At present, there is a fixed price for tobacco, and the marketing is carried out by the State, B.I.2. Levels of guaranteed prices or support prices B.I.3. Average returns to producers Average returns to producers in the past three years were as follows: (USs- per metric ton) 1967 Tobacco Tobacco (dry leaf) 325.A H 333.H B.I.5 Method of determining returns for producers Except for the subsidy systems indicated in respect of grains, there are no subsidies to ensure the farmer of minimum returns per hectare for any other kind of farming, other than those relating to the purchase of the harvest at guaranteed prices in which case the minimum varies according to the size of the harvest. These guaranteed prices are not determined on the basis of world market prices for tht products concerned, but on the basis of the national cost of living and in particular the level of expenditure by the farmers. In this connexion it should be noted that in view of the fact that most of the products used in farming come within the free marketing system, their prices reflect market variations more rapidly than do the farmers' guaranteed prices which are fixed by the State.

With the object of covering shortages in domestic production, the State determines the domestic market's supply requirements and itself undertakes the necessary importation. This system covers amongst others, tobacco.

5 COM.AG/W/Il/Add.7 Pago 5 CUSTOMS T.HIFF CHAPTER Tobacco In accordance with the contract signed by the State with the Tobacalera S.A., the following royalties shall be levied on manufactured tobacco imported into Spain: Nos. Clearance of tobacco intended for private persons and of tobacco imported by travellers, the procedure for which is laid down by Customs Ordinances, shall only be allowed after payment of the corresponding royalties and of the commission stipulated by the Ministry of Finance. The commission shall be levied on the invoice price of the imported goods plus the corresponding royalties. Such amount shall be determined accurately by the customs official, who shall take into account the declaration of the person concerned and the price fixed by the Tabacalera for similar goods. 2. Cigars, cigarettes and cut tobacco shall be dutiable with the weight of all immediate packings and containers in which they are presented for clearance, no account being taken of the quantity, kind or material of such immediate packings or containers, the weight of ordinary boxes or the outer packing containing the immediate packings shall not, however, be included. 3. Cigarettes and cut tobacco imported in bulk in rough containers shall be dutiable without the weight of such rough containers used for their transport. 4-. Cigarettes made of cut tobacco merely wrapped in tobacco leaf shall be regarded as cigars. Cigarettes shall be taken to be those made of cut tobacco rolled in paper whether or not further wrapped in tobacco leaf. 5. The contract between the State and the "Tabacalera S.A." (Decree of 3 March 194-5) and the Rule sanctioned by the Decree of 11 September shall, in a general manner, be taken into account when clearing tobacco through customs.

INTERNATIONAL TRADE AND PRICES D.l Statistical data on the volume and value of imports and exports The following tables show the volume and value of imports and exports of the products under reference, where external trade in these is significant. It should be noted that the figures given refer" to total exports or imports, without making any distinction between commercial transactions and transactions that are not of a commercial character; the latter are sporadic, however, and in many cases represent concessional aid following international disasters. Accordingly, the figures can be considered as reflecting commercial transactions in those products, as part of our foreign trade. As regards the countries that traditionally supply our imports or to which our exports are usually consigned, Tables D.l.3 and D.l.4 give the principal suppliers and purchasers over the past three years.
