2 SPEAKER BIOGRAPHIES BREAKFAST SPEAKERS THE HON ANGUS TAYLOR MP Assistant Minister Cities and Digital Transformation Angus was born in Cooma in 1966 and grew up in a family of four boys on a sheep and cattle property at Nimmitabel in southern New South Wales. At Sydney University, where he was Senior Student at St Andrew s College, he earned a Bachelor of Economics (First Class Honours and University Medal) and a Bachelor of Laws (Honours). He continued his studies to gain a Master of Philosophy in Economics from Oxford, as a Rhodes Scholar. His thesis was about competition policy. After leaving University, in 1994 Angus began working for global management consulting firm McKinsey & Co. He was made a partner in 1999 and later went on to become a Director at Port Jackson Partners. For many years Angus was recognised as a leading Australian and international management consultant. During Angus consulting career - where he specialised in the resources, agriculture, energy and infrastructure sectors he was a strategy and business adviser to a number of global and Australian companies and public sector organisations. Angus has also founded, advised or invested in a number of small, fast growing start-up businesses, mostly in the agriculture sector. Prior to entering parliament Angus appeared before the Australian Competition Tribunal as an expert economist in the historic Pilbara rail access case, and appeared before the Senate Inquiry into the fertiliser industry. Angus also served on the Council of St Andrew s College for 15 years, and was a member of the Finance Committee of the New South Wales Liberal Party. Angus lives on a property close to Goulburn with his wife Louise Clegg and four children Hamish, Olivia, Adelaide and Richard. He has always been a keen participant in and lover of all sports, but has a particular interest in cycling and running. He represented Australia in his age group at the 2009 World Triathlon Championships.

He has over 18 years experience in the online sales and marketing space, and in his many roles across a wide variety of industries and countries showcased his expertise in the areas of general management, sales leadership, business development, internet strategy and marketing, and social media. Prior to joining LinkedIn, Olivier worked at Dow Jones where he led The Wall Street Journal s digital initiatives and products across the region. He previously served as Director of Marketing in Asia for The Wall Street Journal s Asia franchise driving marketing and advertising initiatives across both print and on-line platforms. 4 FORUM SPEAKERS DR STEVEN KENNEDY Deputy Secretary, Innovation and Transformation Department of the Prime Minister and Cabinet Dr Steven Kennedy is the Deputy Secretary currently responsible for Innovation and Transformation at the Department of the Prime Minister and Cabinet. He leads work on the Cities Agenda, regulatory reform, Public Data and digital innovation. Dr Kennedy was previously a Deputy Secretary at the Department of Industry, Innovation & Science, Department of the Environment, the former Department of Industry, Innovation, Climate Change, Science, Research and Tertiary Education and Department of Climate Change and Energy Efficiency, and the Head of Secretariat of the Garnaut Climate Change Review Update Steven has twice been seconded to the Prime Minister s Office from the Treasury Department, working as the Director of Cabinet and Government Business and a senior economic adviser. Steven held a number of positions at the Treasury Department including the General Manager of the Infrastructure, Competition and Consumer Division, and the Domestic Economy Division. Steven began his career in the public service as a cadet at the Australian Bureau of Statistics. Prior to joining the public service Steven trained and worked as a nurse. Steven holds a PhD and a Masters in Economics from the Australian National University and a Bachelor of Economics (First Class Honours) from the University of Sydney.

5 CRAIG WILSON Senior Executive Director, North Qld, Policy Division Queensland Department of the Premier and Cabinet Craig Wilson was appointed from outside Government to lead the Economic Policy Group of the Queensland Department of the Premier and Cabinet in February Since early 2016 he took on the role of the Queensland Government s lead coordinator of North Queensland policy. A former World Bank economist, Craig has more than 20 years of professional and leadership experience working in 30 countries on a broad range of public policy and strategic issues across government, industry and the not-for-profit sector. He joined the Queensland government from an economic consulting firm and before that was an advisor to an Australian mining company developing a major new copper-gold project in Indonesia. From 2007 to 2011 he was the CEO of a not-for-profit public company in Australia which had offices and staff in several countries and catalysed a number of major regional economic development initiatives, among other things, in the energy, resources and finance sectors. He worked with the World Bank and International Finance Corporation from 2000 to 2007 and served as a diplomat in the Australian Department of Foreign Affairs and Trade throughout the 1990s. His qualifications include a Masters in economic policy from Columbia University. Craig has co-authored two books which examine the role of business investment in driving economic growth. GRAEME BOLTON Director, Planning and Development Townsville City Council Graeme commenced with Townsville City Council in September 2015 bringing more than 20 years extensive experience and leadership in all spheres of planning and development. Most recently Graeme was the Director of the State Assessment and Referral Agency (SARA) with the Department of State Development Infrastructure and Planning, Queensland. Prior to which, Graeme held a senior role for five years with the Ministry of Municipality and Urban Planning for the State of Qatar. Whilst in Qatar, Graeme delivered the Qatar National Development Framework 2032 and worked on such projects as the Qatar Metropolitan Rail, Qatar 2022 FIFA World Cup and the redevelopment of the Old Doha International Airport. In addition to being a former director in a planning and surveying consultancy within the private sector, Graeme has also held various executive positions with the Queensland government.

6 DR PETER O BRIEN Research Associate Centre for Urban and Regional Development Studies (CURDS), Newcastle University, United Kingdom Peter joined CURDS as a Research Associate in October In the past, he has been a CURDS Visiting Fellow and a Member of the CURDS International Advisory Board. He is also a former doctoral student at CURDS, having been awarded his PhD by Newcastle University in Peter has significant experience and expertise, having operated as a senior public sector executive in the North of England during the past decade. He specialises in regeneration, transformational change, and in the preparation and implementation of research, strategy and policy in local and regional economic development. He is a Member of the Institute of Economic Development. As a freelance consultant and CURDS Visiting Fellow, Peter was a member of a CURDS team in 2013 that led on a national project, alongside University College London, which undertook a comprehensive audit of all 39 Local Enterprise Partnerships (LEPs) in England. The project was part of the Spatial Economics Research Centre Programme, funded by the Economic and Social Research Council, Department for Business, Innovation and Skills and the Welsh Assembly Government. The study identified several critical areas for the development of LEPs, including future capacity building and leadership challenges. From January 2008 to May 2012, Peter was the Director of the Tyne and Wear City Region Partnership, where he was responsible for the development and delivery of the Tyne and Wear City Region Economic Review and the Tyne and Wear City Region Multi Area Agreement (MAA). As City Region Director, he led the preparation, in 2010, of the formal written submission to Government to establish the North East Local Enterprise Partnership (NELEP). Peter then headed the NELEP Interim Secretariat (advising the new LEP Chair and LEP Board), where he worked on Enterprise Zones, Growing Places Fund, Transport & Infrastructure, Business & Enterprise, Skills and Employment, Inward Investment and Trade, European Funding, Rural Growth Networks and Access to Finance. Prior to joining the Tyne and Wear City Region, Peter held the role of Assistant Chief Executive at the North East Assembly (NEA), where he had lead responsibility for: Scrutiny and Policy Development of the North East Regional Economic Strategy; Social Policy; North East England European Strategy; and the North East England European Office based in Brussels. He also had corporate responsibility for NEA Business Planning and Financial Management. Earlier in his career, Peter was the first Regional Policy Officer appointed by the Trades Union Congress (TUC) in its Northern Region, covering North East England and Cumbria. He was the principal adviser for the Northern TUC and its constituent trade unions on all regional and local economic development matters, and he contributed significantly towards the development and implementation of TUC research, policy and campaigns on a wide range of economic, employment and social issues.

He plays a leading role in the RAI s work on innovation and entrepreneurship, and regional and local economic development strategies. Kim has 20 years experience working on business and economic development in towns, cities and regions across Australia and overseas. Kim has considerable experience in the private sector as well as in the public sector and academia. Before joining the RAI Kim ran a consulting company (Strategic Economic Solutions) as well as holding positions with the Hornery Institute (Community Development Manager) and Elton Consulting (Associate Director). Kim is currently Adjunct Associate Professor with the Institute for Governance and Policy Analysis at the University of Canberra. Kim grew up in Hobart and completed an Honours Degree in Geophysics at the University of Tasmania before moving to Japan to lecture at Kobe University. Kim returned to Australia to complete a PhD in economics at ANU at the Australia-Japan Research Centre, while working as Executive Officer at the Centre. Kim then worked in the Department of Prime Minister and Cabinet and the Economic Planning Advisory Commission before joining the Council of Small Business of Australia (COSBOA) as Chief Economist in 1996, and then starting his consulting career in NICK O DONNELL Asia Pacific Director of Public Policy and Government Affairs LinkedIn Nick leads LinkedIn s efforts to build productive partnerships with governments, decision makers, and policy influencers throughout the Asia Pacific region. His role includes policy and political outreach; government-focused data-sharing projects; work on technology policy issues; and development of workforce and education policy issues that are at the core of LinkedIn s corporate mission and its overarching vision of creating economic opportunity for a global workforce. Nick worked as a media lawyer with the Seven West Media group before making the transition into a government relations and corporate affairs role. He left the television industry in 2012 joining Yahoo as their head of policy in Asia before the move to LinkedIn in He holds a combined Bachelor of media and Bachelor of laws and a Masters in Media, Information Technology and Communications Law from the University of New South Wales. Nick has served as the Chair of the Asia Internet Coalition, leading joint industry advocacy across Asia and is currently the group s Treasurer.

8 KARINA KEISLER Executive General Manager, Corporate Affairs nbn Karina Keisler is nbn s Executive General Manager of Corporate Affairs. The team spans media relations, social media, state corporate affairs, government relations and employee communications. When she s not learning about broadband rollouts and rockets, she s responding to the fibre-curious and helping to explain the complexities of one of the world s biggest infrastructure projects. Karina was appointed Executive General Manager at NBN Co in 2014 to help CEO Bill Morrow and the team elevate the conversation above the politics and get Australians excited about a connected future. Prior to this she led the corporate affairs team at Vodafone Australia following one of Australia s most widely known reputation crises. Prior to Vodafone, Karina spent a decade at Telstra in corporate affairs, most recently as principal media adviser and national spokesperson. Karina has proven experience providing advice to some of Australia s highest profile CEOs. She has developed and implemented communication strategies domestically and internationally, specialising in complex organisations and reputation recovery. Karina holds a Masters in Communications from Deakin University. In her spare time you ll find Karina either stretching out on a reformer bed or travelling the globe with her family. JACK ARCHER Chief Executive Officer Regional Australia Institute Jack Archer has been with the Regional Australia Institute (RAI) since its inception in 2012, and developed the RAI s policy and research program including major products such as [ In]Sight: Australia s Regional Competitiveness Index and [In]Form: Australia s Online Library of Regional Research. Jack took up the role as Chief Executive Officer on 1 July In previous roles as a consultant and public servant, Jack contributed to major regional reforms in water, climate change, indigenous issues and industry. Jack holds a Bachelor of Natural Resource Management (Hons 1) from the University of New England and is a Graduate of the Australian Institute of Company Directors. Originally from Paterson in the lower Hunter Valley of NSW, he now lives in the hills west of Canberra.
