1 ARKANSAS LOTTERY COMMISSION ARKANSAS MILLION DOLLAR RAFFLE 2013/2014 RULES A. General Provision 1. The Arkansas Million Dollar Raffle Game Rules are comprised of (1) the Arkansas Scholarship Lottery Act; (2) the Arkansas Lottery Commission (ALC) Operational Rules; (3) the ALC Rules for Claims in Contract or Tort; and (4) the Arkansas Million Dollar Raffle 2013/2014 Rules. Each numbered item cited above shall have equal weight unless there is an inconsistency between or among the documents, in which case the document listed first shall be controlling. 2. These rules may be amended at the ALC s discretion. B. Ticket Purchases 1. The base price of a Arkansas Million Dollar Raffle ( Raffle ) ticket is ten dollars ($10.00). Available at one (1) Raffle number for ten dollars ($10.00), three (3) Raffle numbers for twenty dollars ($20.00), and six (6) Raffle numbers for thirty dollars ($30.00). 2. Tickets are printed by an ALC retailer using the online terminal. 3. There is no playslip for Raffle. Raffle ticket numbers cannot be selected manually. 4. Raffle ticket numbers will be generated in sequential order, beginning with and ending with 999,999. There will not be duplicate ticket numbers. 5. Raffle ticket sales will start on September 1, 2013 at 00:00:00 AM (CT) and continue to be available for sale until the final ticket (number 999,999) is sold or on December 31, 2013 at 23:59:59 PM (CT), whichever occurs sooner. 6. A Raffle ticket cannot be canceled. 7. If the player receives a damaged or illegible ticket or if the terminal fails to produce a ticket, the retailer shall provide the player with a new ticket. The retailer should retain the damaged ticket, if possible, and contact ALC. C. Incremental Draws 1. Three (3) incremental ( Early Bird ) draws will be held. a. One (1) Early Bird prize drawing will be held October 1, 2013, b. One (1) Early Bird prize drawing will be held November 5, 2013, 1

2 c. One (1) Early Bird prize drawing will be held December 3, Thirty- three (33) total Early Bird prizes will be drawn. Eleven (11) Raffle numbers will be drawn in each of the three (3) Early Bird draws. a. The first (1) Raffle number drawn in each of the three (3) Early Bird draws will win ten thousand dollars ($10,000.00), b. The next ten (10) Raffle numbers drawn in each of the three (3) Early Bird draws will win one thousand dollars ($1,000.00). 3. All Raffle numbers shall be included in the Final draw and tickets purchased on or after September 1, 2013 shall be included in the following: a. Tickets purchased on or before September 30, 2013 shall be included in Early Bird Draw 1, Early Bird Draw 2, and Early Bird Draw 3. b. Tickets purchased between October 1, 2013 and October 31, 2013 shall be included in Early Bird Draw 2 and Early Bird Draw 3. c. Tickets purchased between November 1, 2013 and November 30, 2013 shall be included in Early Bird Draw Raffle tickets purchased after November 30, 2013 shall only be included in the Final draw. 5. All Raffle tickets shall be included in all draws that have not closed. 6. Tickets that win in one of the Early Bird draws may be cashed and an exchange ticket will be produced for the remaining draw(s). 7. The draw date(s) remaining shall print on the exchange ticket. 3 D. Final Draw 1. One (1) Final draw is scheduled to occur January 2, The draw date may be changed at the sole discretion of the Director or his designee. 2. As in the Early Bird draws the winning Raffle numbers in the Final draw shall be chosen by a computerized random number generator at ALC offices in Little Rock, Arkansas. The draw will be conducted in a manner prescribed by and under the supervision of ALC Security. 3. The winning Raffle numbers as entered into the central gaming system are controlling as to validation of a ticket by ALC or by an ALC retailer. 4. One hundred sixteen (116) Raffle ticket numbers will be drawn in the Final draw. a. The first (1) Raffle number drawn will win one million dollars ($1,000,000.00), b. The next five (5) Raffle numbers drawn will each win one hundred thousand dollars ($100,000.00), c. The next ten (10) Raffle numbers drawn will each win ten thousand dollars ($10,000.00), d. The next one hundred (100) Raffle numbers drawn will each win five hundred dollars ($500.00). 5. Draw results will be announced following internal verification of the winning numbers. Winning tickets may be redeemed once the winning numbers have been verified and announced. 6. A player wins if the number(s) on his or her Raffle ticket matches exactly, with digits in exactly the same order, any winning Raffle number drawn by ALC. E. Prizes 1. Each of the three (3) Early Bird drawings will have: a. One (1) winner of ten thousand dollars ($10,000.00), b. Ten (10) winners of one thousand dollars ($1,000.00). 2. In the one (1) Final drawing there will be: a. One (1) winner of one million dollars ($1,000,000.00), b. Five (5) winners of one hundred thousand dollars ($100,000.00), c. Ten (10) winners of ten thousand dollars ($10,000.00), d. One hundred (100) winners of five hundred dollars ($500.00). 3

The odds of winning a prize in the drawing is based on the total number of Raffle numbers sold in the drawing. F. Claim Procedures 1. Prizes up to and including five hundred dollars ($500.00) can be claimed at any ALC retailer or claim center. 2. Prizes of five hundred one dollars ($501.00) and above must be claimed at any ALC claim center. 3. Prize claims may be mailed to ALC, P.O. Box 3838, Little Rock, AR Prize claims must include a completed ALC claim form. 4. All prizes are subject to all applicable taxes and debt set- off. G. Claim Period and Ticket Responsibility 1. All prizes must be claimed within one hundred eighty (180) days of the draw date in which a prize is won. Any prize not claimed within that period and in the manner specified above will be forfeited. 2. An online ticket is a bearer instrument. Players should fill in the claim information in the space provided on the reverse side of the ticket and sign the ticket immediately after purchase. The individual presenting a ticket for validation is presumed to be the owner of the ticket, and ALC assumes no liability for claims made by third parties. 3. A terminal receipt shall not constitute evidence of ticket purchase. The printed ticket is the only valid receipt for claiming a prize. 4. ALC will not be responsible for lost or stolen tickets or for tickets lost in the mail, mailed to an incorrect address, or mailed to an address other than the address specified by ALC to receive prize claims. 5. ALC will not be responsible for tickets claimed by a player in error for a lower prize at a retailer. 4
