1 33 rd Asia Pacific Metrology Programme General Assembly 30 November 1 December 2017 New Delhi, India Laboratory Report National Metrology Institute of Japan (NMIJ) National Institute of Advanced Industrial Science and Technology (AIST), Japan Contact: info_imco-ml@aist.go.jp Section 1: Laboratory Related Matters 1.1 Outline of the NMIJ The National Metrology Institute of Japan (NMIJ) is one of the key institutes of the National Institute of Advanced Industrial Science and Technology (AIST). The reorganization of NMIJ started on 1 April, 2015, with new structure shown in Fig. 1. The NMIJ consists of four research institutes and two administrative sections. [Executive Management] Director General Dr. Takashi Usuda Deputy Director General Dr. Toshiyuki Fujimoto Director, Research Planning Office Dr. Kazumoto Hosaka 1.2 Achievements of NMIJ Calibration services, development and distribution of certified reference materials (CRMs), and issuing legal metrology reports are illustrated in Fig Contribution to APMP activities: EC member, TC chairs and DEC member The NMIJ has been supporting the APMP activities through the EC member, TC chairs and DEC member from NMIJ. The present active members from NMIJ are summarized in Table 1. 2 Fig. 1 Organization and key contact persons of NMIJ 1.4 Contribution to APMP activities: peer reviewers dispatch So far this year, NMIJ has dispatched 20 peer reviewers to the APMP region in the fields of UV responsivity irradiance, DC resistance, NMR analysis, Humidity, Organic, Pressure and - 2 -

3 vacuum, Hardness, Radio frequency, Force and torque, Radiometry, Gas analysis, AC/DC voltage and current, Bioanalysis, Radiation thermometry, Gas flow, Time and frequency. Fig. 2 Representative achievements of NMIJ Section 2: CIPM MRA Related Activities 2.1 Present status for signatory of MRA The NMIJ is the signatory institute of Japan in CIPM MRA, with the following institutes as designated institutes. (1) Chemicals Evaluation and Research Institute (CERI), Saitama, (2) Japan Electric Meters Inspection Corporation (JEMIC), Tokyo, (3) National Institute of Information and Communications Technology (NICT), Tokyo. 2.2 Status of quality systems Quality systems for calibrations, testings and reference materials in NMIJ have been established to be conformable to ISO/IEC or ISO Guide 34. The systems have been accredited by the 3rd party, IAJapan, National Institute of Technology and Evaluation (NITE). The IAJapan/NITE fulfills the requirements of ISO/IEC and is a signatory to the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and International Laboratory Accreditation Cooperation (ILAC) MRAs. 2.3 International comparisons and CMC registrations As of October 2017, NMIJ has participated 396 key comparisons and 79 supplementary comparisons. The NMIJ also has registered 1048 calibration and measurement capabilities (CMCs). The distributions of international comparisons and CMCs in each metrology fields are shown in Fig Interactions/connections with other parts of the national technical infrastructure (e.g., laboratory accreditation) The NMIJ collaborates with NITE to operate the Japan Calibration Service System (JCSS). The JCSS is managed by NITE, while NMIJ contributes to supply the reference values in the proficiency tests, technical experts in the accreditation process, training for estimation of - 3 -

4 measurement uncertainties and so on Inner: Key Outer: Suppl AUV M L PR T TF EM RI QM AUV M L PR T TF EM RI QM Fig.3 International comparisons (left) and CMCs (right) of NMIJ Section 3: International and Regional Cooperation 3.1 NMIJ took over APMP secretariat from NMIA Asia Pacific Metrology Programme (APMP) General Assembly (GA) and related meetings were held in Da Nang, Vietnam from 9 to 19 November Dr. Peter Fisk, NMIA has successfully completed his term as the APMP Chair and Dr. Toshiyuki Takatsuji, Director of Research Institute of Engineering Measurement, NMIJ started his term. Simultaneously, NMIJ has succeeded secretariat from NMIA. In the GA the election of new EC member and the endorsement of new Technical Committee (TC) Chairs were carried out. Fig. 4 APMP GA in Da Nang, Vietnam 3.2 Emerging Scientist Workshop 2017 The NMIJ hosted the Emerging Scientist Workshop (ESW) It was held from August 30th to September 1st, 2017 at AIST Auditorium. Totally 50 young researchers from NMIJ, KRISS (Korea) and NIM (China) were participated in the workshop. They presented their research results in the short oral and poster session, had lab interaction or discussed about the future - 4 -

5 collaboration among the institutes in the group session during these three days. Many researchers of NMIJ also joined the session and had exciting interaction with the young researchers. Also 9 participants from 5 Asian NMIs joined the discussion in the workshop as observers. They were invited under the JST Japan-Asia Youth Exchange Program in Science (SAKURA Science Plan). Fig. 5 Participants of ESW2017 Section 4: Activities relevant to APMP s Focus Groups 4.1 Activities on Climate Change and Clean Air On 24 November 2017, Dr.Takuya Shimosaka, Gas and Humidity Standards Group of Research Institute for Material and Chemical Measurement (MCM) is going to make a presentation about What can be provided by developed NMIs (gas analysis)? at the FG workshop of APMP Section 5: Future Plans, Priorities and the Role of APMP 5.1 NMIJ working plan and priorities Based on the requirement of the national development and the results of a survey on the requirement of metrology standards, the working plan of NMIJ is focused on the following key tasks. (1) Research and development supporting the SI (2) Development of new measurement standards / technologies (3) Maintenance of national primary measurement standards based on the Measurement Law and provide measurement standards, calibration services and certified reference materials (CRMs) for a traceability system (4) Research and development responding to the services in legal metrology (5) Provide trainings and consultations to the industry and other NMIs (6) Development of database in metrology According to the development plan for , 107 physical metrology standards and 261 chemical metrology standards will be developed in the following years. 5.2 The Role of APMP The APMP is one of the major Regional Metrology Organizations (RMOs) contributing to the development of the world metrology. As of October 2017, APMP has 24 members and 8 associate members. The contribution of APMP to the world metrology is increasing significantly - 5 -

6 in the recent years, both by international comparisons and by CMCs registrations. However, it should be noted that many developing economies in the members and associate members of APMP are struggling to build up their metrology systems. Technical supports and training opportunities should be provided for these economies along with effective RMO comparisons to facilitate the CMC registrations. We are looking forward to increasing further expanding cooperation to support metrology development in the developing economies
