1 For IEC use only 100(Berlin/Secretariat) INTERNATIONAL ELECTROTECHNICAL COMMISSION TECHNICAL COMMITTEE No. 100: AUDIO, VIDEO AND MULTIMEDIA SYSTEMS AND EQUIPMENT Decision list of eleventh TC 100 meeting held on 29th September 2006 in Berlin in conjunction with IEC Centennial General Meeting. DECISION 1: TC 100 agreed on the agenda as given in document 100/1099B/DA with some modifications. DECISION 2: TC 100 confirmed the previous minutes 100/1054/RM in San Jose on 30 th September DECISION 3: TC 100 celebrats the following 5 recipients of IEC 1906 Award from TC 100: Mr. Pekka TALMOLA Dr. Naoya KATOH Mr. Jinichi YOSHIO Prof. Franco MUSSINO Mr. Masamichi FURUKAWA FI JP JP IT JP DECISION 4: TC 100 accepted the establishment of two new TAs 9 and 10 as described in the documenet 100/1149/INF. DECISION 5: TC 100 accepted the new TAM for TA 8 as given in the document 100/1133/AC. DECISION 6: TC 100 congraturates the first term extension of TC 100 Chairmanship of Mr. Mark Hyman approved by SMB members unanimously (SMB/3303A/RV.) DECISION 7: TC 100 accepted TC 100 position paper regarding Home Network related standardization and related PPT slides as given in documents 100(Berlin/Secretariat)22, 23 and 24.

2 DECISION 8: TC 100 accepted the report of AGS as given in document 100(Berlin/AGS)02. Note: Two new AGS members joined for the first time AGS and TC 100 Plenary. DECISION 9: TC 100 accepted the report of AGM as given in document 100(Berlin/AGM)03 where the following item need special attention/actions: AGM recommends TC 100 to resubmit a request for stabilized standard category to SMB. Digital cinema issues are introduced by AGM Chairman. Dual Logo ISO/IEC Standards are expected. ISO TC 36 will meet in the next week. DECISION 10: TC 100 accepted the report of TA 1 as given in document 100(Berlin/TA 1)04 where the PT requests IEC CO through TC 100 to provide a copyright release form for test sequence video contents and the appropriate medium to distribute the contents. The chairman advised all TA management teams to have a meeting at least once a year, preferably in conjunction with TC 100 Plenary meeting. Programme of Work will be updated accordingly. DECISION 11: TC 100 accepted the report of TA 2 as given in document 100(Berlin/TA 2)05 with an editorial modification, where the New Maintenance result date for IEC Ed.1:1999 and Amd 1:2003 to be New Maintenance result date for IEC Ed.1:2001 to be 2009 TA 2 TAM requested to issue a Corrigendum to IEC Ed.1 DECISION 12: TC 100 accepted the report of TA 4 as given in document 100(Berlin/TA 4)06 with some editorial corrections where the TA4 PT is requesting a JPEG liaison with JTC 1 SC 29 WG 1 TA4 requested to modify the target dates of some PTs and will restart some PTs again in accordance with SMB/3299a/INF TA4 requests to setup a joint-working group with TC 103. DECISION 13: TC 100 accepted the report of TA 5 as given in document 100(Berlin/TA 5)07 where the Changes to the scope of TA 5 It was decided to propose to TC 100 to change the scope of TA 5 to read: (The change 100(Berlin/Secretariat)28 Page 2

3 is underlined) To develop international standards and other publications relating to cable networks including equipment and associated methods of measurement for headend reception, processing and distribution of television signals, sound signals and their associated data signals and for processing, interfacing and transmitting all kinds of signals for interactive services using all applicable transmission media. This includes CATV networks MATV - networks and SMATV networks Individual receiving networks and all kinds of equipment, systems and installations installed in such networks. The extent of this standardization work is from the antennas and/or special signal source inputs to the headend or other interface points to the network up to the terminal input. The standardization of any user terminals (i.e. tuners, receivers, decoders, multimedia terminals etc.) as well as of any coaxial, balanced and optical cables and accessories thereof is excluded Permission to start maintenance of Part 3: Active equipment IEC , Active coaxial wideband distribution equipment, Published and having the Maintenance Result Date 2008, as soon as possible. The necessary modifications include: Parameters for high digital channel load Hybrid interfaces, coaxial/balanced DECISION 14: TC 100 accepted the report of TA 6 as given in document 100(Berlin/TA 6)08 where the TA 6 TAM announced the formal establishment of Validation Teams for Metadata dictionary IS with sufficient P-member participation. DECISION 15: TC 100 accepted the report of TA 7 as given in document 100(Berlin/TA 7)09, where the Regarding to developments and expectations in market, TA 7 estimated that needs for high performance digital multimedia data storage apparatus are expected to grow in coming years, for example, HDTV application, semiconductor recorder, HDD recorder and so on. Expected new work item: "Designation of Audio Quality for Memory Audio" is expected to be proposed as a Technical Specification from Japanese NC. DECISION 16: TC 100 accepted the report of TA 8 as given in document 100(Berlin/TA 8)10 with editorial correction suggested by Prof. Ikeda, where the 100(Berlin/Secretariat)28 Page 3

4 DECISION 17: TC 100 accepted the report of TA 9 as given in document 100(Berlin/TA 9)11, where the TA9 was requested to take into consideration as a part of the work user needs for accessibility. This was noted and the PLs were asked to consider this aspect as part of their ongoing work. TA 9 requests a liaison with JTC 1 SC 25 WG 1 and appoints Mr. Toba as the liaison. DECISION 18: TC 100 accepted the report of TA 10 as given in document 100(Berlin/TA 10)12, where the TA 10 appoints Dr. Komachi as a liaison representative to JTC 1/SC 34 and requests TC100 to send the liaison request letter to JTC 1/SC 34. DECISION 19: TC 100 accepted the report of Projects as given in document 100(Berlin/Secretariat)13, where the PT Change of target date for CDV to PT Proposal for the new target date of the part 2 and its scope. Scope: Software method for privacy protection DTS: original: amended: PT Proposal of amendment (1) IEC target date DTS original: amended (2)Withdraw IEC , it is combined with 100/1136/NP. PL of IEC will be an expert of this NP. (3) IEC target date DTS original: amended: DECISION 20: TC 100 accepted the report of GMT as given in document 100(Berlin/GMT)14 with editorial corrections in Section 6. GMT agreed to resubmit stabilized standard category proposed by TC 100 Chairman to SMB. DECISION 21: TC 100 noted the proposal from JTC 1 SC 25 Secretary as given in 100(Berlin/Pattay)30 and will discuss at upcoming teleconference calls and with AGM. Ms. Grant will report the result of JTC 1 Plenary meeting to the next AGM. 100(Berlin/Secretariat)28 Page 4

5 DECISION 22: TC 100 reviewed the current laision list as given in document 100(Berlin/Secretariat)15 and modified it accordingly based on the requests by members. DECISION 23: TC 100 consided the laision requests as given in document 100(Berlin/Secretariat) 16, 17, 20 and 26 and decided to establish the following liaisons: Category D between ECHONET Consortium and TA 9 by Mr. Toba Category D between DNLA and TA 9 by Mr. G. Stone. Category D between RDS and TA 1 by Mr. D. Kopitz. Request to establish B Liaison with ITU-T FG IPTV and TC 100 by Mr. S. Hirakawa. Further information exchange with TC 108 will be considered by TC 100 management team. Based on the multi-layered liaison activities with JTC 1 and its SCs proposed by JTC 1 Chairman, TC 100 management team with JTC 1 Chairman will develop liaison mechanism to carry out this objective. Liaison between TA 4 PT and JTC 1 SC 29 WG 1 is assigned to Mr. Harwood. DECISION 24: TC 100 approved the programme of work as updated (100/1144/PW) with some editorial modifications. DECISION 25: TC 100 adopted the revised SPS as given in document 100/(Berlin/Secretariat)18 for inclusion of the scopes for two new TAs 9 and 10 with editorial modifications. DECISION 26: TC 100 approved the revised TC 100 Guidelines and Procedures as given in document 100/(Berlin/Secretariat)19. DECISION 27: Based on the recommendation from AGM and GMT, TC 100 decided to resubmit the QP document to request Stabilized Standards as given in document 100/(Berlin/Secretariat)21. DECISION 28: The next meetings of TC 100 and its TAs will be held in Strasburg, France tentatively October 22 (Monday) to 26 (Friday), The next meetings of TC 100/AGS and AGM will be held in Warsaw in Poland from 16 (Wednesday) to 17 (Thursday) May TC 100 Secretariat will look at the hosting of the committee in 2008, hopefully in conjunction with the IEC General Meeting in Brazil. 100(Berlin/Secretariat)28 Page 5
