1 100(Tel Aviv/Secretariat)30 For IEC use only INTERNATIONAL ELECTROTECHNICAL COMMISSION TECHNICAL COMMITTEE No. 100: AUDIO, VIDEO AND MULTIMEDIA SYSTEMS AND EQUIPMENT Decision list of Fifteenth TC 100 meeting held on 22 nd October 2009 in Tel Aviv. DECISION 1: TC 100 agreed on the agenda as given in document 100/1579B/DA with one addition of ECMA presentation after 4.4. DECISION 2: TC 100 confirmed the previous meeting minutes 100/1502/RM in Sao Paulo 21 st November DECISION 3: TC 100 celebrates Dr. Jae-Young Lee as the TA 4 TAM shifting from TA 4 TS, to replace Mr. Ed. Barrett, and welcomes Mr. Kwang-Soon Choi as TA 4 TS. TC 100 appreciates Dr. Jae- Young Lee for his continuous cooperation to TA 4. TC 100 welcomes Mr. James Williamson as TAM of TA 9, replacing Mr. Ed Barrett. TC 100 thanks Mr. Ed Barrett for his excellent work in TA 4 and TA 9. TC 100 welcomes Mr. Hideki Ohtaka as TAM of TA 6, replacing Mr. Masaaki Notani. TC 100 thanks Mr. Masaaki Notani for his excellent work in TA 6. DECISION 4: TC 100 announced the establishment of TA 12 as described in 100/1594/AC. TC 100 welcomes Mr. Jon Fairhurst as TA 12 TAM and celebrates Mr. Hiroyuki Iga as his second TS position in addition to TA 1 TS. TA 12 scope is modified from original one described in 100/1594/AC: This Technical Area (TA) is responsible for developing the standard measurement methods for the power use of televisions, set top boxes (STB), audio equipment, multi-function equipment, and multimedia systems and equipment. The measurement methods will address equipment that connects to the power mains. The measurement methods will also address normal use conditions. To the extent practicable, the participants in this TA will evaluate and potentially define the various operating modes in terms of their power use. The participants will also consider the approaches for saving energy through the standardization of control mechanisms in networked multimedia equipment.

2 DECISION 5: TC 100 thanks ECMA officer, Mr. Onno Elzinga, for introducing its standardization activities especially ECMA-383 related issues that are relevant to PC power consumption measurement method. TC 100 thanks TC 108 Chairman and Secretary for their participations to TC 100 Plenary meeting. TC 100 agreed the proposal of further collaboration in order to follow the structure that is observed between TC 59 and TC 61 in home electric appliance area. The target date to change the scopes of both TCs is October 2010, when both TCs will have their meetings during the 74 th IEC Seattle GM meeting. DECISION 6: TC 100 applauses MT Ed.2 PL and Experts for outstanding sales volumes of Standard IEC Ed.2 among all IEC publications. TC 100 recognises the invitation from ISO/TMB and IEC/SMB Market Relevance Task Force. TC 100 encourages all New Work Item proposers to fill out the form given by AC/31/2009. DECISION 7: TC 100 celebrates the following 5 recipients of IEC 1906 Awards from TC 100: Mr. Jon Fairhurst Mr. John Grant Mr. Eero Sorri Mr. Takahito Iida Mr. Akira Toba US UK FI JP JP DECISION 8: TC 100 notes the revision of TC 100 guidelines and procedures given by 100(Tel Aviv/Secr)04. DECISION 9: TC 100 acknowledges the report of the first high level Ad-Hoc meeting of TC 100, ISO/IEC JTC 1 and ITU-T. It was noted that the second Ad-Hoc meeting with an additional member from ESTI will be held on October 25, 2009 in Geneva. DECISION 10: TC 100 officers received the letter from USB-IF given in the document 100(Tel Aviv/Secretariat)25. TC 100 decides to send a liaison back letter to USB-IF for encouraging New Work Item submissions of USB specifications. DECISION 11: TC 100 accepts the report of AGS as given in document 100(Tel Aviv/AGS)05. TC 100 welcomes Mr. Keith Jones as the first AGS member from South Hemisphere region. TC 100 encourages AGM to develop new annexes to TC100 guidelines and procedures for security and accessibility aspects. DECISION 12: TC 100 accepts the report of AGM as given in document 100(Tel Aviv/AGM) (Tel Aviv/Secretariat)30 Page 2

3 DECISION 13: TC 100 accepts the report of TA 1 as given in document 100(Tel Aviv/TA1)07. Programme of Work will be updated accordingly. DECISION 14: TC 100 accepts the report of TA 2 as given in document 100(Tel Aviv/TA2)08, where the TA 2 request to establish an Ad-Hoc related to IEC and IEC for the following purpose: - To determine if there are technical or practical problems with using Gamut ID Metadata as specified in the IEC CDV (to be issued) with xvycc content. - If problems are identified, to prepare draft text for a recommended solution, to be incorporated either in IEC or IEC as appropriate (xvycc specific solutions would be in Part 2-4; generic solutions would be in Part 12). DECISION 15: TC 100 accepts the report of TA 4 as given in document 100(Tel Aviv/TA4)09, where the Because USB applies IEC conformant data format, the liaison-ship to USB Implementers Forum may be required. TA4 requests TC100 to establish liaison-ship to the USB Implementers Forum. TA 4 prepares the separate liaison document from TC 100 Battery Charging. DECISION 16: TC 100 accepts the report of TA 5 as given in document 100(Tel Aviv/TA 5)10. Change of target date for the following projects: - IEC : CDV Unfortunately the project leader has some health problems and the project is late. - IEC : FDIS Because of heavy work load of the project leader DECISION 17: TC 100 accepts the report of TA 6 as given in document 100(Tel Aviv/TA 6)11, where the TA6 proposed to nominate Mr. Ohtaka as an official liaison representative to SMPTE at AGM meeting. Therefore, a final approval by TC100 is required. TC 100 requests TC 100 Secretary and TA 6 TS to prepare the liaison back letter jointly to SMPTE. Request TC 100 to establish in the following: SMPTE ITU-R Study Group 6 JTC 1/SC23 DECISION 18: TC 100 accepts the report of TA 7 as given in document 100(Tel Aviv/TA 7) (Tel Aviv/Secretariat)30 Page 3

4 DECISION 19: TC 100 accepts the report of TA 8 as given in document 100(Tel Aviv/TA 8)13. DECISION 20: TC 100 accepts the report of TA 9 as given in document 100(Tel Aviv/TA 9)14, where the TA 9 proposes the change of its scope: data applications should be read as application data. TC 59 should be considered as a new internal liaison with TA 9: China proposes 59/537e NP (Guidelines for Networked Home Appliances) and it is very useful to make a liaison with this project because China also has proposed IEC to TC 100. TA 9 accepts the joint meeting proposal from JTC 1/SC 25 and TA 9 plans it accordingly in October, 2010 during IEC Seattle GM. (Note from TC 100 secretariat: PT will move to FDIS stage because TC 100 received one negative vote on the CDV although the report said that the project would skip FDIS stage.) DECISION 21: TC 100 accepts the report of TA 10 as given in document 100(Tel Aviv/TA 10)15, where the TA 10 requests the change of its Scope: To develop International Standards for multimedia e-books, multimedia e-publishing, and the related technologies, including; - formats of multimedia e-book contents, - minimum requirements for multimedia e-book players, - user interfaces for multimedia e-book players, - e-publishing services, and - guidelines for e-book distribution by interchangeable storage media. Since TA10 has now a project related with Audio functionality, viewers was changed to players. DECISION 22: TC 100 accepts the report of TA 11 as given in document 100(Tel Aviv/TA 11)16. DECISION 23: TC 100 accepts the report of TA 12 as given in document 100(Tel Aviv/TA 11)17, where the TA12 requests formation of ad hoc group on possible extensions to Keith Jones (AUS) to chair; Jon Fairhurst (US) as alternate - Timeframe: to complete work by publication of Ed Scope: to study and possibly draft future extensions to TS to submit a DC to IEC CO if approved at TC100 plenary 100(Tel Aviv/Secretariat)30 Page 4

5 TA 12 requests TC 100 to establish the following liaison ships: ITU-T SG 9 ITU-T SG 16 IEC TC 59 IEC TC 108 IEC TC 111 TA 12 decided to change the title of PT 6xxxx-1 Ed1 (to be established): - Proposed Title: Energy Saving System (ESS): Network-Based Energy Consumption Measurement of AV Multimedia Equipment and Systems DECISION 24: TC 100 accepts the report of Projects as given in document 100(Tel Aviv/Secretariat)18, where the PT requests to change the target date: CDV PT requests to change the target date: CD DECISION 25: TC 100 accepts the report of GMT as given in document 100(Tel Aviv/GMT)19 and 21, where the. GMT requests TC 100 to conduct the procedure required for standards that have dated Normative References proposed by 100/1585/DC. In this process, GMT requests IEC CO to help Technical Secretaries in seeking for dated normative references in the TC 100 publications. GMT requests TC 100 s approval to start maintenance project on immediately after the publication of the current maintained edition. DECISION 26: TC 100 accepts the report of Stage 0 project (Accessibility for audio, video and multimedia systems and equipment) as given in document 100(Tel Aviv/Baronas&Grant)32, where the The project begins exchange of the draft TR immediately with ISO/IEC JTC1 Timeline for the Technical Report Ballot in the Project Team: Oct 30 Nov 30, anticipated Send draft to management and SC35 and Chair of SWG-A: December 19, 2009, with liaison letter inviting comments 90 day ballot (National Committees): ends March 31, 2010 (anticipated) PUBLICATION: June 2010 (anticipated) DECISION 27: TC 100 accepts the liaison report from TC 111 presented by Mr. Andreas Schnider in document 100(Tel Aviv/TC111)33. DECISION 28: TC 100 accepts the liaison report from TC 42 presented by Mr. Jack Holm in document 100(Tel Aviv/ISO TC 42) (Tel Aviv/Secretariat)30 Page 5

6 DECISION 29: TC 100 noted the liaison reports from ISO/IEC JTC 1/SC 29 prepared by Mrs. Kate Grant in document 100(Tel Aviv/SC 29)23. DECISION 30: TC 100 noted the SCIT meeting report prepared by Mrs. Kate Grant in documents 100(Tel Aviv/SCIT)29. DECISION 31: TC 100 accepts the liaison report from AES prepared by Mr. Mark Yonge in documents 100(Tel Aviv/AES)24. DECISION 32: TC 100 approves the liaison requests in the following: Appoint Mr. Ohtaka as the new liaison officer between SMPTE. US NC will report the ATSC Liaison. DECISION 33: TC 100 approves the programme of work as updated (100/1619/PW.) DECISION 34: TC 100 decides not to change the scope at this meeting. DECISION 35: TC 100 approves the normative referencing rule in TC 100 in the document 100/1584/DC with two additions of ETSI and IETF to the list. DECISION 36: TC 100 approves the procedure required for standards that have dated Normative References in the document 100/1585/DC with 100(Tel Aviv/GMT)21. DECISION 37: TC 100 thanks the Israel National Committee/SII for their excellent supports and for providing comfortable facilities to TC 100 plenary and related meetings (Tel Aviv/Secretariat)30 Page 6
