lander University and a Masters in Personnel Services from Clemson University. A charter member of the South Carolina Association of Governmental Purchasing Officials, Joe served as both vice president and president. He received the South Carolina Association of Government Purchasing Officials Purchasing Manager of the year award in 2003 and 2007; he was runner-up for NIGP Purchasing Manager of the Year in Joe is a class instructor for NIGP and currently serves as GPAG s Member-at-Large. Stephanie Brice is the Supervisor of Procurement Services for Cobb County Government. Her entire 15- year career in procurement has been with the Cobb County Purchasing Department where she began as an administrative assistant in She holds a Bachelor s degree in History from Kennesaw State University and obtained her CPPB certification from NIGP in She currently serves as GPAG s Vendor Relations Chair and was the recipient of the 2017 Darrell Strange Outstanding Member of the Year Award. Len Bernat is a leader groomed by 20 years of molding and shaping by some of the finest leaders in the United States Marine Corps. Their guidance helped Len realize his full potential as he moved from an enlisted Marine to becoming an Officer of Marines. Len became known for being the leader who could turn any lackluster organization into a strong, functional unit. The secret to his success was his focus on creating leaders who were trained to know all aspects of their

3 Class Instructors responsibilities and then providing them the support they needed to be their very best while being held accountable for results. In retirement, Len has shared his secrets in his first published work entitled Leadership Matters: Advice from a USMC Career Officer. Michael White, CISR, CSRM is the Senior Executive Vice President and Director of Brokerage Apex Insurance, a Brown & Brown Company. After graduating from the honors program at Newnan High School (Newnan, Georgia), Michael attended Georgia Southern University, where he earned bachelor's degrees in Sociology and Justice as well as a Psychology minor. He joined Public Risk Underwriters in 1994, and at the time of PRU s acquisition by Apex Insurance, served as President. Michael has worked locally and nationally with Public Entity Insurance programs and placements. He was promoted as a Vice President with Brown & Brown, Inc. in 2006, and he is currently the Senior Executive Vice President and Director of Brokerage for Apex. He holds insurance licenses in more than 20 states and is a licensed surplus lines broker. He sits on several Boards, including the Public Entity Advisory Committee to The Travelers Insurance Group. Gail Petree is the Senior Claims Manager for Apex Insurance, a Brown & Brown Company. Gail, too, is a native-georgian, currently residing in Cumming, Ga. Providing a conduit between our clients and insurance carriers since 1992, Gail has worked exclusively in the Public Entity Insurance field for over 30 years. She has served as an Account Manager, Producer, and since 2004, our Claims Manager. Gail uses her extensive knowledge of Public Entity exposures to oversee all claims-related activities on behalf of the Insured, while also advocating on their behalf. Elizabeth Warren is the Director of Loss Control for Apex Insurance, a Brown & Brown Company. Elizabeth was raised in middle-georgia and holds a Bachelor s degree in Marketing and Master s degree in Finance, from the University of Georgia. She spent 9 years with the City of Johns Creek, including 6 years as Risk Manager where she handled the property, liability and workers compensation claims for departments including Public Works, Recreation & Parks, Police, and Fire, as well as, the Fleet Management Program. She is a certified National Safety Council instructor in fields such as defensive driving and forklift operation and is a licensed Health and Life Insurance Agent. Elizabeth helps manage and reduce our clients overall risk by reviewing loss trends, identifying hazards, offering specific recommendations and training to mitigate losses, assisting with Safety and Accident Review Committees. Greg Goins is the procurement coordinator for the Newton County School System. He has been with the school system for eleven years. Prior to this, Greg spent four years coordinating logistics, and overseeing document management and warehousing for the law firm of Touchstone, Bernays, Johnston, Beall & Smith. Greg earned his bachelor s degree from the University of Georgia, and his master s degree from the Criswell College, in Dallas, Texas. He holds both the CPPB and CPPO certifications from NIGP, the National Institute of Governmental Procurement. Greg is the current president of GPAG, the Governmental Procurement Association of Georgia.

4 Class Instructors Matt Mills Matthew Mills, C.P.M. is the Director of Purchasing and Property Management for Gwinnett County Public Schools in Suwanee, Georgia. Matt has worked in the Purchasing Department for 11 years, including five years as Assistant Director and six years as the Director. Matt has also worked for NC State University and BellSouth Telecommunications in procurement and supply chain management. In addition to his 21 years in purchasing, Matt has also been employed by Xerox and Hewlett Packard in administrative finance management positions. Matt holds a Lifetime Certified Purchasing Manager (C.P.M.) from the Institute of Supply Management, and is a member of NIGP and GPAG. Matt has received a Bachelor s degree (BA) in History from Appalachian State University, and a Master of Business (MBA) from Wake Forest University. Steve Ledbetter, Ph.D. began his working life career with the US Army as an air traffic controller and afterward moved home to take on a role in local government. Serving as a police officer he moved through the ranks and took a command staff position within the police department. Completing fourteen years of government work, he moved to a position with an International consulting firm as a project manager building some thirty years of management consulting, operations, and organizational development experience. Steve s Ph.D. research focused on Servant Leadership (working with industry experts Jim Laub, Greg Stone, and Bruce Winston) and was cited by the Greenleaf Institute and in subsequent research initiatives. Today, Steve works with Fortune 500 companies including BHP Billiton, Chevron, ConocoPhillips, Bell Helicopter, Boeing Integrated Defense and Commercial to realize significant business performance improvement in the Aerospace Defense, Oil & Gas, and Government sectors through implementation of complex results-focused programs. From innovation through final delivered product, programs have achieved sustainable bottom-line results by connecting performance coaching with the implementation of processes including project execution, supply chain management, integrated planning and scheduling, asset effectiveness, and major cost reduction efforts applying Operational Excellence and process improvement methods. In January 2018, Steve was elected as Mayor of the City of Woodbury, Georgia. Woodbury s charter calls for a strong-mayor form of government that requires the mayor to serve as the chief executive officer of the City. In this role, Steve has direct accountability of day-to-day operations to include maintaining a balanced budget while providing services that include: Building Permits, Downtown Development, Garbage Collection, Industrial Development, Planning & Zoning, Police, Public Works, Recreation, Street Department, and Water & Sewer. Steve s government and business experience are key to Woodbury s success. When he took office, the City was struggling financially and had not increased employee pay for over two years. The City just reported through their last Council meeting this is the first year they were not required to take a Tax Anticipation Loan. Additionally, they have given raises to their employees and remained within budget while improving the software and computer systems to deliver City services. Woodbury s 2019 City Budget is balanced with a reduction in taxes and an additional pay increase for their employees.
