2 3) Quebec Tercentenary Issue Historical Background In the summer of 1908 Canadians honoured the three hundredth anniversary of the founding of Quebec in 1608 by Samuel de Champlain, the French explorer and colonizer. In March, 1908 the government proposed to issue a series of postage stamps to commemorate the occasion. In view of the marked departure from the precedent in subject matter for the proposed stamp design, the Department sought the permission of King Edward VII to use portraits of non-royal persons and historical subjects on stamps of permanent validity. His Majesty consented, and the stamp were released on [16th] July, 1908 for sale to the public throughout the Dominion [before] the Prince of Wales (later King George V) reached Québec Issue Printing Details / Date This set of eight stamps were all issued on 16 July All issues were printed by American Bank Note Company, Ottawa. All stamps were issued in sheets of 100, a total of 2 million stamps were issued. Issues were sold as imperforate pairs, [both gummed and without gum] as well as perforation 12. Postal Rates in 1908 Domestic and Local Rates were 2 cents per ounce. Postcards 1 cent, and USA 2 cents, and Registration 5 cents, and Special Delivery was 10 cents. Issue Valuation This is a great series to collect as there are major reentries and plate blocks to collect across the entire issue. The full set MNH is valued at $1,500 for MNH VF condition!. The full set of 8 imperforate with gum or without gum is valued at $8,000 VF and $4,800 F condition! Designer and Future President of Canadian Bank Note Company - Jose Antonio Machado José Antonio Machado, designer, was born on January 20, 1862 on Puerto Principe Island, Cuba. He was educated at public school in Salem, Massachusetts, and Harvard College in Cambridge. After graduating from Harvard in 1883, he took a special course in mechanical engineering, followed by business training in New York City. He arrived in Canada in January 1902 and began as general manager of the American Bank Note Company (ABNC) in Ottawa, Ontario. At this time, the Ottawa office specialized in the printing of high security products such as bank notes, postage and revenue stamps, stocks and bonds and other security documents. This office was staffed by Canadians, many of them had received their training in the company's New York plant. With growth occurring in Canada, the volume of work was steadily increasing in Ottawa. 3 The New York parent company reorganized in and separated the Ottawa office from the American Bank Note Company and it became the Canadian Bank Note Company. José Machado was the first president of this new Canadian company. While in Ottawa, he was a member of society during the 1920s and 1930s and belonged to the Rideau Golf Club. He traveled extensively, visiting Europe, the West Indies and Mexico. While employed at the ABNC, he designed the Québec Tercentenary series of stamps issued in Engraver Elie Timothee Loizeaux Elie Timothee Loizeaux, engraver, was born in 1873 to a French immigrant family in Vinton, Iowa. He became an apprentice at the American Bank Note Company in 1892 and was to work there for 53 years as a portrait engraver. His contemporaries included Alfred Jones, (engraver of the first Canadian stamps), Charles Skinner and Robert Savage. In his earliest years at the company, he took evening courses at the Art Students' League. In 1946, he retired to his home in New Rochelle, New York, where he would undertake two major commissions: a special souvenir label marking the Centenary International Philatelic Exhibition of 1947 and a Bahamian stamp. During his career, he did stamp engravings for Canada, the Bahamas, the Belgium Congo, Newfoundland, and numerous Latin American countries. He also engraved portraits for bank notes for several countries worldwide. Loizeaux died in Following his death his family deeded his tools and progressive proofs to the Smithsonian Institution in Washington, D.C. The National Museum of American History displayed these tools on an engraver's desk, with a life-size photograph of Loizeaux. Photographer Based on photographs by W. & D. "L'Abitation de Québec," adopted from a reproduction of the original sketch by Samuel de Champlain, from the Paris quarto of The site was near the marketplace of the Lower Town, Quebec. The archaic French is from Champlain's writing in one of his manuscripts. The stronghold, with a deep moat for protection from Indians, contained a storehouse and two houses with galleries. Historic Background On the 1st July, 1934, a special 3-cent stamp commemorated the four- hundredth anniversary of the discovery of Canada by the famous French navigator, Jacques Cartier. Jacques Cartier's first voyage penetrated the Gulf of St. Lawrence as far as Gaspé. His discoveries during that voyage and his subsequent exploration opened the great St. Lawrence seaway to navigation and led the way to the settlement of the rich lands along the river. This intrepid explorer, who made his first discoveries with two ships of smaller combined tonnage than a modern Grand Banks fishing schooner, set sail from St. Malo in France on 20th April, 1534, and landed at Designed by George Arthur Gunderson - George Arthur Gundersen was born in Ottawa, 1910, and continued to live there until his death April 18, 1975 at the age of 65. At the age of 19, he was a cartoonist for the Toronto Star Syndicate in the United States and Canada. He attended the University of Ottawa as well as Ontario College of Art in Toronto. From there he attended the Art Student's League in Woodstock, N.Y., and then the Académie Julian, Paris.. He began his career at the British American Bank Note Company in 1927 as an apprentice engraver. In 1930, he became an engraver then, in 1953, the Art Director. From he engraved many U.S. commemorative stamps at the Bureau of Engraving and Printing in Washington D.C., as part of an exchange program. Gundersen maintained this position until his retirement March 31, He designed several corporate symbols, including many for the University of Ottawa, the Bank of British Columbia and several firms in the U.S. and Canada. 5 5) British Colonies - East Africa Protectorate or the British East Africa the future Kenya and after 1890 included Uganda as well. Mombasa was the administrative centre at this time. History Imperial British East Africa Company European missionaries began settling in the area from Mombasa to Mount Kilimanjaro in the 1840s, nominally under the protection of the Sultan of Zanzibar. In 1886, the British government encouraged William Mackinnon, who already had an agreement with the Sultan, and whose shipping company traded extensively in the African Great Lakes, to establish British influence in the region. He formed the Imperial British East Africa Association which led to the Imperial British East Africa Company being chartered in 1888, and given the original grant to administer the dependency. The Imperial British East Africa Company obtained a concession in 1887 to administer this area, from Sultan Bargash of the Sultanate of Zanzibar. The company started to experience financial difficulties in The situation was made more difficult in 1892 when Britain declared the Sultanate of Zanzibar part of the Congo Free Trade Zone and thus depriving the company of import duties. On 1 July 1895, the British government took over the administration of this area when the company was facing bankruptcy. The territory leased from the Sultan was about 240 kilometers (150 mi) of coastline stretching from the River Jubba via Mombasa to German East Africa. The British "sphere of influence", agreed at the Berlin Conference of 1885, extended up the coast and inland across East Africa Protectorate (also known as British East Africa) was an area in the African Great Lakes occupying roughly the same terrain as present-day Kenya, from the Indian Ocean inland to Uganda and the Great Rift Valley. Although part of the dominions of the Sultan of Zanzibar, it was controlled by Britain in the late 19th century; it grew out of British commercial interests in the area in the 1880s and remained a protectorate until 1920 when all but a 16-kilometre-wide (10 mi) coastal strip became the colony of Kenya. Also, in 1920, the 16-kilometre-wide (10 mi) coastal strip became the Kenya protectorate. Pre Stamp Period The early missionaries in British East Africa sent letters by runner to forwarding agents in Zanzibar. Letters are known from as early as From 1875 mail was sent via the Indian post office which had been opened in Zanzibar. Winter 2015 Newsletter Page 5 of 12 Pages

6 Postage Stamps of British East Africa First Issue Sun and Crown -Imperial British East Africa Postal Administration The Imperial British East Africa Company was the first company holding a Royal Charter allowing operation of a postal system, for both local and international mail, to use their company name on the their stamps. They were also the first to create a series of surcharged stamps with authorizing initials. Both of these led to the adoption of these practices by other countries such as the British South Africa Company and the Mozambique Company in 1892, and the surcharged Uganda typewritten stamps in The Imperial British East Africa Company set up post offices at Mombasa and Lamu in May The first stamps issued, on 23 May 1890, were surcharges on British postage stamps with values of ½, 1 and 4 annas and overprinted 'BRITISH EAST AFRICA COMPANY'. The British East Africa Company issued stamps, on 14 October 1890, using a symbolic sun and crown design and inscribed 'IMPERIAL BRITISH EAST AFRICA COMPANY', all valued in annas and rupees. Shortages, of some values, between 1891 and 1895 resulted in a variety of surcharges being produced. British Administration On 9 July 1895 stamps of Imperial British East Africa Company were overprinted reading 'BRITISH / EAST / AFRICA' and overprints of 'British / East / Africa' on stamps of India were also issued. The protectorate joined the Universal Postal Union at this time. During an acute shortage of stamps in August and September, 1890, stamps of India were used and are known postmarked 'MOMBASA' or 'LAMU'. It is alleged that an agent of stamp dealer Whitfield King bought up all the stocks in the post offices. Winter 2015 Newsletter Page 6 of 12 Pages

7 In 1896, a series of stamps depicting Queen Victoria was issued, inscribed 'BRITISH EAST AFRICA'. These ran short in 1897 and stamps of Zanzibar were overprinted as the stamps of India had been previously. A number of additional post offices were opened along the Uganda Railway, which was started in 1896 at Mombasa and reached Kisumu on Lake Victoria in British administration - Newspaper Wrappers British East Africa 1 anna newspaper wrapper postmarked LAMU 26 Feb 1897, used locally In 1901 the postal administration was merged with that of Uganda and, in 1904 stamps issued for the combined East Africa and Uganda Protectorates came into use. Postal Stationary - Imperial British East Africa Company Administration All postal stationery items were inscribed 'IMPERIAL BRITISH EAST AFRICA COMPANY'. Two different sizes of registration envelopes were issued in 1891; produced by Bradbury, Wilkinson & Co. Three different sizes of pre-paid 2½ annas envelopes were issued in Two postcards were made available in 1893; ½ anna and 1 anna. Four different newspaper wrappers were issued during Two were produced by overprinting Indian ½ anna and 1 anna wrappers with 'British East Africa' and two, ½ anna and 1 anna, were printed by De la Rue. Pre Printed Envelopes In 1895, one of the sizes of Imperial British East Africa Company envelopes was overprinted 'BRITISH EAST AFRICA'. In 1896, two different envelopes were produced by overprinting envelopes from India with 'British East Africa'; 2½ annas on 4½ annas envelope and 2 annas 6 pies. Also, in 1896, 2½ annas envelopes were printed by De la Rue and inscribed 'BRITISH EAST AFRICA PROTECTORATE'. Registration Envelopes In 1895 Imperial British East Africa Company registration envelopes were overprinted 'BRITISH EAST AFRICA'. These were followed by 2 annas registration envelopes, in two different sizes, from India, being overprinted 'British East Africa'. 8 Post Cards A total of eight different postcards were produced with a face value of ½ anna or 1 anna. Two were by overprinting Imperial British East Africa Company postcards, two were by overprinting Indian postcards, and the remaining ones were printed by De la Rue. Issue Date 25 October 1984 Scott No c multicoloured Title: Scotia Type The Whyte notation for classifying steam locomotives by wheel arrangement was devised by Frederick Methvan Whyte and came into use in the early twentieth century, encouraged by an editorial in American Engineer and Railroad Journal, (December 1900). The notation counts the number of leading wheels, then the number of driving wheels, and finally the number of trailing wheels, groups of numbers being separated by dashes. A large number of locomotives were used in Canada, where they were considered more usable in restricted spaces, being shorter than the more common Ten-Wheelers. Later, the discovery of gold in British Columbia led to the creation of a new British colony, which became a Canadian province in 1871 on the strength of the young Canadian government's promise to build a railway. Thus in 1876, the Intercolonial Railway system was completed and in 1886, the Canadian Pacific inaugurated its transcontinental line. The Scotia, built in 1861 in the Great Western Railway's shops in Hamilton, was the first Canadian locomotive with a steel boiler. The Countess of Dufferin, purchased from the Northern Pacific in the United States and brought to Winnipeg in October 1877, was the first locomotive to see service in the Prairie provinces. Between 1886 and 1896, the Grand Trunk Railroad's type, E3 class locomotives were built in the Pointe-Saint- Charles shops in Montreal and in the Canadian Locomotive Company's shops in Kingston. Historic Background The period between 1860 and 1905 was marked by spectacular growth in the Canadian railway system, thanks to the birth of the Canadian nation and the resulting geographic expansion. Long before Confederation, the British had seen the building of a railway The Canadian Pacific built one hundred and ten of the D10 class a, b, and c locomotives between 1905 and Its fleet of these locomotives would later become quite impressive, with the five hundred and three locomotives. Designer Ernst Roch - These stamps, designed by Ernst Roch of Montreal, continue the series begun in 1983 and shot the locomotives against a plain background, which enhances their attractiveness and complexity. 10 in this year's grouping are wider in order to accommodate the larger dimensions of locomotives built between 1860 and 1905, while maintaining approximately the same scale used for the 1983 stamps. This year the members voted on the following charities to each receive one $100 Gift Card: This Dinosaur Booklet was issued and then retracted within 24 hours as the name of the Dinosaur Provincial Park was incorrect. The correct name should be Hoo Doo Provincial Park. A new collectable!! 11 9) December 14, 2015 Christmas Party, Exhibits and Award Night Christmas Party Our Christmas Party was a successful night again this year. We all need to thank John Bate for all the work he put into making this a wonderful evening for our members and their wives/significant others. Donald O. Thompson Award This award was created to honour the memory of our long time member who has passed away and was very generous with his time and knowledge of philatelic matters. The highlight of the evening was the sheet cake with the Map Stamp! What a great idea John. The cake was good too! This year we honoured Don Mann for his many contributions to our club. Among his many contributions is editor of this newsletter, Membership Chair and also very supportive of our change in location for our festival this year. Herbert Mc Naught Novice Award Herbert Mc Naught was the President of the Kingston Stamp Club back in the 1960's and an avid exhibitor. His son wanted to keep his memory alive at our club and funded an award as well as a glass plaque.
