Huss, Vice Chairman Minutes of August 30, 2017 The Penn Township Board of Supervisors (PTS) met in the Municipal Building on Wednesday, August 30, 2017, at 7:00 PM. Chairman Joseph Landis and Vice-chairman Pamela Huss were in attendance. Other personnel present were Solicitor Mark Allshouse, Engineer Max Shradley, Roadmaster Kenneth Chubb, Secretary Helen Klinepeter, and Elizabeth Goodhart (Treasurer/Recording Secretary). Chairman Landis called the meeting to order with the Pledge of Allegiance and a moment of silence. He announced that the meeting was being recorded to aid in the preparation of the minutes. A list of visitors is on file in the Township office. The Chairman stated there were three Executive Sessions held, August 3, 2017, August 12, 2017, and August 23, 2017, all regarding personnel. VISITORS Harry Morrison Mr. Morrison said he has applied for a building permit for his barn in the Cove. He said he wants to fix the roof, put the siding back on the barn, and pour a concrete floor. There is currently a cease and desist in effect for work on this property. Secretary Klinepeter stated the radiant heat tubing must be inspected by the UCC inspectors. Mr. Morrison stated he plans to have the tubing inspected and pressurized. Matt Rice asked why heated floors are needed since the property is zoned agriculture. He said he understood the heated floors were required since Mr. Morrison would be storing chemicals. Solicitor Allshouse stated the cease and desist was to prevent the barn from being used for anything other than personal use. He also stated Mr. Morrison would need a zoning permit to use the barn for his business. Mr. Morrison provided a letter stating Quail Trail will not be used for business purposes. Upon a Landis/Huss motion, the PTS unanimously approved Mr. Morrison s building permit with the condition the underground waste piping and radiant tubing are inspected. Earl Shumaker, 4 Hill Top Road Mr. Shumaker stated he would like an extension on connecting to the sewer line. He stated he is moving to Schuylkill County for work and intends to sell the property. The Secretary stated the Board has two options, either grant an extension, or carry out the requirement of the ordinance (issue citation). Mr. Shumaker stated there is an interested buyer who would remove the trailer and build a pole barn if allowed. The Secretary stated the buyer would need to address the Zoning Hearing Board to get permission to have a pole barn without a residence. Upon a Landis/Huss motion, the Board unanimously approved a 45-day extension. CeCe Novinger Ms. Novinger asked for the cost to tar and chip Schoolhouse Road. The Roadmaster stated that cost is $34,278. Ms. Novinger stated her dissatisfaction with the end result. The Roadmaster described the proper sequence that items need to occur to properly tar and chip a road and the proper equipment that should be used. Jim Chrisman Mr. Chrisman stated there are stones on Cove Road. The Roadmaster stated he will check into this. Mr. Chrisman stated Harry Morrison s property abuts Quail Trail and Mr. Morrison has dug

2 Page 2 of 5 two wells. The Chairman stated the Township does not regulate wells. Engineer Shradley said Mr. Morrison may be doing a feasibility study. Mr. Chrisman stated there is oil seeping up through the stone on Quail Trail. The Roadmaster stated he will check into this issue. Mr. Chrisman reported there is a car for sale on the side of the road. The Roadmaster stated the owner will be contacted. Sue Smith Ms. Smith asked if there are any candidates for the open Supervisor position. Chairman Landis stated in the affirmative. John Cappawana Mr. Cappawana stated Maguire s Ford has a U.S. flag on their sign which is not lit up at night. He asked if one of the supervisors would call Ryan Rohrer about this issue. Mr. Cappawana stated there will be a Mayor s picnic at Cooper Field on October 7, 2017, at 1:00 PM. All Penn Township residents are invited. Robert Benner Mr. Benner stated someone is dumping tires at 10 Rupp Road. Ms. Qualls called to report this to the township office and stated she was not dumping the tires but will remove them. Matt Rice Mr. Rice asked if Quail Trail will always be a deadend road. The Solicitor stated more facts are needed to answer this question. INVOICES AND EXPENDITURES Upon unanimous approval of a Landis/Huss motion, the PTS voted to approve payment of checks through totaling $18, from the PLGIT General Fund account, ACH payments totaling $24, from the Orrstown Bank General Fund account, Liquid Fuels check 252 in the amount of $65,819.67, PTPRB checks and totaling $121.13, and Fire Tax check 1003 in the amount of $30,000. Also approved was a transfer from the PLGIT General Fund to PLGIT Plus account in the amount of $5,000, a transfer from the PLGIT General Fund to the Capital Reserve account in the amount of $5,000.00, a transfer from the Orrstown General Fund to the Orrstown PTPRB checking account in the amount of $121.13, a transfer from the Orrstown Bank General Fund to the Orrstown Fire Tax Checking account in the amount of $928.58, and a transfer from the Fire Tax Savings account to the Fire Tax Checking account in the amount of $1.27. TREASURER S REPORT The Treasurer's Report was unanimously approved, subject to audit, upon the passage of a Landis/Huss motion. MINUTES Upon a Landis/Huss motion, the PTS unanimously approved the minutes of the July 26, 2017, Abundant Harvest Church Conditional Use Hearing, the July 26, 2017, William Warner Conditional Use Hearing, the July 26, 2017, PTS meeting, and the August 8, 2017, PTS budget workshop. HIGHWAY REPORT The monthly Highway report was provided. The Roadmaster stated the road paving is scheduled for the week of September 11, The Roadmaster stated he rented a skid loader to use on Noye Road. He stated he could use one again and proposed

3 Page 3 of 5 that he use his personal skid loader rather than rent one again. He proposed that he charge the township 60% of the cost charged by an outside company. Upon a Landis/Huss motion, the PTS unanimously gave approval for the township road crew to rent the Roadmaster s personal skid loader for 60% of the cost charged by an outside company. The Solicitor will be sending the Roadmaster an indemnity agreement to sign. Resignation Mike Everson submitted a letter of resignation effective August 23, Upon a Landis/Huss termination, the PTS unanimously accepted the resignation. PENN TOWNSHIP PLANNING COMMISSION (PTPC) No report. ECONOMIC DEVELOPMENT No Report. ZONING REPORT Report was presented. SEO REPORT Report was presented. Duncannon Lions Club Holding Tank Upon a Landis/Huss motion, the PTS unanimously approved the two-year Retaining Tank Cleaning Contract between the Duncannon Lions Club and Advanced Septic Services, Inc. PARK AND RECREATION BOARD (PTPRB) REPORT Report was submitted. Karen Tilkins stated the Park & Rec Board is sponsoring a clothing giveaway on September 9, 2017, from 8 AM 2 PM. PENN TOWNSHIP MUNICIPAL AUTHORITY (PTMA) Draft minutes were provided for review. John Gerner asked about the joint grant between Penn Township and Duncannon Borough. Mr. Gerner asked about the meetings previously held with SEDA-COG. Henry Holman III stated that fell through. SECRETARY S REPORT Fall Clean-up The fall clean-up will be held on October 19-21, The Secretary stated she only received one bid from Sylvester s Services. Upon a Landis/Huss motion, the PTS unanimously accepted the bid from Sylvester s. E-Recycling The Secretary stated she only received one bid for e-recycling from SAMR, Inc. After discussion, the Board unanimously approved a Landis/Huss motion to reject the bid received from SAMR, Inc. Floor Quotes Secretary Klinepeter received three quotes from different companies, one for Manning Walkway, one for laminate floor, and one to refinish the original hardwood floor. Upon a Landis/Huss motion, the PTS unanimously accepted the quote from MAC Flooring to refinish the hardwood floors at a cost of $7,

4 Page 4 of 5 TCRPC The Tri-county Regional Planning Commission is requesting nominations for a representative to serve on their Board. Mr. Bob Rhoads is the current representative and is willing to continue to serve on this Board. Upon a Landis/Huss motion, the PTS unanimously approved nominating Mr. Rhoads to the TCRPC Board. ENGINEER REPORT No report. SOLICITOR REPORT Report was submitted. EMERGENCY SERVICES Fire Committee No meeting this past month. Police Report Report of monies received was provided. EMS Upon a Landis/Huss motion, the PTS unanimously approved a payment to the Duncannon EMS in the amount of $7,500. PERMIT REPORT Report was provided. CORRESPONDENCE South Central PA Regional Summit This summit is meeting October 18, John Gerner stated he would attend. FEMA FEMA has provided the Township with preliminary copies of the Flood Insurance Rate Map and Flood Insurance Study report for Perry County. They are in the Township office if anyone would like to review them. PA Procurement Expo & Forum This Expo is scheduled for September 6 and 7, Chairman Landis will attend September 6, Secretary Klinepeter will attend September 7, OLD BUSINESS Budget Meeting Dates There is a budget workshop scheduled for Tuesday, September 19, 2017, at 6:00 PM. Complaints The Secretary provided a list of nuisance complaints and any action taken. NEW BUSINESS Codes Officer A Resolution was prepared to hire a Codes Enforcement Officer. The PTS unanimously adopted Resolution upon a Landis/Huss motion, in order to hire a Codes Enforcement Officer. The Chairman stated this is a part-time position, offering approximately 12 hours per week. Upon a Landis/Huss motion, the PTS unanimously approved the job description for the Codes Enforcement Officer as revised to include the pay rate of up to $10.50 per hour and hours available of up to 12 hours per week.
