2 August 2016 to July 2017 JTC 1/SC 24 Business Report v1.0 Computer Graphics, Image Processing and Environmental Data Representation 1.0 Executive Summary The current area of work for JTC 1/SC 24 consists of: standardization of interfaces for information technology based applications relating to computer graphics and virtual reality, image processing, environmental data representation, support for Mixed and Augmented Reality (MAR), and interaction with, and visual presentation of, information In the business year 2015 to 2016, the achievements of JTC1/SC 24 were principally related to the advancement of published standards, together with the development of standards for Mixed and Augmented Reality (MAR). For the latter, an MAR Reference Model is being developed in a joint project with JTC 1/SC 29/WG Chairman s Remarks 2.1 Market Requirements, Innovation The Information and Communication Technology (ICT) fields that are addressed by SC 24 standards are summarized as: mediation of environmental data exchanged among multiple users and producers; intelligence and information systems which utilize high resolution imagery formats supporting a variety of applications, including modeling and simulation (M&S) environments, displays and 3D printers and scanners; geospatial and geopolitical applications with metadata and data layering; web and document graphics technologies that utilize 2-D and 3-D imagery files for presentation and exchange; 3-D environments that incorporate imagery, content concepts and interaction with virtual or synthetic environments applications in modeling and simulation. and visual applications in which data captured from the real world is mixed with virtual data, such as computer graphics and sound, to produce mixed and augmented reality. 2.2 Accomplishments The status of all standards published by SC 24, together with those under development, may be viewed in the SC 24 Standards Catalogue. The accomplishments of SC 24 for the business year are reported with respect to the 4 individual Working Groups, WG 6, WG 7, WG 8 and WG Resources The strategies adopted by SC 24 are based on a co-operative philosophy of working with consortia, as indicated in 2.4 (below). Experience in SC 24 has demonstrated that co-operative partnering with consortia, whose work is consistent with the SC 24 scope of work, has contributed greatly to both the technical content and SC 24 s ability to develop applicable and relevant International Standards. As a result, many consortia members continue to serve as project co-editors, resulting in an increased base of SC

3 24-trained ISO editors. 2.4 Competition and Cooperation (including consortia) SC 24 continues its co-operative work with other JTC 1 SCs, ISO TCs and Industry Consortia and Fora that share common objectives within the scope of the SC 24 work area. These include JTC 1/SC 29, ISO TC 211, ISO/TAG 14 on Image Technology (previously SCIT), the Web3D Consortium, the World Wide Web Consortium (W3C), Open Geospatial Consortium (OGC), Simulation Interoperability Standards Organization (SISO) and the SEDRIS Organization. In order to develop a common reference model for Mixed and Augmented Reality (MAR), a Joint Ad hoc Group (JAhG) was established between JTC 1/SC 24 and JTC 1/SC 29, with the first meeting held in March Regular face-to-face and teleconference meetings have been held since. A risk is of the lack of support for a co-operative development because a partner has a change of objectives and direction. This risk is mitigated by attempting to establish co-operative agreements that ensure that standards projects are well-evolved, hold the commitment of the commercial community and provide valid standards for information and communication technologies. Opportunities continue to exist for the transposition of Web3D Consortium specifications into SC 24 standards, in cooperative agreement. X3D is currently the most powerful technology used for 3D Printing and 3D

4 Scanning. It is expected that further development will enhance this capability as well as refine the minimum required implementations. 3.2 WG 7: Image processing and interchange WG 7 accomplishments Continued cooperation with the NATO Joint Capability Group on ISR and the US NITFS Technical Board for the promotion of the Binary Image Interchange Format (BIIF) standard (ISO/IEC 12087) and the submission of BIIF profiles to SC 24. Continued use by the Open Skies Treaty of the BIIF standard and their review of future profiles for submissions to SC WG 7 deliverables None planned for WG 7 strategies/risks/opportunities/lessons learned There is a risk that a standard will not be able to adapt to keep pace with new requirements in a sufficiently short timescale. To address this risk, SC 24 has developed a Register of Items (ISO/IEC 9973) for the identification of dictionary items, implementation profiles and data coding profiles. The Register of Items is accessible at; Opportunities exist for: Development of standards that describe data from spectral, radar, laser, polarimetric and other advanced remote sensors that can be portrayed and fused with imagery; Application of standardized metadata for imagery in support of data archival, discovery and retrieval Exploitation capabilities to apply to imagery and remotely sensed data, which include methods of augmented reality and mixed reality Development of standards for Computer Vision 3.3 WG 8: Environmental data representation WG 8 accomplishments Documents published: ISO/IEC Ed. 3: Environmental Data Coding System (EDCS) language binding in C WG 8 deliverables No projects are planned for at present. However, every effort will be made to continue the development of ISO/IEC 18026, in readiness for an NWIP being issued for edition WG 8 strategies/risks/opportunities/lessons learned There is a risk that a standard will not be able to adapt to keep pace with new requirements in a sufficiently short timescale. To address this risk, SC 24 has developed a Register of Items (ISO/IEC 9973) for the identification of dictionary items, implementation profiles and data coding profiles. The Register of Items is accessible at; Since document editors are self-employed, external funding is necessary to enable them to continue their work. A delay in the availability of funding has resulted in all planned development work being put on hold, hence no planned deliverables (ref ). An opportunity exists to expand the functionality of the Spatial Reference

5 Model (ISO/IEC 18026) to include a comprehensive treatment of the concepts of orientation, rotation, and vector quantities. Many opportunities exist for the use of mixed and augmented reality in education, training and maintenance applications.
