III) Review of minutes A) July 20, 2010 Minutes Reviewed 1) Motion to accept minutes made by Lan Smith 2) Seconded by Autumn Roberts 3) Approval: unanimous. IV) 2011 All Hazard Mitigation Project Grant Mark Stevenson A) Deadlines for this grant application are: Friday, October 1 Letter of Intent, Friday, January 7 th; Application Deadline, February 11 th BHS submits application to FEMA. See electronic attachment for presentation power point. V) Walter Knox ASPR Resources Linda Anthony A) SWDH is in the process of determining what needs we have in the district. Gem County currently has a large supply of decon equipment, privacy showers as well as a trailer with generator. These supplies were bought by ASPR to extend the surge capacity for patients. There was vision when this resource was created. It was meant to be used anywhere. B) They need a recommendation. Do we need this resource in Gem County? Would it be better used somewhere else? Do we need to add more supplies to this resource? C) WKMH is ok with the medical supplies staying in their possession, the decon equipment could be moved. D) Gem County Commissioner, Lan Smith thinks we should train CERT volunteers to operate the decon tents. This way we would not be depending on fire or law enforcement, they would be free to serve elsewhere. E) Discussion: 1) It is difficult to keep people trained and ready when working with volunteers. Fire departments already have ongoing opportunities to work with similar disasters.

2 LEPC Minutes 2 2) Serious monitoring needed. Lots of volunteers need to be available to rotate so that vitals can be checked. 3) Where should this resource be located to keep it out of the elements? Who will be in charge of rotating the medical supplies? The decon equipment needs to be looked at to make sure it is mold and mildew free. It would make sense for the hospital to rotate medical supplies out of the trailer and into their supply to keep things from expiring. The hospital is unwilling to allow employees to spend time working on this resource. 4) Steve Salskov could store the trailer at his location for a reduced rate. Could the hospital apply for grants to fund this storage? 5) If we are unable to maintain this resource and provide trained personnel then the resource will need to be located somewhere else. 6) This resource is to preserve the hospital as a resource and to decontaminate patients in a timely manner. 7) Processes need to be formulated to maintain the trailer. Table tops, call ups and full scale exercises need to be done. 8) LEPC should be the administrator for the trailer. It is for the community. This trailer was one of two in the nation when it was created. 9) General consensus is that this resource should stay in Gem County. Autumn will research the feasibility of using CERT volunteers to man the trailer and present at the next LEPC 10) Lan and Steve will work on the hospital board to arrange maintenance of the trailer as a partnership with LEPC, fire, LDS or Red Cross.
