2 2(22) 1. DESCRIPTION The boots are intended to be used in dry, warm desert climate and because of that have a high air distribution. The boots are cement- and tacks-lasted footwear in beige colour, water repellent split leather combined with polyamide fabric in the quarter and the tongue, for good climate comfort. The boots to: - fulfil the requirements of EN ISO 20347: Category: O2; FO HI CI WR HRO SRA (SRC) - have lining of 3D synthetic mesh. - have a rigid insole - have an outsole made of PU and/or rubber with heavy duty pattern - be chock absorbing. - have a removable innersole which to have orthopaedic mould with arch support. - be comfortable and not cause pressure, exceptional perspiration or other discomfort. - be easy taking care of and keep their shape. - have a weight of max 1700g/pair in size 42 - have a quarter height of approx 17 cm in size 42, measures according to EN ISO 20344, clause and EN ISO 20347, clause Design C The width shall be 8 according to French size (English H) There are not to be any magnetic metal in the boots. Sizes: 34, 35, 36, 37, 37½, 38, 38½, 39, 39½, 40, 40½, 41, 41½, 42, 42½, 43, 43½, 44, 45, 46, 47, 48, 49, 50, Ordinary socks to be used are the Ankle socks field (M ).

5 5(22) 3. PRODUCT REQUIREMENTS The workmanship must conform to the industry standard for the manufacture of quality goods as described below. Material provided by the supplier must be of the quality as required below and must be approved by FMV before being used. The boots are to dry fast and to have good moisture management properties. 3.1 The upper For best ventilation all including material in the upper part are to have high air permeable properties, the quarter and the ankle can also be perforated with small holes. The upper that consists of upper leather, outer textile, lining and is divided into vamp, quarter and tongue as described below The upper leather to be beige, water-repellent split leather (butt split) with nubuck finish. 9 9(22) 3.3 Information to be supplied Care instruction in Swedish is to be delivered with each pair. The instruction is to be delivered digitally (ex. word) with the possibility for FMV to alter All documentation and information required by standard EN ISO chapter 8 (clauses ) 8.1 General 8.2 Electrical properties 8.3 Insocks A modified draft from standard EN ISO se clause below General Occupational footwear shall be supplied to the customer with information written in Swedish language. All information shall be unambiguous. The following information shall be given: a) Name and full address of the manufacturer and/or his authorized representative; b) Notified body involved in type examination; for category III products the notified body involved with article 11; c) Number and year of the standard; d) Explanation of any pictograms, markings and levels of performance. A basic explanation of the tests that have been applied to the footwear; e) Instructions for use: 1) Tests to be carried out by the wearer before use, if required; 2) Fitting; how to put on and take off the footwear, if relevant; 3) Application; basic information on possible uses and, where detailed information is given, the source; 4) Imitations of use (e.g. temperature range, etc.); 5) Instructions for storage and maintenance, with maximum periods between maintenance checks (if important, drying procedures to be defined); 6) Instructions for cleaning and/or decontamination; 7) Obsolescence deadline or period of obsolescence; 8) If appropriate, warnings against problems likely to be encountered (modifications can invalidate the type approval, e.g. orthopaedic footwear); 9) If helpful, additional illustrations, part numbers etc. f) Reference to accessories and spare parts, if relevant; g) The type of packaging suitable for transport, if relevant.

10 10(22) 8.2 Electrical properties Conductive footwear Each pair of conductive footwear shall be supplied with a leaflet containing the following wording. Electrically conductive footwear should be used if it is necessary to minimize electrostatic charges in the shortest possible time, e.g. when handling explosives. Electrically conductive footwear should not be used if the risk of shock from any electrical apparatus or live parts has not been completely eliminated. In order to ensure that this footwear is conductive, it has been specified to have an upper limit of resistance of 100 kω in its new state. During service, the electrical resistance of footwear made from conducting material can change significantly, due to flexing and contamination, and it is necessary to ensure that the product is capable of fulfilling its designed function of dissipating electrostatic charges during the whole of its life. Where necessary, the user is therefore recommended to establish an in-house test for electrical resistance and use it at regular intervals. This test and those mentioned below should be a routine part of the accident prevention programme at the workplace. If the footwear is worn in conditions where the soling material becomes contaminated with substances that can increase the electrical resistance of the footwear, wearers should always check the electrical properties of their footwear before entering a hazard area. Where conductive footwear is in use, the resistance of the flooring should be such that it does not invalidate the protection provided by the footwear. In use, no insulating elements, with the exception of normal hose, should be introduced between the inner sole of the footwear and the foot of the wearer. If any insert is put between the inner sole and the foot, the combination footwear/insert should be checked for its electrical properties.

11 11(22) Antistatic footwear Each pair of antistatic footwear shall be supplied with a leaflet containing the following wording. Antistatic footwear should be used if it is necessary to minimize electrostatic build-up by dissipating electrostatic charges, thus avoiding the risk of spark ignition of, for example flammable substances and vapours, and if the risk of electric shock from any electrical apparatus or live parts has not been completely eliminated. It should be noted, however, that antistatic footwear cannot guarantee an adequate protection against electric shock as it introduces only a resistance between foot and floor. If the risk of electric shock has not been completely eliminated, additional measures to avoid this risk are essential. Such measures, as well as the additional tests mentioned below, should be a routine part of the accident prevention programme at the workplace. Experience has shown that, for antistatic purposes, the discharge path through a product should normally have an electrical resistance of less than MΩ at any time throughout its useful life. A value of 100 kω is specified as the lowest limit of resistance of a product when new, in order to ensure some limited protection against dangerous electric shock or ignition in the event of any electrical apparatus becoming defective when operating at voltages of up to 250 V. However, under certain conditions, users should be aware that the footwear might give inadequate protection and additional provisions to protect the wearer should be taken at all times. The electrical resistance of this type of footwear can be changed significantly by flexing, contamination or moisture. This footwear will not perform its intended function if worn in wet conditions. It is, therefore, necessary to ensure that the product is capable of fulfilling its designed function of dissipating electrostatic charges and also of giving some protection during the whole of its life. The user is recommended to establish an in-house test for electrical resistance and use it at regular and frequent intervals. If any insert is put between the inner sole and the foot, the combination footwear/insert should be checked for its electrical properties Electrically insulating footwear Footwear with insulating properties provides limited protection against the inadvertent contact with damaged electrical apparatus and therefore each pair shall be supplied with a leaflet containing the following wording. a) "Electrically insulating footwear shall be worn if there is a danger of electric shock, for example from damaged live electrical apparatus. b) Electrically insulating footwear cannot guarantee 100 % protection from electric shock and additional measures to avoid this risk are essential. Such measures, as well as the additional tests mentioned below, should be part of a routine risk assessment programme. c) The electrical resistance of footwear should meet the requirements of EN 50321:1999, 6.3, at any time throughout the life of the footwear. d) This level of protection can be affected during service by: 1) Footwear becoming damaged by nicks, cuts, abrasions or chemical contamination, regular inspections are necessary, worn and damaged footwear should not be used. 2) Classification I footwear can absorb moisture if worn for prolonged periods and in moist and wet conditions, and can become conductive. e) If footwear is worn in conditions where the soling material becomes contaminated, for example by chemicals, caution should be taken when entering hazardous areas as this can well affect the electrical properties of the footwear. f) It is recommended that the users establish an appropriate means of having the electrical insulating properties of footwear inspected and tested whilst in service."

13 13(22) 8.3 Insocks (Innersoles) If the footwear is supplied with a removable insock it should be made clear in the leaflet that testing was carried out with the insock in place. A warning shall be given that the footwear shall only be used with the insock in place and that the insock shall only be replaced by a comparable insock supplied by the original footwear manufacturer. If the footwear is supplied without an insock it should be made clear in the leaflet that testing was carried out with no insock present. A warning shall be given that fitting an insock can affect the protective properties of the footwear.

Merchandise, that has been crown marked and rejected during production, or at delivery control, must not be sold by the supplier on the public market before the crown mark has been removed or obliterated (Act of law , SFS nr 498/1970).

15 15(22) 5. MANUFACTURING All seams in the upper of the boots are to be double stitched except for the tongue (inside lacing). The inner sole of the boots are not to be folded, and to be packed evenly in cardboard boxes or when mounted in boots.

16 16(22) 6. SYSTEM SAFETY 6.1 General information The purpose of system safety activities is to identify, analyse, evaluate and take measure for accidents, which may lead to technical, and handling risks, as well as risks for the surrounding environment. Foreseeable accidents will be eliminated, or minimized to a tolerable level. Should an accident occur despite these measures, the consequences are to be minimized. The accidents, which can be predicted during use, and during preventative and corrective maintenance in peacetime and international contribution shall be analysed. 6.2 CE-type approval Each model in the system shall have a CE type approval examined by a notified body, accredited for protective shoes, according to European Directives on Personal Protective Equipment (89/686/EEC). The Declaration of Conformity is to be delivered to FMV not later than six (6) working weeks before the system delivery. 6.3 Environment In order to achieve the environmental objectives, FMV has written a document with information for suppliers. The supplier shall comply with this document. The document can be read on FMV homepage. (Swedish Defence Materiel Administration- Requirements on chemical substances) Specification for the content of chemical substances As far as possible all materiel supplied to Swedish defence shall be free from substances that are very toxic, carcinogenic, allergenic, affect genetic material, reproduction, are environmentally-hazardous, affect the climate and the ozone layer (see Requirements on chemical substances, annex 1, tables 1-3). Examples of these substances are found in the list of examples (Requirements on chemical substances, annex 2). Compulsory requirement for all chemical products: Material Safety Data Sheets according to EU directive 91/155/EEC If necessary, e.g. when chemicals are imported to Sweden, the supplier shall give the information required by Swedish authorities.

17 17(22) Compulsory demands on all substances in goods and materials that are supposed to be hazardous to human health or the environment during the lifecycle The supplier shall account for the content of all hazardous substances in the system in question, the account shall describe quantity, placing and risks. Compulsory demands on all substances found in the list of examples, Requirements on chemical substances, part 1 or annex 1, table 1: These substances shall not be used in the range of applications specified in the list. However, if extraordinary reasons forces the use of such substances, e.g. safety reasons, and there are no legal restrictions, exceptions may be possible. This requires the supplier to present detailed information concerning the risks and measures how to lower these risks. Compulsory demands on all substances found in the list of examples, Requirements on chemical substances part, 2 or annex 1, table 2: These substances should not be used in the range of applications specified in the list. The use of these substances must be motivated and a risk assessment must be presented.

QUALITY ASSURANCE Supplier's Commitments The supplier shall establish and maintain an effective quality system that meets the requirements of EN ISO 9001, Quality management systems - Requirements. The supplier shall provide FMV*, in good time before the start of production, with reference samples and material together with documents according to a, b, c, d, and e, listed below. The requirements in this Technical Specification must be fulfilled. a) EC Type approval. The boots to be EC type-examined by a notified body, accredited for protective shoes, according to European Directives on Personal Protective Equipment (89/686/EEC) and according to EN ISO The test and lab reports are to be enclosed. The Type-examination to be defrayed by the manufacturer. b) Reference samples from the production plant where the actual production is placed: 4 pairs of finished boots in sizes 34, 41, 43 and 50 ½ pair cut thru boot in size 42 (longitudinal direction) ½ pair finished boot without outer- or middle sole, in size 42 c) Test report from an independent laboratory, accredited to perform test methods required in this specification, for: Upper leather d) Technical data sheet or test reports showing that the product fulfils the requirements, for: All including parts e) Separate samples of the following components shall be sent in: All including parts 0.5 m of all leather 2 m of all textile FMV assesses and approves the received material. 20 20(22) 8.8 Packing when delivering only innersoles Innersoles to be packed in pairs and according to clause Ordering of packing The order must be in writing and sent to: FMCL, Styrmansgatan 14, ARBOGA, SWEDEN. To state: - number of the current order, e.g. LB-number - stock-number and stock-designation - desired number of boxes - number of labels per size FMCL encloses the adequate number of sealing tape required for the ordered number of boxes Spare packing The above mentioned packing shall be used exclusively in connection with the current order. The bottom of the boxes shall be sealed with a lengthwise sealing tape both on the inside and outside of the box. Figure Information about the quality of the sealing tape The sealing tape is to be wet with water in order to get affixed The sealing tape is specially treated to protect the products against damp and other damages.

21 21(22) 8.16 Packing Boxes not filled up N.B. More than one size in each cardboard box is not allowed. If all of one size does not fill up the whole of a box, the vacant space shall be filled up with other suitable materials. This filling must not generate dust or otherwise be detrimental to its contents. Exceptions, if any must be approved by FMV. Type of pallets 8.17 Marking Pre-printed data Figure 4.
