3 2016 ANNUAL SEMINAR SPEAKER PROFILES Renee Deufrane, Simply Speaking Renee Deufrane has one goal. She wants people of every age to value their own worth. Renee knows how challenging life can be in this new millennium. She wants to inspire confidence and instill the motivation people need to use the strategies they learn at her programs. Renee has over 35 years of experience as an international motivational speaker, corporate trainer, and life coach. In that time, she has also been a wife, a mother, a daughter, a sister, and friend. Like every other individual, her life has been, and still is, full of the good, the bad, and the ugly. Along the way, she has learned and taught thousands of people how to be happier with themselves and others. People rave about Renee s programs, not only because of the content, but also because of the delivery. Her style is clear, caring, and funny, so her audiences laugh out loud while they learn. Whether it s dynamic leadership, clear communication, time management, conflict resolution, stress relief, losing weight, eliminating worry, or forgiving and moving on, Renee helps people to succeed. Renee currently resides with her fabulous husband Billy in La Mirada, California. She recently earned the official California Historic Home designation for her 93 year old home in the Historic District Colony of Anaheim. She has three grown sons, one grown daughter, and two grandsons who are the light of her life! She spends her free time with family, friends, and her volunteer work. Anna (Pembedjian) Mouradian, Justice Deputy Anna has been with the County of Los Angeles for over 24 years. She began her career in public service when she accepted a legal secretarial position in the Office of the County Counsel in August of In 1998, she joined Supervisor Michael D. Antonovich's Office where she was later appointed as the Supervisor s Justice Deputy in 2003.
4 Anna (Pembedjian) Mouradian, Justice Deputy (continued) In her capacity as the Justice Deputy, she serves at the will of the Supervisor as his policy advisor on all matters involving the county s criminal and juvenile justice system. Her policy areas focus on the Sheriff's Department, the District Attorney's Office, the Probation Department, the Department of Medical Examiner-Coroner, the County Counsel's Office, the Offices of the Public Defender and Alternate Public Defender, and the Office of Inspector General. She also serves as the Supervisor's liaison for federal, state, and local law enforcement agencies in addition to state and federal courts. Over the past 12 years, she has worked diligently on a variety of issues, including decreasing response times by the Sheriff s patrol deputies in the county s unincorporated areas, increasing direct services for victims of crime by the District Attorney s Bureau of Victim Services, and improving the conditions of confinement for both adult and juvenile inmates. She has also worked on a number of highly complex and controversial projects, including the Sheriff s $2 billion jail plan, the roll-out of the Los Angeles Regional Interoperable Communications System (LA-RICS), and the President s Priority Enforcement Program (PEP). She has an undergraduate degree in political science (magna cum laude), and a graduate degree in public administration with an emphasis on public sector management and leadership (with distinction). Samuel Rad, Financial Advisor Samuel Rad is an educator, advisor, mentor, and professional coach in the financial services industry from retirement issues to real estate and securities, with an array of current (and former) levels of SEC licensing as an investment advisor, alone. He is an instructor at UCLA and trains real estate brokers throughout the Greater Los Angeles area. Sheryl Spiller, Director, Public Social Services Sheryl L. Spiller became L.A. County Department of Public Social Services First African American Director. She began her long career with the County of Los Angeles as a clerk typist over 40 years ago, and was sworn-in to lead the 13,500 employee Department of Public Social Services (DPSS) in its efforts to provide much-needed benefits and services to low-income individuals and families in the second largest locally operated social services agency in the nation.
5 Sheryl Spiller, Director, Public Social Services (continued) With her official swearing in, Ms. Spiller became the first ever African-American (male or female) to lead the department in its nearly 100-year history. Ms. Spiller has served as DPSS Acting Director since August 2011, after the former director, Philip L. Browning, was named to head the County Department of Children and Family Services. She has built her career with a combination of front-line work, strategic savvy, and a commitment to helping those around her grow on the job. She thanked the Board of Supervisors and Chief Executive Officer for making it possible for someone at the lowest level to rise to the top. The County, under the leadership of the Board, has created extraordinary opportunities for professional development, making it possible for someone to begin employment at the lowest entry level and work their way up to head a major department, Ms. Spiller said. On her long journey to becoming DPSS Director, Ms. Spiller has served in various management positions, many of which have guided critical policy decisions for the department. She is also credited with spearheading a highly successful public outreach effort that resulted in over 100,000 uninsured children being enrolled into Medi-Cal. Brian Stiger, Director, Consumer Affairs Brian J. Stiger was appointed as the Director for the Los Angeles County Department of Consumer Affairs on January 17, Mr. Stiger has a long and varied background in consumer protection. Before joining the County of Los Angeles, then-governor Arnold Schwarzenegger chose Mr. Stiger to serve as the Director of the State Department of Consumer Affairs. While there, he led a major effort to strengthen enforcement polices, enhance consumer protection and reform, and improve the enforcement process for 37 boards, bureaus, and programs. Previously, Mr. Stiger spent two years as the Executive Officer for the Board of Chiropractic Examiners where he successfully reformed and restructured the board's enforcement program, significantly decreased complaint processing time, and reduced the enormous backlog of consumer complaints.
6 Brian Stiger, Director, Consumer Affairs (continued) From , Mr. Stiger served as Governor Schwarzenegger s Chief of the Bureau of Home Furnishings and Thermal Insulation. He served as former Governor Gray Davis Chief of the Bureau of Electronic and Appliance Repair from , where he improved the operational efficiencies of the bureau and increased enforcement positions without increasing the budget. At the State Department of Consumer Affairs, Mr. Stiger was Staff Services Manager I from , Associate Personnel Analyst from , and Associate Governmental Program Analyst from In these positions, he worked with various boards, bureaus, and programs to resolve administrative issues and improve core functions, including enforcement activities. Mr. Stiger served as Associate Printing Plant Superintendent for the Department of General Services from
