2 SECTION 1 - PURPOSE OF GUIDELINES These game specific rules and guidelines are issued pursuant to Iowa Code Section 99G.9 (4) and are intended to supplement the Iowa Lottery s administrative rules published in the Iowa Administrative Code-531. The published administrative rules are also applicable to this game. SECTION 2 - EFFECTIVE DATE These rules become effective May 1, 2013 and will remain effective through the announced end of Instant Game Number 810 unless earlier modified or rescinded by the Lottery Authority CEO. SECTION 3 - DEFINITIONS 3.1 "Ticket" means an Iowa Instant Game Number 810 Ticket consisting of a front and back cover and 6 pages with 7 games. The entire game book will be void if any pages are separated from book. Pages may not be reattached with glue, tape, staples, stickers or by other methods. 3.2 "Ticket Validation Codes" for Instant Game Number 810 is the unique ten (10) character code printed on Page 6 of 6 in the Your Symbols area on the Sizzling 7s game, in the game play area on the front of the ticket underneath the rub-off area and overprint. 3.3 "Pack" means a pack of fanfolded Instant Game Tickets which are attached to each other by perforations. These fanfolded Tickets are packed in plastic shrink wrapping. In Instant Game Number 810, a "Pack" shall consist of 15 Instant Game Tickets fanfolded bearing a common pack number and having a Ticket number starting at 000 and continuing through "Pack-Ticket Number" is the 12-digit number of the form printed on the bottom back of the ticket above the barcode, on the top back of the ticket, and on the front cover in the bottom right corner in black ink. This number shall also appear on all pages of the BLAZING HOT 7S GAMES BOOK in the abbreviated form A Universal Product Code (UPC) number shall also be printed on the back of the Ticket. 3.5 "Play Symbols for Instant Game 810 are as follows: Specific game play instructions included with each individual game apply solely to that particular game and cannot be applied to any other game. Page 1 Lucky 7s: Game 1: Fifteen (15) of the following Play Symbols will appear in the YOUR NUMBERS play area, and three (3) of the following Play Symbols will appear in the LUCKY NUMBERS play area in Game 1 beneath the rub-off area on the front of the Ticket in Symbol Font. 3 Game 2: One (1) of the following Play Symbols will appear beneath the rub-off material on the front of the Ticket in Symbol Font. Game 3: Three (3) of the following Play Symbols will appear beneath the rub-off material on the front of the Ticket in Symbol Font. Page 2 Blazing Crossword Tripler: Twenty (20) of the Blazing Crossword Tripler Your Letters Play Symbols noted below will appear under the YOUR LETTERS ruboff area on the front of the Ticket in Symbol Font. There is one play symbol under each of the Twenty (20) YOUR LETTERS rub-off spots. There is one PRIZE SYMBOL under the BONUS WORD PRIZE play area. There are one hundred and twenty one (121) CROSSWORD PUZZLE 1 Grid Play Spots, eleven (11) spaces (high) by eleven (11) spaces (wide); forty nine (49) CROSSWORD PUZZLE 2 Grid Play Spots, seven (7) spaces (high) by seven (7) spaces (wide); and six (6) Bonus Word Play Spots, six (6) spaces (wide). Translucent scratch-off material is laid over the top of the entire CROSSWORD PUZZLE 1, PUZZLE 2 Grid Play spots and the BONUS WORD play spots allowing the imaged symbols to show through. 5 Page 6 Sizzling 7s Game 1: Six (6) of the following Prize Symbols will appear in the YOUR PRIZE AMOUNTS play area, and two (2) of the following Prize Symbols will appear in the LUCKY PRIZE AMOUNTS play area in Game 1 beneath the rub-off area on the front of the Ticket in Symbol Font. Game 2: Six (6) of the following Play Symbols will appear beneath the rub-off material on the front of the Ticket in Symbol Font. One (1) of the PRIZE SYMBOLS noted above for Game 1 will also appear in the Game 2 Prize Box under the rub-off material on the front of the Ticket in Symbol Font. Game 3: Ten (10) of the following Play Symbols will appear in the YOUR SYMBOLS play area, and four (4) of the following Play Symbols will appear in the SIZZLING SYMBOLS play area in Game 3 beneath the rub-off area on the front of the Ticket in Symbol Font. Prize Symbols: All symbols will be displayed in black. 3.6 Legends Lucky 7s The legends for Game 1 and 2 will be imaged in black above their respective play areas, the legend for Game 3 will be imaged in black below its BLAZING HOT 7S GAMES BOOK #810 Page 5

6 respective play area. In Game 1 a solid black line will be imaged between the YOUR NUMBERS and the LUCKY NUMBERS and dashed lines between each row of the YOUR NUMBERS. In Game 3 a solid black line will be imaged between the PRIZE AMOUNT and the PLAY SYMBOLS. Blazing Crossword Tripler The legends YOUR LETTERS and BONUS WORD PRIZE will be imaged in black above their respective play areas. The vertical and horizontal lines on the CROSSWORD PUZZLE 1, PUZZLE 2 grids and the BONUS WORD play area will be imaged in black. Imaged in black around each of the twenty (20) YOUR LETTERS there will be a four-sided box composed of solid lines. Aces & 7s The legends YOUR CARD, THEIR CARD and PRIZE will be imaged in black above their respective play areas. The legends HAND 1 through 7 will be imaged in black to the left of their respective play areas. Dashed black lines will be imaged horizontally between each HAND. Double Dice The legends YOUR DICE, HOUSE DICE and PRIZE will be imaged in black above their respective play areas. The legends ROLL 1 through 5 will be imaged in black to the left of their respective play areas. A solid black line will be imaged vertically to separate the YOUR DICE from the HOUSE DICE and dashed black lines will be imaged horizontally between each ROLL. Hot 7 Slots The legend PRIZE will be imaged in black above its respective play area. The legends GAME 1 through 16 will be imaged in black to the left of their respective play areas. A solid black line will be imaged vertically to separate the GAME 1 through 8 play areas from the GAME 9 through 16 play areas and dashed black lines will be imaged horizontally between each GAME. Red Hot 7s The legends WINNING NUMBERS and YOUR NUMBERS will be imaged in black above their respective play areas. A solid black box will be imaged around all of the WINNING NUMBERS. Sizzling 7s Game 1: The legends LUCKY PRIZE AMOUNTS and YOUR PRIZE AMOUNTS will be imaged in black above their respective play areas. A solid black box will be imaged around the LUCKY PRIZE AMOUNTS. Game 2: The legend PRIZE will be imaged above its respective play area. A solid black box will be imaged around the PRIZE. Game 3: The legends SIZZLING SYMBOLS and YOUR SYMBOLS will be imaged in black above their respective play areas. A solid black box will be imaged around the SIZZLING SYMBOLS and a dashed black line will be imaged between the YOUR SYMBOLS rows. The legend CHECK YOUR TICKET will be base printed in magenta above the Validation Data Matrix Barcode. 3.7 A "Non-Winning Ticket" is defined as an Iowa Instant Game 810 Ticket which is not intended to be a winning Ticket. SECTION 4 - DETERMINATION OF INSTANT PRIZE WINNERS 4.1 The scratch off material is to be rubbed off on all play areas on all games to reveal the Play Symbols for each game. 7 Lucky 7s Game 1: Players scratch the LUCKY NUMBERS and YOUR NUMBERS areas to reveal fifteen (15) Your Numbers and three (3) Lucky Numbers. If they match any of YOUR NUMBERS to any of the LUCKY NUMBERS they win the prize shown below that number. If they reveal a 7 symbol they win DOUBLE that prize. Game 2: If the player reveals a 7 symbol they win the prize shown automatically. Game 3: If they player reveals a 7 symbol they win the prize shown. If they reveal two 7 symbols they win double the prize. If they reveal three 7 symbols they win triple the prize shown. Blazing Crossword Tripler The YOUR LETTERS area of the Ticket is to be rubbed off to determine the YOUR LETTERS Play Symbols. If a player reveals between three (3) and ten (10) complete words in the CROSSWORD PUZZLE 1 grid, they win the corresponding prize in the PUZZLE 1 prize key. If a player reveals between three (3) and six (6) complete words in the CROSSWORD PUZZLE 2 grid, they win the corresponding prize in the PUZZLE 2 prize key. If a player reveals the complete word in the Bonus Word play area, they win the prize shown in the BONUS WORD PRIZE play area. If a player reveals a completed word in a winning combination that contains a letter within a Flame symbol, prize TRIPLES. A word in Puzzle 1 or Puzzle 2 must contain at least three (3) letters. A word in Puzzle 1 or Puzzle 2 cannot be formed diagonally. Words within words are not eligible. Words must appear in an unbroken horizontal or vertical string of letters within the same CROSSWORD puzzle. An unbroken string of letters: (a) cannot be interrupted by a black space and (b) each word must contain every single letter square between two black spaces. Every single letter in the unbroken string must: (a) be revealed in the YOUR LETTERS and (b) be included to form a word. The BONUS WORD is played separately from the PUZZLE GRIDS and cannot be combined with words on the PUZZLE GRIDS to win a prize. Win up to 3 times on the Blazing Crossword Tripler game with the maximum total number of wins being once on PUZZLE GRID 1, once on PUZZLE GRID 2 and the BONUS WORD prize amount. Aces & 7s Players scratch the YOUR CARD and THEIR CARD areas to reveal fourteen (14) symbols. If YOUR CARD is higher than THEIR CARD in any one HAND, they win the prize shown for that HAND. If a player reveals a 7 symbol they win DOUBLE the prize for that HAND. If a player reveals an ACE symbol they win prizes shown for all 7 hands automatically. Double Dice Players scratch the YOUR DICE and HOUSE DICE areas to reveal twenty (20) symbols. If the sum of YOUR DICE is higher than the sum of the HOUSE DICE in the same ROLL, win prize shown for that ROLL. If the total of YOUR DICE in any one ROLL equals 7, win DOUBLE the prize shown for that ROLL. Hot 7 Slots Players scratch the GAME 1 through 16 play areas to reveal forty-eight (48) symbols. If the player reveals 3 identical symbols in the same game they win the prize shown for that game. If the player reveals a 7 symbol in any game they win the prize shown for that game automatically. 8 Red Hot 7s Players scratch the WINNING NUMBERS and YOUR NUMBERS area to reveal twenty-five (25) numbers. If the player matches any of YOUR NUMBERS to any of the WINNING NUMBERS they win the prize shown below that number. If the player reveals a 7 symbol they win that prize automatically. Sizzling 7s Game 1: Players scratch the LUCKY PRIZE AMOUNTS and the YOUR PRIZE AMOUNTS play areas to reveal eight (8) prize amounts. If a player matches any of the YOUR PRIZE AMOUNTS to any of the LUCKY PRIZE AMOUNTS they win that amount. Game 2: Players scratch the play area to reveal six (6) play symbols and one (1) prize amount. If the player reveals two of the same symbols they win the prize in the prize box. If they reveal three of the same symbols they win DOUBLE the prize in the prize box. Game 3: Players scratch the SIZZLING SYMBOLS and YOUR SYMBOLS play areas to reveal fourteen (14) play symbols. If the player matches any of the YOUR SYMBOLS to any of the SIZZLING SYMBOLS they win the prize shown for that symbol. If the player reveals a 7 symbol they win the prize shown automatically. If they reveal a 10X symbol, the win 10 times the prize shown for that symbol. The Ticket Holder can win up to fourteen (14) times on this ticket. The consolidated per game book total prize amounts are as follows: $20.00 (twenty dollars) or $25.00 (twenty-five dollars) or $30.00 (thirty dollars) or $40.00 (forty dollars) or $50.00 (fifty dollars) or $60.00 (sixty dollars) or $75.00 (seventy-five dollars) or $ (one hundred dollars) or $ (two hundred dollars) or $ (five hundred dollars) or $1, (one thousand dollars) or $10, (ten thousand dollars) or $100, (one hundred thousand dollars) 4.2 No portion of the display printing nor any extraneous matter whatever shall be usable or playable as a part of the Instant Game. 9 4.3 In all events, the determination of prize winners shall be subject to the general Ticket validation requirements set forth in Section 6 of these Rules and the requirements set out on the back of each Instant Game Ticket. 4.4 The Ticket Validation Number (including any portion thereof) is not a Play Symbol and is not usable as such. SECTION 5 - NUMBER AND VALUE OF INSTANT PRIZES There will be approximately 1,197,000 tickets. The Ticket must be complete, and not miscut, Lucky 7s Game 1 must have exactly three (3) LUCKY NUMBERS and fifteen (15) YOUR NUMBERS and their related captions appearing under the scratch-off spots. Game 2 must have exactly one (1) play symbol and (1) prize amount with their related captions appearing under the scratch-off spot. 10 Blazing Crossword Tripler must have exactly one YOUR LETTERS Play Symbol appearing under each of the twenty (20) rub-off spots in the YOUR LETTERS play areas. Exactly one Play Symbol or one black square must appear in each of the one hundred and twenty one (121) CROSSWORD PUZZLE 1 Grid Play Spots on the front of the Ticket; exactly one Play Symbol or one black square must appear in each of the forty nine (49) CROSSWORD PUZZLE 2 Grid Play Spots on the front of the Ticket; exactly one Play Symbol must appear in each of the six (6) BONUS WORD Play Spots on the front of the Ticket; exactly one Prize symbol must appear in the BONUS WORD PRIZE play area on the front of the Ticket, exactly one legend must appear above the YOUR LETTERS play area; exactly one legend must appear above the BONUS WORD PRIZE play area. Game 2 must have exactly six (6) play symbols and one (1) PRIZE amount with their related captions appearing under the scratch-off spot. Game 3 must have exactly four (4) SIZZLING SYMBOLS, ten (10) YOUR SYMBOLS, and ten (10) PRIZE amounts with their related captions appearing under the scratch-off spot. Every ticket must have exactly: One Game-Pack-Ticket Number on the front cover and 2 on the back cover; One Pack-Ticket Number on pages 1 thru 6; One inventory barcode on the back cover and on page 4; One Validation Number on page 6; One Validation Data Matrix Barcode with the legend CHECK YOUR TICKET appearing above it in the SCRATCH 2 CASH area on page 6; One Validation Barcode with the game-pack-ticket number appearing above the barcode on the back cover. 11 B. Each of the Play Symbols must be present in its entirety and be fully legible. C. Each of the Play Symbols must be printed in black ink. D. The Ticket shall be intact. E. The Pack-Ticket Number and Ticket Validation Number must be present in their entirety and be fully legible. The Ticket Validation Number shall correspond, using the Lottery's codes to the Play Symbols on the Ticket. F. The Ticket must not be mutilated, altered, unreadable, reconstituted, or tampered with in any manner. No pages may be separated. G. The Ticket must not be counterfeit in whole or in part. H. The Ticket Validation Number and the Pack-Ticket Number shall be printed in black ink. I. The Ticket must have been issued by the Lottery in an authorized manner. J. The Ticket must not be stolen nor appear on any list of omitted Tickets on file at the Lottery. K. The Play Symbols, Ticket Validation Number and Pack-Ticket Number must be right side up and not reversed in any manner. L. The Ticket Validation Numbers of an apparent winning Ticket shall appear on the Lottery's official list of Validation Numbers of winning Tickets; and a Ticket with that Validation Number shall not have been paid previously. M. The Ticket must not be blank or partially blank, misregistered, defective, or printed or produced in error. N. The game play area must be exactly as described in paragraph 3.5 and 3.6. O. Each of the Play Symbols on the Ticket must be printed in the Symbol Font and must correspond precisely to the artwork on file at the Lottery; each of the legends must correspond precisely to the artwork on file at the Lottery; the Pack- Ticket number must correspond precisely to the artwork on file at the Lottery; and the Ticket Validation Numbers must be printed in the Validation Font and must correspond precisely to the artwork on file at the Lottery. P. The display printing must be regular in every respect and correspond precisely with the artwork on file at the Lottery. Q. The Ticket must pass all additional validation tests provided for in the Rules of the Iowa Lottery and confidential validation tests of the Lottery. BLAZING HOT 7S GAMES BOOK #810 Page 11

12 6.2 A Ticket which fails any of the Lottery's validation checks is invalid and ineligible for any prize. The CEO may replace an invalid Ticket with an unplayed Ticket from the same game or any other game. If a defective Ticket is purchased, the only responsibility or liability of the CEO shall be the replacement of the defective Ticket with an unplayed Ticket from the same game or any other game, or a refund of the sale price of the ticket. SECTION 7 - INSTANT TICKET CLAIM PERIOD AND TICKET RESPONSIBILITY 7.1 All game prizes must be claimed within 90 days of the announced end of the game. Any prize not claimed within the period specified herein and in the manner specified on the back of each Ticket shall be forfeited. In the event the last day to claim a prize falls on a Saturday, a Sunday, a legal holiday or any other day appointed or recommended by the Governor of Iowa or the President of the United States as a day of fasting or thanksgiving, the time to claim shall be extended to the close of business on the next day thereafter when Lottery offices are open for business. 7.2 An instant game Ticket is a bearer instrument until signed on the back by the owner. 7.3 The Lottery shall not be responsible for lost or stolen Tickets. 7.4 The Lottery shall not be responsible for Tickets lost in the mail, mailed to an incorrect address or mailed to an address other than the addresses specified by the Lottery to receive prize claims. 7.5 The Lottery shall not be responsible for Tickets claimed by a player in error for a lower prize at a Retailer. SECTION 8 - PRICE OF TICKET The price of an Instant Game #810 ticket is $ BLAZING HOT 7S GAMES BOOK #810 Page 12
