1 For IEC use only 100(Minsk/Secretariat) INTERNATIONAL ELECTROTECHNICAL COMMISSION TECHNICAL COMMITTEE No. 100: AUDIO, VIDEO AND MULTIMEDIA SYSTEMS AND EQUIPMENT Resolution list of the twenty-first TC 100 meeting held on 10 th October 2015 in Minsk, Belarus Resolution 1: TC 100 appreciated Mr. Jon Fairhurst for his taking the role of acting chair of the TC 100 Plenary meeting and thanked him for his great acting chairmanship activities during the week. Resolution 2: TC 100 noted the statistics on TC 100 activities and thanked all for the achievement of TC 100 in 2014 (100(Minsk/Secr.)33 and requests IEC CO to encourage some non-active P- member countries to actively participate in TC 100 activities. Resolution 3: TC 100 confirmed the previous meeting minutes 100/2483/RM in Tokyo 9th November Resolution 4: TC 100 thanked Mr. Alec McMillan, Convenor of SMB/SG 8: Industry 4.0, Smart Manufacturing, for his attendance and valuable information on SMB/SG 8 and noted that the issue will be discussed in AGS. Resolution 5: TC 100 noted the appointment of Dr. Masatake Sakuma as an Assistant Secretary of TC 100 and the Technical Secretary of TC 100/TA 1. Resolution 6: TC 100 noted the appointment of Mr. Noritaka Okuda as an Assistant Technical Secretary of TC 100/TA 2. Resolution 7: TC 100 noted the merger of TA 8 and TA 9 and appointment of Mr. Hironori Sakakihara and Mr. Katsuyoshi Naka as the TAM and TS of the new TC 100/TA 8 respectively.

2 Resolution 8: TC 100 noted the appointment of Mr. Shin Eguchi as the TAM and Ms. Grace Wei as the Vice TAM of TC 100/TA 14. TC 100 extended special thanks to Mr. Shuichi Matsumura, the former TAM for his contributions to TC 100. Resolution 9: TC 100 thanked Mr. Matei Cocimarov, IEC CO, for his presentation on recent IEC topics and information, 100(Minsk/IEC CO)01. Resolution 10: TC 100 celebrated Mr. Tadashi Ezaki, TC 100 Secretary, and Dr. Jae-Young Lee, TA 4 TAM for their award of the IEC Thomas Edison Award Resolution 11: TC 100 celebrated the following five TC 100 recipients of the IEC 1906 Awards 2015: Mr. Noritaka Okuda Ms. Grace Wei Mr. Takushi Fukami Mr. Keith Jones Mr. Hiroshi Furukawa JP US JP AU JP Resolution 12: TC 100 noted that the SMB did not approve the TC 100 QP to shorten translation period of CDV and agreed to continue making efforts on the efficient way of standardization for the fast moving technology. Resolution 13: TC 100 thanked the TC 100 chairman and secretaries for their efforts to communicate with ITU-T and JTC 1 and noted that the next ITU-T, JTC 1, TC 100 high level ad hoc meeting should be planned in an appropriate time frame. Resolution 14: TC 100 resolved to appoint Mr. Shin Eguchi, Ms. Veronica Lancaster and Dr. Xiaoying Zhao as the members of AGS. TC 100 thanked Mr. Shuichi Matsumura, Ms. Alayne Bell, Mr. Hong Zhang and Mr. Dietrich Westerkamp for their contributions to TC 100. Resolution 15: TC 100 resolved to pay special attention to the recommendations of AGS as given in document 100(Minsk/AGS)03: AGS recommends the establishment of a stage 0 project for preparing an NP for TS on "UHD terminology." AGS recommends SS 1 widen the international participation in the activity and notes the change of leadership to Dr. X. Zhao from Mr. H. Zhang. AGS considers the planned activities of SS 5 are sufficient to support a new TA and recommends SS 5 to clarify the scope of the new TA on "multimedia equipment and systems for road vehicles." 100(Tokyo/Secretariat)43 Page 2

3 AGS thanks SS 7 for its report and recommends SS 7 to seek additional members and to study the standardization issues of robotics technology within the scope of TC 100, and work with TA 16 on AAL relevant use cases. AGS recommends SS 8 establish a stage 0 project to prepare an NP for "user comfort and evaluation of smart textiles and wearables." AGS recommends Japanese NC submit an NP for "hearing support function" after discussion with SS 8 experts. AGS recommends Japanese NC submit a DTR on "power supplying scheme for wearable systems and equipment" after discussion with SS 8 experts. AGS recommends SS 9 submit a DTR on "measurement method of high dynamic range video." AGS recommends Chinese NC submit an NP on "multi-screen LCD display system" as this will complement work in TC110. AGS identifies the importance of proposed topics in 100/AGS657 and recommends to establish a new SS 10 on multimedia cyber technology. AGS appoints Mr. Yoshio as the tentative leader of SS 10. AGS accepts the guideline for study sessions with additional outcome related to SMB strategic discussion and recommends AGS secretary notify it to the SS leader at the beginning of a new SS. (100(Minsk/Secretariat)34) Resolution 16: TC 100 thanked IEC TC 110 for their liaison statement on LCD display related proposals in TC 100 and noted that the AGS recommends that the Chinese NC submit an NP on "multiscreen LCD display system" as this will complement work in TC110. Resolution 17: TC 100 resolved to accept the report of AGM as given in document 100(Minsk/AGM)05, where The IEC TC 100 AGM agreed that TC 100 Secretariat will find a suitable person representing TC 100 to ACART (Advisory Committee on Applications of Robot Technology) in consultation with TA 16 officers. The IEC TC 100 AGM noted the appointment of Ms. Ulrike Haltrich as a representative to SMB/SG 10, Wearable Smart Devices from TC 100. The IEC TC 100 AGM noted that NP and CDV simultaneous circulation of A4WP proposal was agreed by correspondence and that the CDV is in the translation period. TC 100 AGM confirmed to request SMB to establish category D liaison with A4WP after approval of the NP. The IEC TC 100 AGM agreed to establish a new TA on Multimedia equipment and systems for road vehicles and asked AGS/SS 5 to prepare the Terms of Reference (ToR). The AGM will discuss the ToR by the next AGM in spring 2016 for approval. The IEC TC 100 AGM noted that the Finnish NC has indicated that it is planning to relinquish the TA 5 secretariat by the end of 2016 and potential successor candidate should be sought. TC 100 Secretariat will find the successor in consultation with TA 5 officers. The IEC TC 100 AGM agreed to apply NP and CDV simultaneous circulation to USB-IF proposals, Part 1-2, 1-3 and 3-1 provided as 100/AGM(Secr.) 1238 to For Part 1-2, the version of Power Delivery will be updated to Rev. 3.0 from Rev. 2.0 in December 2015 and NP and CDV simultaneous circulation will also be applied without AGM evaluation process. 100(Tokyo/Secretariat)43 Page 3

4 Resolution 18: TC 100 resolved to accept the report of TA 1 as given in document 100(Minsk/TA1)06, where TA 1 requests to change the target date of IEC to from for 1CD Regarding the TC 100 SBP, TA 1 requests to remove the description of battery charging interface at column D and to add and IT industry at the user of the standards. TA 1 requests to make the following publications stabilized: IEC , -2 IEC , -2, -3, -4 Resolution 19: TC 100 resolved to accept the report of TA 2 as given in document 100(Minsk/TA2)07, where the following item needs special attention/actions: There are no updates about the TA 2 SBP. Resolution 20: TC 100 resolved to accept the report of TA 4 as given in document 100(Minsk/TA4)08, where TA 4 requests TC 100 to consider the followings: 1) To allocate a meeting room for TA 4 PT/MT meeting in Vienna, Austria on ) To accept the SBP modified by TA 4, which is attached to this report Resolution 21: TC 100 resolved to accept the report of TA 5 as given in document 100(Minsk/TA 5)09, where Mr. Eero Sorri has retired and will no longer serve as the assistant secretary of TA 5. The Finnish NC has indicated that it is planning to relinquish the TA 5 secretariat by the end of Potential successor candidate should be sought. The titles of the two new projects, IEC and IEC , are requested to be modified as listed in section D for consistency with IEC TC 100 extended special thanks to Mr. Eero Sorri for his long term contribution to TC 100. TC 100 noted that TC 100 Secretariat will find the successor of TA 5 secretariat in consultation with TA 5 officers. Resolution 22: TC 100 resolved to accept the report of TA 6 as given in document 100(Minsk/TA 6)10, where TA 6 would like to update PT 62702: Audio Archive System project to develop Part 1-2 as additional sub part of Part 1 under the current project scope. 5 Proposed new target dates: CD: CDV: IS: SBP revision TA 6 basically agrees to the proposed revision text of SBP and further proposes to add the text about new time labelling along with file format and metadata to the column of ACTIONS TO SUPPORT, THE STRATEGIC OBJECTIVES on TA 6 in section H. Resolution 23: TC 100 resolved to accept the report of TA 8 as given in document 100(Minsk/TA 8)11, where IEC Multimedia home network configuration Basic reference model Part2: Operational model TA 8 requests TC100 plenary to approve the change of the target date for IEC CD. Current target date for CD: Proposed target date for CD: TA 8 agrees with the updated SBP, which was given in AGM meeting on 6th October, 2015 Resolution 24: TC 100 resolved to accept the report of TA 10 as given in document 100(Minsk/TA 10)12, where the following item needs special attention/actions: TA 10 submitted some modifications on the SBP Resolution 25: TC 100 resolved to accept the report of TA 11 as given in document 100(Minsk/TA 11)13, where the following item needs special attention/actions: TA 11 basically agrees to the proposed revision text of SBP. Resolution 26: TC 100 resolved to accept the report of TA 12 as given in document 100(Minsk/TA 12)14, where TA 12 requests to meet in Vienna at the AGS/AGM meeting on TA 12 provided some minor updates for the text of SBP. Resolution 27: TC 100 resolved to accept the report of TA 13 as given in document 100(Minsk/TA 13) (Tokyo/Secretariat)43 Page 5

6 Resolution 28: TC 100 resolved to accept the report of TA 14 as given in document 100(Minsk/TA 14)16, where the following item needs special attention/actions: TA14 agrees with the updated SBP, which was given in AGM meeting on 6th October, Resolution 29: TC 100 resolved to accept the report of TA 15 as given in document 100(Minsk/TA 15)17. Resolution 30: TC 100 resolved to accept the report of TA 16 as given in document 100(Minsk/TA 16)18, where A minor amendment of the scope was proposed and agreed by TA 16 and TC 100 is invited to approve this: To develop international publications addressing aspects of active assisted living (AAL), accessibility, usability and specific user interfaces related to audio, video and multimedia systems and equipment within the scope of TC 100. Specific aspects related to audio, video and multimedia systems and equipment to be addressed include: User requirements for accessibility and usability Requirements for systems and equipment for active assisted living, including wearable smart devices Standardization to address the identified requirements for active assisted living, accessibility and usability User Interfaces, interfaces, protocols and control mechanisms for systems and equipment for active assisted living, accessibility and usability TA 16 requests that SS 8 use cases related to health and fitness and AAL support functions are separated from those for other applications Request for 2 hours TA16 meeting co-located with AGS/AGM meetings in May 2016 in Austria with focus on GARI (Global Accessibility Reporting Initiative) and related activities TC 100 resolved to accept the minor change of the scope above. TC 100 resolved to nominate Dr. Kate Grant as the liaison representative to SyC AAL from TC 100. Resolution 31: TC 100 resolved to accept the report of Projects as given in document 100(Minsk/Secretariat) (Tokyo/Secretariat)43 Page 6

7 Resolution 32: TC 100 resolved to accept the report of GMT as given in document 100(Minsk/GMT)20, where the following item needs special attention/actions: GMT meeting is scheduled on in conjunction with the AES convention in New York. Resolution 33: TC 100 resolved to accept the report of stage 0 project PT on multimedia car systems and equipment as given in document 100(Minsk/PT 100-9)21. Resolution 34: TC 100 resolved to accept the report of stage 0 project PT on wearable systems and equipment as given in document 100(Minsk/PT )22, where the following items need special attention/actions: As the next steps the Co-PL will, 1. Develop appropriate use case template 2. Collect use cases, and put existing use cases in template 3. Cluster use cases such as AAL or in car 4. Identify standardization items after next AGS meeting PT requests to hold the next PT meeting in conjunction with the next AGS in Vienna Resolution 35: TC 100 thanked Ms. Ulrike Haltrich for her presentation on SyC AAL activities, 100(Minsk/Haltrich)23. Resolution 36: TC 100 thanked Dr. Kate Grant and Mr. Yoshihisa Narui for their report on ISO/IEC JTC 1 in document 100(Minsk/JTC 1)24. Resolution 37: TC 100 thanked Dr. Kate Grant for her report on ISO/IEC JTC 1/SC 29 in document 100(Minsk/JTC 1 SC 29)25. Resolution 38: TC 100 thanked for the liaison reports from AES, ATSC and DLNA. Resolution 39: TC 100 resolved to approve existing TC and TA liaisons in document 100(Minsk/Secretariat)29 with offline update on CISPR/I and to keep updating appropriately. 100(Tokyo/Secretariat)43 Page 7

8 Resolution 40: TC 100 resolved to request SMB to approve the establishment of category D liaison with A4WP after the approval of the NP. Resolution 41: TC 100 resolved to approve the programme of work as updated based on the TA and project reports (100(Minsk/Secretariat)30). Resolution 42: TC 100 resolved to approve the updated TC 100 SBP, 100(Minsk/Secretariat)31 with change of the term capability to ability and that TC 100 Secretariat finalizes and submits to SMB with the TC 100 report. TC 100 thanked Mr. John Woodgate for his leadership on the revision and thanked all TAs for providing their revised texts. Resolution 43: TC 100 resolved to approve the determination rule for mature and well-developed document in document 100(Minsk/Secretariat)32 and to update the process from time to time as necessary. Resolution 44: TC 100 announced that the next AGS/AGM meeting will be held on 24th and 25th May, 2016, respectively in Vienna, Austria kindly hosted by Austrian NC and OVE. TC 100 announced that the next TC 100 plenary and related meetings will be held in October 2016 in Frankfurt, Germany in conjunction with the IEC General meeting Resolution 45: TC 100 expresses great appreciation to the Belarus National Committee for facilitating the IEC TC 100 meetings held this week and providing excellent facilities and refreshments.
