2 Versioning of Programme pecification This programme specification is valid for the period of approval confirmed at the time of the approval/last review event and relates to provision approved at that point. Programme specifications are updated on an annual basis to include modifications approved through the University s quality assurance processes. The programme highlights changing policy agendas that are re-shaping the role and delivery of public services. tudents undertake units (linked to academic credit) that offer community engagement and work experience the latter jointly delivered with local public service employers. tudents have the opportunity to do a one-year full-time sandwich degree between levels five and six. The degree offers students three additional Named Routes in Uniformed ervices; ocial Policy; and Governance. Demonstrate an awareness of the programme of study in a wider context. 24 Programme Rationale The existing programme was developed to offer both a full time and part time honours degree in Public ervices-recruiting in particular students with higher national diplomas in Public ervices from further education colleges. The full-time degree offers students an opportunity to complete a full-time sandwich year between levels 5 and 6 and those students are awarded a Public ervices degree in the sandwich mode. The part time degree-targeted at local public services employees and mature applicants draws upon the established units on the full-time programme and this makes the provision economical given smaller numbers of part-time students. The Programme offers four 30 credit units per year under the University s EAQL framework-with some units broken down into 15 credits to allow students to take Uniwide languages at every level and faculty based units such as Engaging the Humanities and ocial cience. There are four distinctive features of the Programme: 1: the development of a unit at level 5 -Public ector Employability and Enterprise- that fulfils the University s E3 Agenda: Employment, Employability, and Enterprise. This unit will be jointly delivered with public sector agencies in the locality, such as Manchester City Council, the National Football Museum and the community focused body CommTA. 2: the final year/level 6 final year offers an examination of the conceptual issues and an introduction to research methodology which will enable suitable students to undertake the MMU Masters in Public Administration. 3: the final year offers all students mandatory dissertation linked workshops that enable them to complete in-depth independent research-supported by tutor supervisor- on a contemporary issue in public services/public policy or alternatively a work-based community engagement project. The dissertation related unit offers students the opportunity to produce a short documentary film -enabling them to apply video filmmaking skills that they developed on the year two unit Public ervices in an International Perspective. 4: an opportunity for students-either progressing from level 5 on the MMU Programme or as direct entry students- at level 6 to opt to take one of three Named Routes exit awards. To obtain one of these named route awards students will be required to complete a specified 90 credit package of units centred on a dissertation in a relevant topic and a required relevant option. i): BA (Hons) Public ervices (Uniformed ervices): this is aimed at students wishing to develop a career in policing and the emergency services and will be available as a top up level 6 direct entry opportunity onto the honours degree from students with foundation degrees in uniformed public services and policing. ii)): BA (Hons) Public ervices (ocial Policy): this route is designed for students wishing to pursue a career in the NH, social housing and education. It will also be available as a direct entry top-up year. iii): BA (Hons) Public ervices (Governance): this route is designed for students interested in politics and government, and who might be interested in careers in local government; devolved U administrations and the European Union. 8 Politics and International Relations (2015) are the main statement that the Programme draws on. There are no Public Administration nor Public ervices benchmarks statements. The Politics and International Relations statement is the nearest to this programme and reflects the fact that MMU Public ervices is based in a Politics Department. The Politics and IR Benchmarks tatement has been adapted to meet the needs of studying public administration and public services. 26 Programme pecific Outcomes (a) Final Award Learning Outcomes On successful completion of the Public ervices degree, students will be able to: PLO 1 Demonstrate in-depth knowledge and understanding of public services. 16 ECTION D - TEACHING, LEARNING AND AEMENT 29 Articulation of Graduate Prospects Annual DLHE data from the MMU Careers and Employability service survey on our recent graduates in full and part-time work is carefully studied for course development and marketing. Graduates from our undergraduate programme, BA (Hons.) Public ervices have excellent graduate prospects, with many achieving accelerated entry into uniformed and non-uniformed public service careers and others opting for postgraduate study. The new MMU Masters in Public Administration that was validated in December 2014 is offered to public services undergraduate students and the development of research methodology provision at level 6 will develop students skills for the MPA. MMU careers and employability staff regularly offer talks to our students on public services graduate entry related schemes e.g. FastTrack civil service and NH management. Careers development and enhancing employability were at the core of the Professional Development, Community and Public ervices and Community Action Project units on the programme since This work continues with the new level 5 Public ector Employability and Enterprise unit where MMU tutors work with training personnel in local public sector organisations in joint delivery of work-related activities such as simulated employment interviews. uch activity will enhance our ability to strengthen our students graduate employment prospects. 30 Curriculum Design Overall Aims that haped Curriculum Design 1: to capture and explain how the aims and delivery of public services will change under the Conservative majority government; 2: to develop and enhance students skills- whether for managing their university study to the more transferable ones that are centred around building confidence through presentations and teamwork and in the use of ICT; 3: to strengthen the international range on the course- through opportunities for short-term student exchanges, and greater use of Uniwide language; and promote international learning through the Public ervices in International Perspective unit; 4: to address contemporary debates around the future of the United ingdom state and nation; 5: to offer pathways into the new Masters in Public Administration-through units that have a strong theoretical base in policy-making, governance and ideology; 6: to base-where appropriate -curriculum around current developments in the faculty and University initiatives- such as the level 5 Public ector Employability and Enterprise unit which is jointly delivered with local employers and greater use of ICT and blended learning; CAQE Page 14 of 37 Programme pecification

Inbound tudent Mobility tudents on the Inbound tudent Mobility schemes will study the same curriculum as MMU home students. Where appropriate, 15 credit unit specifications (based on the same curriculum content) have been development to accommodate students study at MMU for less than a full academic year. 31 Learning and Teaching This programme positively reflects core pedagogic priorities within higher education and enables students to develop both the intellectual and practical skills to meet the challenges of the global political and economic environment. The overall philosophy of the programme is informed by these priorities; specifically, the programme strives for the continuous enhancement of the student learning experience and professional development through: Creating a dynamic and innovative teaching and learning strategy and a blend of new and more established assessment approaches to build learning development, offering a mix of learning environments in order to support student progress and achievement; Offering opportunities for a global learning experience through module learning content that offers a comparative perspective on public administration (evident in the level 5 Public ervices in International Perspective unit ) as well as in the approach to employability skills; Providing positive opportunities for enhancing graduate employability through the sandwich year and the Public ector Employability and Enterprise unit and the development of soft skills to complement intellectual development. The programme team recognises that a good number of entrants on this course will not have come through the traditional A-level route and will have instead non-standard entry qualifications- such as BTEC national diplomas- where assessment methods and are less essay and the examination based. To help with this transition to university study the year one mandatory 15 credit unit kills for uccess in Higher Education will help students master the variety of assessment approaches that they will encounter on this degree and which might differ from their college experience. The unit will also help them to analyse their individual learning styles and through PDP consider programmes s for action as a result. The overall pedagogic approach of the programme is one which harnesses the key themes of inquiry-based, autonomous learning; critical thinking; enhancing employability and internationalising the student experience by providing a positive combination of learning environments and learning teaching and assessment approaches. This framework is developed using a balance of taught units, which emphasise different elements of these priorities, creating an overall programme which is underpinned by research-led teaching and research-informed good pedagogic practice. tudent-centred learning is centrally important and thus is an integral part of this programme. The units of study offer a creative and dynamic range of learning and assessment approaches designed to enhance engagement; these include individual and team projects, e-learning tools, international web conferencing, work-based learning environments and the provision of active learning space in the curriculum for the practical application of professional skills. These learning contexts are provided alongside traditional lectures, seminars and workshops. The learning, teaching and assessment approach aligns with the achievement of the programme learning outcomes. Professional skills associated with career progression and employability are developed through a wide range of technology-enhanced learning approaches and the enhancement of communication skills is embedded through formative presentation, group work and project management teaching and learning activities. The Programme is taught by research active tutors, and their teaching is informed by their research interests, as is the development of the Programme-for example- organising a conference for 2016 linked to the Public Administration Committee (PAC) on the theme of the Northern Powerhouse. The programme offers units (for example Disasters and Emergency Management) that also draws on recent expertise of tutors in high positions in policing. Breakdown of campus-based taught programme: ummative Assessment 25% Directed tudy via lectures and seminars 25% tudent-centred Learning 50% Formative feedback is offered to students at staged intervals on all years. All students are encouraged to discuss plans and drafts of their work with tutors. Participation is encouraged through seminar debate and online forum discussion, student presentations and the detailed close reading of texts. ummative feedback normally provided by Turnitin- on assessment is supplemented with one-to-one tutorial discussion with unit tutors and the personal tutor. Upon progression to the Dissertation at level 6 all students are assigned a dissertation tutor with whom they are able to discuss the progress of their work. Dissertation and final year analytical development skills are supported in term one mandatory workshops in the first term. The Programme Team aim to develop on-going professionalism in learning, teaching and assessment through discussion of their own professional development during the PDR process. taff within the department have access to and avail themselves of opportunities provided centrally to develop their academic practice. The Programme Team explicitly demands high standards of ethical behaviour and academic integrity. These standards are implicit in course and unit handbooks and are communicated verbally in learning and teaching contexts. Informal feedback between tutors and students is encouraged on a regular basis. Formal consultation takes place termly via the taff/tudent Fora and Programme Committees. Inbound tudent Mobility tudents on Inbound tudent Mobility schemes will study the same curriculum as MMU home students. Where appropriate, 15 credit unit specifications have been developed to accommodate students studying at MMU for less than a full academic year. 19 Effective and efficient assessment and feedback practice is a key LTA theme within the Faculty. This degree programme engages a range of assessment and feedback approaches in order to reflect this practice, to improve the student learning experience and the accessibility of programme content. The overall approach to assessment is one of assessment for learning, such that assessment strategies offer students the opportunity to demonstrate and articulate their learning, using a variety of methods, which in turn will build intellectual and professional skills. Consequently, unit structures have in-built mechanisms for formative feedback, prior to final submission of work for assessment, which enable students to reflect on their own learning as well as to gain important tutor-led feedback on progress. Portfolios, structured evaluation and reflection reports and online engagement assignments (as in the Public ervices in International Perspective unit) enable students to build an assignment during the course of a module and therefore these approaches embed formative assessment points in the student journey. Assessment modes-as shown in the Assessment Map- vary across the programme and aim to embed a diversity of diagnostic, formative and summative assessment tasks reflecting the programme team s commitment to providing inclusive learning and offering varied opportunities to demonstrate constructive alignment of learning, teaching and assessment within the Programme. The virtual learning environment is a central focus for assessment and feedback in the core module at level 5 Public ervices in International Perspective making use of web conferencing technology, social media and learning management platforms enabling students to further enhance their core graduate skills in ICT. Assessed scenario simulations in the unit Emergency and Disaster Management also use an e-learning package developed by Greater Manchester Police, further enhancing student engagement with a variety of ICT skills. Reflecting the important role of other media students on all years will have the opportunity to develop video film making skills and produce short documentary and promotional films. As with the programme s approach to learning and teaching, the overall assessment strategy encourages students through PDP to expand and advance their intellectual and communication skills, and assessment is staged to offer multiple points of self-evaluation and reflection on learning as well as formal tutor-led feedback. This cumulative approach to formative and summative assessment allows students the opportunity to continuously improve the skills needed to successfully complete the programme of study, post-graduate career transition or steps to further study. Thus, the assessment methods are designed to promote student learning using diagnostic, formative and summative assessments accompanied by constructive and timely feedback. The programme offers a diversity of assessment modes-both formative and summative- in order to develop a range of skills for intellectual development, independent inquiry, communication and enhanced employability. 20 Blogs Peer Review The assessment approach maps directly onto Programme Learning outcomes with the diversity of assessment methods fully represented across the core units of study in the Programme, thus ensuring that all students have the opportunity to articulate their learning in a variety of formats. All assessment modes are used in combination to support student skills and abilities in retrieving and digesting source material, to demonstrate conceptual and theoretical knowledge, to apply theories to cases, to construct a reasoned argument and to communicate ideas and conclusions effectively in speech and writing. The variation in assessment ensures that a range of subject specific and transferable skills are acquired and tested, including the ability to organise and manage work within specific time constraints, to employ concepts beyond the domain of their original application, to explain complex arguments with clarity and economy, and to identify and critically assess their implications; to structure work logically and draw appropriate conclusions. Programme and Unit Handbooks - increasingly on-line - offer students guidance on the assessments required throughout the duration of the programme. This includes explanation of the tasks required in assignment briefings, marking criteria, Faculty grade descriptors, expectations and how these might be achieved, referencing, academic integrity and plagiarism. Before completing their work all students receive specific guidance and support from Unit Leaders. All students are able to submit drafts of their work for formative feedback and are offered individual tutorials related to assessments. Timetabling will aim to incorporate the need for formative feedback slots for students on all units. Assessments are individually marked by two unit tutors. Timely, constructive feedback is essential to student progress on the programme. We aim to always return students work within four weeks of submission. All work is submitted through Turnitin and the programme team uses Moodle and Turnitin to create (a) a set of standardised, purpose-designed comments on such matters as organisation, use of language, structure, referencing etc.; (b) free comments on matters such as content, analysis, achievement of task, etc.; (c) a summative comment which includes recommendations on how to improve the work. tudents are given full training throughout the course on using feedback to improve performance, and are encouraged to discuss feedback with both unit tutors and personal tutors. Inbound tudent Mobility tudents following the 15 credit units-offered at levels 5 and 6- on Inbound tudent Mobility schemes will be assessed via types of assessment other than formal written examinations. Where students complete their assessment outside the standard timescale for consideration by Board of Examiners, Chair s Action will be taken to confirm the outcome of their assessment. 33 Inclusive Practice Issues around diversity and inclusivity are covered on many units- but particularly on Public ector Employability and Enterprise and Education Policy. tudents through the Uniwide Language programme at all levels will have the opportunity to study Community Languages such as Urdu. 21 Personal Learning Plans issued for students are circulated to all relevant tutors and monitored by the programme leader for implementation. PDPP through personal tutor meetings with students is used to identify particular needs of students. Ethical issues around students placements and research projects are covered by a tutor on the programme, who is on the faculty ethics committee and who promotes ethics compliance within the Department. The Programme makes attempts to match where possible class and tutorial times to the needs of mature learners, students in full-time employment and those with Personal Learning Plans. The Programme recognises those with specific needs and seeks to ensure flexibility in Programme Delivery. The Programme makes every effort to comply with the University s Equality and Diversity Policy- and developments and limitations here will be reviewed through the University s CMI Procedures. 34 Technology Enhanced Learning The course content is delivered through multimedia presentations, narrated slides, podcasts, video clips, written lectures and lecture notes. ummative and formative assessment is carried out through Moodle assignment, video assignment and Turnitin. For this, staff receive IT support from the Faculty Technology- Enhanced Learning Officer (TELO), LRT Centre (Learning Research Technology) and IT services. tudents are trained to use the technology through an induction programme. This training is supported in term time by the tutors, our tudent Experience upport Tutor, our IT services, tudent Hubs, Faculty tudent upport Officer. We also set up study groups where students can help each other in a wide range of areas. taff are supported in their use of technology by staff in LRT, CeLT, MMU Learning Innovation and by our Faculty E-learning upport Officer as well as by each other. In addition, the level 5 core unit Public ervices in International Perspective makes use of web conferencing to enable communication between students at MMU and students at partner institutions in Europe and North America. The programme team has significant experience in delivering collaborative online materials with international partners. This unit therefore includes an orientation element which enables learners to become familiar with and have training on the e-learning platforms which are used for delivery (for example Canvas, kype, Blackboard Collaborate) and to establish international cross-campus connections. In April 2016 a small group of year two students will be visiting our partner University in Romania and while there will be a joint online presentation centred at our partner campus Further, the optional unit Emergency and Disaster Management includes engagement with software developed by Greater Manchester Police s Counter Terrorism Unit which is used in scenario working involving terrorist and other disaster planning situations- and the use of the HYDRA Immersion decisionmaking simulation techniques. 35 Work-related Learning and/or Placement Year Three of the BA (Hons) Full-Time Public ervices degree will comprise for some students the andwich Placement Year. The placement is not compulsory for students on the full-time course. It is an opportunity for students to spend a year in full-time employment in a job or internship that has relevance to the course and its employability aims. The Placements and Community Engagement Tutor will assist students in seeking placements for this sandwich year. Placement opportunities for one year may arise out of contacts the Programme Team has with local employers or the Community Engagement/Volunteering work that the full-time students undertake in year one or from the student s own contacts and initiative.
