1 UPPER FREDERICK TOWNSHIP BOARD OF SUPERVISORS MEETING November 8, 2018 The regular monthly meeting for November 2018 was called to order by the Chairman at 7:00 PM. ATTENDING WERE: Scott Rakowski, Chairman; William Tray, Vice-Chairman; Troy Armstrong, Supervisor; David Allebach, Esquire, Township Solicitor; Norm Urlich, Township Engineer; Rick Sacks, Environmental Engineer; Matt Landis, Miller Environmental; Steve Heller, Roadmaster; Kevin Murray, Chairman, Parks and Recreation; Jackie Tallon, Township Manager; and, Lois Reitnour, Administrative Assistant IN ATTENDANCE: William Karaffa, Constable; Mr. & Mrs. Himmelwright, Woodland Road; Mr. Wright, Woodland Road, Jared and Barbara Landis, Westview Drive; Erick Martin and Michele Rone, Juniper Court MINUTES Mr. Rakowski motioned to approve the October 11, 2018 Board of Supervisors Meeting minutes as presented. Motion was seconded by Mr. Tray and approved by all. Public Comment Mr. Rakowski called for any public comments or additions to the agenda. There was none. TREASURER S REPORT The financial reports submitted include tax collector s monthly report for October Also included in the monthly report are the all funds budget and income report, statement of cash balances and the customer balance report from the Water/Sewer plant at Perkiomen Crossing Development and the Sewer plant at Ivy Ridge Development. Mr. Rakowski made a motion to accept the Tax Collector s and Treasurer s Reports as presented and file for audit. Mr. Tray seconded the motion and was approved by all. BILLS TO BE PAID LIST The cash disbursement report for November 2018 was submitted for approval and is posted for public review. The list of bills to be paid is included at the end of the minutes. The total payables for the time period are $87,280.73; monthly payroll $2,342.12; Federal Taxes are $516.72; and, benefits package $2, Grand total disbursements for the period are $92, Mr. Rakowski made a motion to approve payment of the bills and to advance to the Treasurer the funds to pay any needed bills or expenditures, to save penalties or accrue interest and payroll, prior to the Board of Supervisors meeting on December 13, Mr. Tray seconded the motion and was approved by all. EMERGENCY SERVICES Plymouth Community Ambulance/Lower Frederick Division Monthly report received from Lower Frederick Division and is posted for public review. There were twenty-five (25) calls in Upper Frederick Township in October; nineteen (19) were for Frederick Living. Page 1 of 5

2 Harleysville Area EMS/Community Ambulance Monthly report received from Harleysville Community Ambulance and posted for public review. There were nine (9) calls in Upper Frederick Township during October Fire Company Report Mr. Tray reported for Chief Bolognese, that there were nine (9) calls in the reporting period. Mr. Tray noted that on December 1, 2018 the Upper Frederick Fire Company has their pancake breakfast with Santa at St. Luke s Community Center from 8:00 until 12:00. On Sunday, December 2, 2018, the Township has their Christmas Tree Lighting at the Township building at 7:00 PM. PERKIOMEN CROSSING WATER/SEWER PLANT REPORT IVY RIDGE SEWER PLANT REPORT Mr. Matt Landis, Miller Environmental, reported that there were no violations at the Perkiomen Crossing Wastewater Treatment Plant or Ivy Ridge Plant. Full report information has been submitted electronically to the Supervisors and to the Pennsylvania DEP. Report is posted for public review. Perkiomen Crossing Waste Water Treatment Plant DEP inspection on October 15, no issues reported. Perkiomen Crossing Water Plant Ivy Ridge Waste Water Treatment Plant DEP inspection on October 23, 2018 no issues reported. Ms. Tallon requested clarification of an received from Miller Environmental regarding the water testing exceeding the 10% rule on the EDMR. Mr. Landis clarified and stated that there was no violation. Mr. Tray inquired as to the timeframe for hydrant flushing within Perkiomen Crossing. Mr. Landis, Miller Environmental, stated that he will check and report back to Ms. Tallon. Mr. Wright had questions regarding the monthly reports on the Wastewater Treatment Plants. Mr. Sacks explained that the reports are to keep the Board of Supervisors updated on the maintenance activities of the plants. PUBLIC WORKS/ROAD REPORT Mr. Heller, Roadmaster, stated that the report has been distributed and posted for public review. Work completed for the month of October 2018: roadside work for problem flooding areas on Sweisford, Fisher and Faust Roads; tree removal and branch clearing on township roads in preparation for winter; replace storm inlet on Kratz Road; replacing high intensity delineators placed along roadways for roadside visibility; trailer repair due to wear and tear; and, hot patch Township roads using Lower Fredericks Hot Box Paver. Equipment repairs on the 2016, F-750; 2008, F-550, and 2011, F-550 due to rust; and, backhoe hard lines to bucket are rotting out. Page 2 of 5

3 ENVIRONMENTAL ENGINEER S REPORT Mr. Rick Sacks, Environmental Engineer, reported that the monthly report for October 2018 was distributed and is posted for the public review. The diffusers in the sludge tanks have been replaced with stainless steel pipe at Perkiomen Crossing Wastewater Treatment Plant. Contractor is scheduled to vacuum the floating layer out of the equalization tank. PA DEP was notified that suggestions provided on their May 2, 2018 inspection have been completed at the Water Plant. Quotes have been received for replacement of piping and pumps at the Ivy Ridge Plant. New pumps that were ordered have been delivered. CIVIL ENGINEER S REPORT Mr. Ulrich, LTL Consultants, informed that the monthly report for November 2018 has been updated, distributed and posted for the public to review. Items on the report are agenda items that will be discussed. Mr. Ulrich noted that Lords & Ladies are no longer on the report. The Meadows at Frederick Project is near completion. Contractor was requested to finish before winter. BUILDING INSPECTOR S REPORT Ms. Tallon reported that the Building Inspector s report was submitted and posted for public review. There were five (5) building permits issued; nine (9) Use & Occupancy permits issues; and, zero (0) special events permits issues. ZONING HEARING BOARD Deveney Zoning Hearing is scheduled for November 20, PLANNING COMMISSION Mr. Ulrich reported that the Planning Commission meeting was held October 25, The entire meeting was spent on the goals and objectives for the Comprehensive Plan update. CPVRPC REPORT Ms. Tallon stated that there was no CPVRPC meeting in October. PARKS & RECREATION BOARD Mr. Murray informed that a Grant in the amount of $10,000 was received from PECO. Check presentation is scheduled for November 20, The Grant will be used for Phase II, trail construction around the perimeter at Speelhoffer Park. Mr. Murray informed that the dog park is very popular. Mr. Heller informed that he had a site meeting with PECO in order to install a parking lot light. Ms. Tallon stated that the Township is obtaining some estimates to install additional lighting at the dog park. Mr. Murray also informed that part of Phase II of the dog park is to have a dividing fence down the middle. Park Board will begin planning for the April 2019 Swamp Creek Stomp. Old Business BUSINESS BEFORE THE BOARD Becker Road Project Mr. Ulrich informed that he, Ms. Tallon, Mr. Heller and Mr. Tray have meet with all but one of the Becker Road property owners. More than half of the property owners were fine with the project. A few had some concerns. Project is moving along. LTL and the Township s goal are to get the project out for bid in early Page 3 of 5

4 Snyder Road Issues No new issues. Regional Police Ms. Tallon presented the completed study to the Board and highlighted particular areas of interest for the Board to review. Next meeting is scheduled for Wednesday, November 14 th. Ms. Tallon requested that the Board members attend the Wednesday meeting to answer any questions they may have. Upon consensus of the townships involved, public meetings will be held in each township. Questions from those in attendance regarding the study were answered. MS4 - Pollutant Reduction Plan No update. Upper Frederick Township 100 Year Anniversary Ms. Tallon informed that there was a lot of work accomplished at the last meeting. Things are moving forward. Next meeting is scheduled for November 29, There will be no meeting in December; but, will start strong at the January 2019 meeting. Frederick Living Conditional Use Order Execution Ms. Tallon informed that the Board approved and signed the Amended Order. Mr. Hendrickson, CEO of Frederick Living, came to the Township building, signed both copies of the Conditional Use Order taking a copy with him. Frederick Living Temporary Modular Unit Ms. Tallon informed that the Escrow Agreement was signed and escrow was submitted. Copy of the Agreement was returned with Mr. Hendrickson. Frederick Living expected start date for the modular construction is mid November Woodchuck Lane Complaint To be discussed in the executive session. Woodchuck Lane Drainage Project Mr. Ulrich informed that a draft Grant application was submitted to address the Woodchuck Lane drainage issue. The project is to maintain the integrity of the road. Application was received by the Conservation District and will be reviewed in December. Solar Farms Mr. Rakowski stated that he reviewed the sample Ordinance presented by Mr. Allebach. Mr. Rakowski made motion authorizing Mr. Allebach to proceed with an Ordinance for Upper Frederick Township regarding Solar Farms. Motion was seconded by Mr. Tray and approved by all Budget Tentative Adoption Ms. Tallon stated that the Treasurer submitted a summary of changes from the November 1, 2018 budget review. Ms. Tallon noted the increase on the highway line item. Mr. Rakowski made motion to approve the tentative budget and advertise for review. Motion was seconded by Mr. Tray and approved by all. 5 New Business Agricultural Security Area Application Ms. Tallon informed that an Agricultural Security Area Application was submitted for the property located on 1151 Faust Road. Property owners are Brian and Heidi Geverd. Mr. Allebach provided a timeline for the processing. Mr. Rakowski formally acknowledged receipt of the Agricultural Security Area Application for the property located at 1151 Faust Road. Mr. Rakowski inquired if there were any additional items to bring before the Board. There were none. ANNOUNCEMENTS Assisted Recycling: Friday, November 30, :00 AM to 12:00 PM Bookmobile: Fridays, November 9 & 23, :00 AM to 2:00 PM UFFC Breakfast with Santa: Saturday, December 1, :00 to 12:00 PM Christmas Tree Lighting: Sunday, December 2, 2018 at 7:00 PM ADJOURNMENT Mr. Rakowski motioned and Mr. Tray seconded the motion to adjourn the regular meeting and convene to the executive session at 7:45 PM.
