Nontariff measures (a) The purchase and sale of national wool are free. There is however an optional sales system carried out through the producers' organizations (Agricultural "Grémios" and Cooperatives). This system consists in the stocking of wool by the producers in their own stores, its classification and evaluation in order to fix the guarantee, the carrying out of auctions, where manufacturers and merchants can participate. (b) If the parcels of wool, previously shorn by an adequate

3 Page 3 process (without which they are not accepted for storage) do not reach the guarantee, they can be handed over to the Authority specially appointed by the Government for that purpose. This system has led to quantitative and qualitative improvements. (c) The Government's participation is carried out by the Junta Nacional dos Produtos Pecuârios which grants credits to producers and merchants; during the last five years these credits reached the following amounts: Years i960 Credits granted to producers ^3 Values in thousand escudos Credits with speci al guarantee. granted to produci 3rs on the marketing stage Total Quantitative import restrictions (i), (ii) There is no quantitative import restrictions, (iii) There is no licensing. The bulletin of previous registrations is automatically granted by the Junta Nacional dos Produtos Pecua'rios to everybody who has the right to import (traders and manufacturers). Quantitative import restrictions The "Grémio dos Armazenistas de Mercearia" (professional association of grocery wholesalers) imports sugar to meet domestic requirements.
