Dear fellow Consulting Engineers, Moving on from quality, cost, time, design life and ethical requirements let s examine as to what are the differentiators for consulting engineers. Are they just the professional title or are they the arduous requirements of the profession? For those who have spent a life time in the profession, the answer is - the ability to conceptualize, and analyse and in doing so, innovate or add value in the designs, thus rendering them into practical realizable and fit for purpose schemes, conveyed that to the executors, through the medium of drawings, specifications and other engineering deliverables. Dogged tenacity of purpose and passionate involvement are their drivers and sole objective. One could argue that is not the ability to conceptualize also necessary for other engineers? The answer lies in the parallel explanation for the difference between technology and engineering. The former dwells in to the why s and how s of all materials, processes and systems, whereas the latter is limited to their applicability and usage. The consulting engineer uses both technology as well as engineering. The knowledge of the former provides the understanding so necessary to obviate disasters made by human errors. Although we had referred to the National Building Code of India stipulations, that was just one. The law of the land through its Acts and Rules framed thereunder, encompasses the entire sphere of activities of development. They all require that the areas, systems, structures that are provided are safe and fully capable of performing the function that they are meant to. It is when the full import of the design, safety, health and environment issues and their co-relation is not comprehended, that the facility meant to be a boon, becomes a bane and a ticking hazard. In the recent past there have been quite a few reports on pressure vessels exploding and pipes bursting resulting in hazardous emissions and fires. Road and highway accidents, trains derailing or colliding, ships sinking or spilling their contents are other events, which keep appearing in the news. The Dreamliners being grounded due to issues with the batteries is all too recent to forget. Nuclear hazards are ones of which, we are all aware due to the Chernobyl, Three Mile Island and the Fukishima disasters. The advances in biological research and widespread usage of the products and systems resulting there from, brings in their wake the possibilities of risks arising out of those containments leaking. 2 CEAI EASTERN AND NORTH EASTERN REGION CENTRE Annual General Meeting Annual General Meeting of CEAI Eastern Region Centre was held on 27 April 2013 at Kolkata. During the meeting the members unanimously elected the following as its new office bearers and members of the Regional Committee: Mr Amitabha Ghoshal, Chairman Dr Abhijit Dasgupta, Co-Chairman Mr Sutanu Ghosh, Regional Secretary Mr D N Chatterjee, Regional Treasurer Mr Amal Biswas, Member Mr D Indu, Member Mr N A Chaudhuri, Member Discussion on the New International Airport at Kolkata CEAI Eastern and North Eastern Region organized a discussion on the New International Airport at Kolkata on Saturday, April 27, 2013 at 4.00 P.M. at the Bengal Club Ltd, 1/1 Russell Street, Kolkata Mr S C Mehrotra and Sri Deepak Thakur of M/s. Mehro Consultants, New Delhi, Structural Designers of the Project, made a very lucid presentation on the subject. The presentation commenced with a walkthrough of the different segments and zones of the complex and a video presentation depicting the evolution of the architectural concept. Various structural forms, designs and details, including materials used for construction of the facility were then presented with a Power Point Presentation and explanatory talk by the speakers alternatively. The interesting structural concept of the entire complex and judicious use of concrete and steel to the best advantage for producing a sustainable structure of high aesthetic value came out very well through the presentation. The audience comprising of experienced engineers from Consultants, Contractors and Clients were captivated with the lively presentation on a recent landmark of the city. They could empathize with the speakers as most of them have been keenly observing the construction of the new Airport during their travels through the old facility and then been looking at the new structure with interest during their recent travels. The entire programme lasted one and a half hours, of which the presentation comprised 45 minutes, while another 45 minutes was devoted to a very active interaction from the audience, which totaled about 65 persons. 3 CEAI WESTERN REGION CENTRE The 9 th meeting of the CEAI-Western Region Centre (WRC) held on 17 May 2013 at Mumbai. During the meeting it was decided to organise the following seminars/ workshops: Seminar on Structural connections jointly with INSDAG in July Seminar on Infrastructure Asset Management in line with CEB-FIP Guideline/ISO5500X series in end November/beginning December. Workshop on Violations to Pressure Vessel Codes together with system design in Projects, in second half of August, SEMINARS ON CONSTRUCTION CONTRACTS INTERNATIONAL AND INDIAN EXPERIENCES CEAI in association with CEAI-WRC and IIT Madras is organizing Seminars on Construction Contracts- International and Indian Experiences at Delhi and Chennai on the following dates: Delhi: Chennai: 19 th and 20 th July 2013 at India Habitat Centre, New Delhi 23 rd and 24 th July 2013 at ICSR Complex, IIT Madras, Chennai The Seminar will provide an opportunity to learn from the experiences of leading persons dealing with contracts across many countries; to provide clarity and guidance to those working with different types of contracts, International and Indian, so as to gain a better understanding of their administration and the handling of issues. The two days seminar is aimed at providing a broad insight into experiences related to contractual problems, project risks, insurances and how to handle them. Case studies will also be presented.
