1 Speaker Biographies Keynote Edward DeSeve President, Global Public leadership Institute; Former Special Advisor to President Obama As Special Advisor to President Barack Obama, Mr DeSeve oversaw the successful implementation of the $787 Billion American Recovery and Reinvestment Act. He currently serves as the Executive Director of the State Budget Crisis Task Force chaired by Paul Volcker and Richard Ravitch. His career has included work in finance, academia and government. Mr DeSeve was the founder and president of Public Financial Managementthe United States largest independent financial advisor to governments. At Merrill Lynch Capital Markets, he was a managing director in charge of public finance in a 20 state region. He served as a tenured Professor of Public Management and Finance at the University of Maryland and was a Senior Lecturer at the University of Pennsylvania. He is currently Executive Director of the State Budget Crisis Task force. Additional government service at the federal level included being Controller and Deputy Director of the Office of Management and Budget as well as the Chief Financial Officer of the Department of Housing and Urban Development. He was the Director of Finance for the City of Philadelphia and served as a Special Assistant to the Governor of the Commonwealth of Pennsylvania. At each level of government, Mr DeSeve oversaw complex fiscal affairs. He was instrumental in balancing Philadelphia s budget during two fiscal crises. At OMB, he helped balance the federal budget for the first time in more than a generation. Mr DeSeve also oversaw the fiscal reforms of the District of Columbia that led to its return to investment grade ratings with strong budget and cash surpluses. He is the author of numerous publications including, The Presidential Appointees Handbook (Brookings 2009). At the National Academy of Public Administration, he served as Vice Chair and co-authored its first Fiscal Future Report in 2005 warning of the coming federal deficits. He was awarded the Kenneth Howard award for career public service in financial management by the American Society of Public Administration. He is a graduate of Cornell University s School of Industrial and Labor Relations and has a Master s in Public Finance from the Wharton School of the University of Pennsylvania. 1 P age
2 Gill Callister Secretary, Department of Human Services; President, IPAA Victoria Gill Callister commenced as Secretary of Victoria s Department of Human Services in August Gill has had a long career in human services in both the public and community sectors. She began her career with a ten-year stint in the community sector, working with children, young people and families. Gill commenced with the Department of Human Services in the early 1990s and has held responsibilities across the child protection, community services and mental health programs. As Executive Director for the related portfolios, Gill has lead major policy, legislative and service delivery reforms for the child protection, family services and mental health systems in Victoria. She was Deputy Secretary at Skills Victoria prior to her current appointment as Secretary. Gill holds Bachelor degrees in Arts and Social Work with Honours. She is a Fellow of the Institute of Public Administration Australia (Victoria) and a Board Member of Swinburne University Council. Gill is passionate about social justice and improving public policy and service delivery and she is a frequent public speaker on these issues. She is steadfast in her commitment to the St Kilda Football Club, adores her family and enjoys cooking, camping and fashion. Rhys Edwards Secretary, Department of Premier and Cabinet (TAS) Rhys has held a number of senior positions in the Tasmanian Government over the past 10 years. These include Deputy Secretary of the Department of Economic Development and Economic Adviser to Premier Jim Bacon. Prior to joining the Tasmanian public service, Rhys worked as a university researcher, Australian Department of Treasury Cadet and real tennis professional. Rhys has a Bachelor of Economics (Hons) first class, from University of Tasmania. He was awarded a Rhodes scholarship in 1992 and completed a Masters degree in Comparative Social Research from Oxford University. Rhys is a Fellow of the London-based 21st Century Trust, a Member of the Economics Society of Australia, Fellow of the Australian Institute of Company Directors. He is a past Director of the Tasmanian Development Board and was appointed to the governing body of the University of Tasmania Council in January, P age
3 Andrew Tongue Secretary, Department of Premier and Cabinet (VIC) Andrew has had a long and distinguished career in the Commonwealth Public Service before commencing as Secretary of the Victorian Department of Premier and Cabinet in April His previous public sector roles included Secretary of the Department of Planning and Community Development, Deputy Secretary for the Department of Families, Housing, Community Services and Indigenous Affairs responsible for Australian Government social housing programs, remote indigenous housing, remote service delivery, community employment programs and indigenous economic development. Andrew joined FaHCSIA in 2009 from the Department of Infrastructure, Transport, Regional Development and Local Government where he was the Deputy Secretary responsible for national aviation policy and regulation, transport security and transport safety investigation. During his stint in the department, Andrew worked on local government development, regional service delivery and development issues and support to small communities. In his career Andrew has worked in a number of Australian Government departments dealing with issues such as immigration, housing, health and ageing, and non-metropolitan service delivery. In recognition of his extensive service to public administration in a number of areas, Andrew received a Public Service Medal in Andrew has a Master s Degree in Public Policy from the Australian National University. Greg Johannes Deputy Secretary of Policy, Department of Premier and Cabinet (TAS) Greg Johannes is the Deputy Secretary of Policy within the Tasmanian Department of Premier and Cabinet where he advises government of a wide range of subjects including community development social inclusion and climate change. He is also the President of the Institute of Public Administration Australia in Tasmania and of Relationships Australia Tasmania, and serves as a director on several research institute boards. 3 P age
4 Professor Helen Dickinson Director, Public Service Academy, University of Birmingham; Professor of Public Management, University of Melbourne Helen is a Senior Lecturer in Health Care Policy and Management at HSMC and Director of the Public Service Academy. Helen heads the health and social care partnerships programme at HSMC and is Director of the MSc in Managing Integration for Health and Wellbeing. Helen is also Co-Editor of the Journal of Integrated Care. As Director of the Public Service Academy (PSA) Helen has a key role in co-ordinating academic activities around the theme of public management and public policy across the College of Social Sciences. The PSA also plays an important part in the civic engagement role of the college and is a platform for strategic interaction with public service bodies within the city alongside other key national and international partners. This role seeks to span the research/policy/practice divide and encourage more effective interaction between academics, policy makers and public service professionals. As head of health and social partnerships at HSMC, Helen leads a programme of research and development that has a national and international reputation. Based on a strong record of research and academic publications, the programme is also active in terms of teaching, policy advice and knowledge transfer work to aid translation of research expertise into practice. Helen specialises in the following areas: Inter-agency working Governance Public policy and public management Priority setting in health and social care. Sue Eddy Deputy Secretary, Finance, Department of Transport, Planning and Local Infrastructure (VIC) Sue Eddy is the Deputy Secretary, Finance for the Department of Transport, Planning and Local Infrastructure (Vic). Sue was previously the Director, Strategy and Reform in the Budget and Financial Management Division of the Victorian Department of Treasury and Finance. Sue was responsible for the provision of advice to Government on fiscal strategy, financial reform and compliance frameworks. Throughout 2009 and 2010, Sue was responsible for leading the Department of Treasury and Finance s reform to public finance legislation. Sue has previously held leadership roles in the Department of Human Services and in the private sector. 4 P age
5 Cassie McGannon Fellow, Australian Perspectives, Grattan Institute Cassie joined Grattan Institute in November 2011, having previously worked in public sector strategy and education policy for the Department of Prime Minister and Cabinet and the Department of Premier and Cabinet, Victoria, and as an adviser to a Commonwealth government minister. Her work at Grattan has focussed on prioritising economic and fiscal reforms, including contributing to the reports Game-changers: economic policy priorities for Australia; Budget pressures on Australian governments and Balancing budgets: tough choices we need. She was appointed as Grattan Institute s Fellow, Australian Perspectives, in December Cassie holds a Bachelor of Arts/Bachelor of Science with Honours from Monash University and a Graduate Diploma in Public Policy from the Australian National University. Lance Balcombe Chief Executive Officer, TasNetworks Lance Balcombe is the Chief Executive Officer of TasNetworks (appointed in October 2013). He is responsible for leading the integration of Tasmania s Distribution and Transmission electricity businesses for operation in July Previous to this, Lance was the Chief Financial Officer at Hydro Tasmania where he held senior management positions for over 10 years. Lance directed the Corporation s financial management, capital structure, capital allocation and financial risk management. He has served on subsidiary and joint venture company boards including Roaring 40s from its incorporation to its cessation in June 2011, Momentum Energy, Entura and Bell Bay Power Pty Ltd. Janine O Flynn Professor Public Management, University of Melbourne Janine O'Flynn is Professor of Public Management at The University of Melbourne and at ANZSOG. Her most recent book is Rethinking Public Service Delivery: Managing with External Providers, co-authored with John Alford and her next book, Crossing Boundaries in Public Management and Policy with Deborah Blackman and John Halligan, will be published this year. Janine is the Deputy Editor of Australian Journal of Public Administration, an Editor at Asia & the Pacific Policy Studies, on the editorial boards of Public Administration, Journal of Management & Organization and Canadian Public Administration and the executive board of the International Research Society for Public Management. 5 P age
6 The Right Reverend Dr Chris Jones Chief Executive Officer, Anglicare Chris is an Anglican bishop and has been the CEO of Anglicare Tasmania Inc since Anglicare is Tasmania s largest community service and social justice organisation. Chris has completed a Doctor of Business Administration in governance of non-profit organisations. He has a leadership role in the church and serves on the board of a number of Church and community organisations. Dr Geraldine Kennett Chief executive Officer, IPAA Victoria Geraldine Kennett specialises in organisational learning strategies and professional development for association members. She is the Institute for Public Administration Australia s (IPAA Victoria) Chief Executive Officer and is on the Board of Multicultural Arts Victoria. In the past Geraldine worked as a senior manager for Australian Industry Group, Australian Human Resources Institute, Central Metropolitan College of TAFE (WA) and Myer Stores Ltd. She was also a council member for the Australian Human Resource Institute (AHRI) from , and a board member of Charles Sturt University from Dr Lindy Edwards International and Political Studies Program, University of New South Wales Dr Lindy Edwards has worked as an economic adviser in the Department of Prime Minister and Cabinet, a press gallery journalist for the Sydney Morning Herald and has been a senior policy adviser to an Australian political party leader. After extensive experience in the Australia political system she returned to academia to complete her PhD at the Australian National University. Dr Edwards is a Fellow of the Australian Prime Ministers Centre, the Centre for Policy Development and is a board member of the think-tank Catalyst. She is on the Economic Advisory Board of the Australian Conservation Foundation. She has a fortnightly column in The Age newspaper and she is a regular media commentator who has appeared in The Times, The Australian, The Sydney Morning Herald, Radio National, SBS radio, the Malaysia Straits Times, The Monthly, The New Matilda as well Sky News, Compass and most commercial television stations. Her publications include the well-known book How to Argue with an Economist: Re-opening Political Debate in Australia and most recently The Passion of Politics the role of ideology and political theory in Australia. 6 P age
