2 DETAILS of the GIBRALTAR STUDY CIRCLE The Gibraltar Study Circle was formed in 1975 for the benefit of both advanced and novice collectors of the Colony and has 90 plus members. Prior to 1975, little information about the Postal History or the Stamps of Gibraltar had been recorded with the exception of the publications by Capt. F.D.Higham The Postage Stamps of Gibraltar, 1918 and Geoffrey Duveen - The Postage Stamps of Gibraltar, In 1978 Robson Lowe Ltd. published Posted in Gibraltar by Brigadier W. Hine-Haycock which provided an excellent summary of Gibraltar postal affairs. During its early years the Study Circle published Gibraltar Postal Stationery, a comprehensive listing of the subject by Wally Jackson, a leading collector of this material. This was followed by British Post Offices and Agencies in Morocco and British Post Offices and Agencies in Morocco and Local Posts by the Dr Kenneth Clough. Study Papers, twenty-six in all, have now been issued on various topics including Coil stamps; Forwarding Agents and Great Britain stamps used in Gibraltar: G cancellers, to name but three. In recent years we have published or co-operated in publishing the following titles:- Gibraltar: The Postal History and Postage Stamps: Volume 1 to 1885 by Geoffrey Osborn, G.M. Gibraltar: The Postal History and Postage Stamps: Volume 2: Postal Stationery by E D Holmes and R H Neville. Our newsletter The Rock is published four times a year and is sent to all members worldwide. Weekend meetings take place twice a year at suitable locations with a view to making it convenient for as many members as possible to attend. Families of members are made most welcome and, in addition to the philatelic meetings, the social side of the weekend is enjoyed by all. Twice a year auctions of postal history, stamps and postal stationery comprising approximately 400 lots, are held at these weekend meetings. Members present may bid in the room; otherwise postal bids are accepted from members worldwide. The Gibraltar Study Circle offers an Exchange Packet covering all aspects of the philately of Gibraltar. This allows members an inexpensive way of obtaining the more common material, and at the same time provides an outlet for their surplus covers, stamps or postal stationery. In the forty plus years since it was founded, the Gibraltar Study Circle has been of great benefit to many collectors worldwide, and gives a warm welcome to new members wherever they may live. 5 PREFACE Gibraltar joined the Universal Postal Union (UPU) on the 1st January 1886 following the issue of their first postage stamps and stationery. Members of the UPU were required to send examples of their stamps and postal stationery to the International Bureau of the UPU in Berne Switzerland in respect of recent or impending new issues for distribution to the other members. There were no regulations for the stamps or postal stationery to be specifically marked but Gibraltar in common with many of the other members of the UPU arranged for their postal items to be overprinted by their printers. The stamps and stationery were supplied in a mint condition and overprinted with the word SPECIMEN, to prevent their use for postal purposes. From 1928 in order to provide a higher degree of security and prevent their re-use, the stamps were perforated SPECIMEN instead of being overprinted. The contract for printing Gibraltar stamps and postal stationery was held by De La Rue and they overprinted or perforated SPECIMEN all issues from 1886 until 1946, with the exception of the 1935 Silver Jubilee and the 1937 Coronation omnibus stamp issues which were printed and perforated by Bradbury Wilkinson. The printers used an overprint forme, thus overprinting 60 stamps at one time. The overprint is horizontal for all stamp issues with the exception of the King George V 1912 eight shillings (SG 84) and the 1924 four and eight shillings (100 and 101), where the overprint was vertical. The postal stationery overprints were of a much larger size and printed from the top corner to the bottom corner. QUANTITIES REQUIRED FOR DISTRIBUTION The UPU requirement for examples of stamps and postal stationery was as follows: 24 June stamps for 89 administrations, 3 additional copies (for the UPU themselves) and the remainder were held as stock for new administrations joining the U.P.U. 1 April stamps for distribution to 115 administrations in triplicate. SGs 1-23, and July stamps for distribution to 146 administrations in quintuplet. SGs 24, 25, 31, 32 and Nov stamps for distribution to 146 administrations in quintuplet. SGs 24, 25, 31, 32 and (The UPU required only 1 set for itself.) 21 Sept } } 9 July } During this period quantities required varied as a } result of changes to membership of the U.P.U. 8 Oct } } 15 Feb } } 12 Feb } 1 Oct stamps for distribution to 149 administrations in triplicate, plus 1 for the UPU itself and 3 for retention by the issuing authority. 6 Thereafter the numbers varied for a number of reasons: changes in procedures at the International Bureau; increase or decrease in the membership; varying requirements of the administrations of the Colonial Powers who handled the affairs of their Colonies and other territories, and variation in the requirements of individual member administrations. The numbers required by 31 st December 1929 were 426 and by 1946 had fallen to 360. It was not unusual for member countries to send more than the requested number of stamps t the International Bureau. On 21 st November 1899 member countries were requested only to provide the exact number of specimens requested to avoid the accumulation of unwanted stock. The 1946 Victory issue was the final time that (overprinted) specimen stamps were provided. All subsequent issues were not cancelled by any distinguishable mark. References. 7 CHAPTER 1 UPU POSTAGE STAMPS The protective security SPECIMEN overprint markings applied by the printers to stamps, sent to the UPU for distribution to member administrations, were classified by the late Marcus Samuel in his book 'Specimen Stamps of the Crown Colonies '. It has been used to identify the overprints used for Gibraltar. These are shown in brackets with a D indicating the printer as De La Rue or a B for Bradbury Wilkinson. 1.1 SPECIMEN OVERPRINTS (The Gibraltar Study Circle has allocated reference numbers G1 to G5 to the types of overprints.) 15 CHAPTER 2 U.P.U POSTAL STATIONERY Postal Stationery was overprinted SPECIMEN, no stationery was perforated. The SPECIMEN overprint found on Postal Stationery overprinted by De La Rue Co before submission to the UPU for distribution to member administrations shows flaws/varieties on one or more letters used and these flaws/varieties are always constant within that issue. Numerous copies of each item of Postal Stationery of Gibraltar have been examined and the flaws/varieties have been recorded. 2.1 SPECIMEN OVERPRINTS Seven types of SPECIMEN overprint applied by the security printers to postal stationery items have been recorded and the Gibraltar Study Circle has allocated the following numbers to them G1 to G7.
