Call To Order :15pm Quorum Established Approve Minutes from Meeting on 5/4/16 George Noyer moved to approve the minutes as written; Mike Lomas seconded the motion; the motion carried unanimously. 2. Public Comment.... 1:17pm None. 3. Après-Village Update :20pm Bid Opening: Costs and Schedules Danny Paul: Went through the city s competitive procured bidding process. Bids were collected on Monday. We had three bidders; the apparent low bidder is Native Excavating. Their bid is right at what we had budgeted for with really none leftover. But we can afford the basic infrastructure to address the intersection.

2 The combined from City and SSRA was $760,000. The intersection costs about two thirds of the amount with the culvert at one third. The total bid was $758,000. I have a little bit of contingency built in there for utility relocation, irrigation work, soil, stuff like that. On the City s end, we ve contributed some additional stormwater funds to replace the Apres-Ski Way culvert. We re under budget with that. So we re working with Native Excavating. We see no road bumps that would cause us not to go under contract with them. We ve secured all of our easements. Steve Frasier: Their schedule works great in the scheme of things. In rough terms, they re going to start somewhere around the first week of August and hope to wrap up in mid-october. So we will not have to go to the SSRA. Design Sub-Committee Enhancements: Landscaping, Lighting, Signage Paul: The landscaping with the bid is native revegetation, so the areas we disturb would get hydro mulched or seeded. We ll grow grass back, but that takes time to happen. No real trees. But via development agreement, the Village Center property is having to relocate and will be putting some trees in the green space on their corner. We re losing 12 trees along the Snowflower edge. Snowflower has expressed interest in maybe doing some further beautification on their corner. Dulany has some landscaping and signage there that we re maintaining the vast majority of. But we re not introducing any new trees using our budget. Frasier: The other big ticket item we keep coming back to is the lighting, and that s a matter of what quantity and type of lighting we d like there. The lighting included in the project scope is the type of lighting that s used in most City projects. Paul: Initially, lighting was going to be a secondary improvement. It s an important one, but we wanted to get the intersection fixed and sidewalks in. We had a fairly modest line item in our $760,000 budget for lighting; I think it was $15,000. What that s getting us is moving an existing intersection light; one will remain for two total. Ralph has reinvigorated that discussion to the point of let s at least get some conduits in the ground so if we need lighting, we have that infrastructure there. Ellie McAtee: The two pre-existing lights are the square, very tall lights, which is High Mark and Dulany side. We talked about the possibility of having lights on all four corners. On the Snowflower side, we looked at a shorter light with easier downcast lighting and adding in additional along the way. That was the wish list on the lighting. The current lights, because they re so tall the distribution of light meets in the middle of the road. If there s no money in the budget, I agree with Scott about getting all the infrastructure in. John Shipley: The Drexel guy said diagonal corners would probably be okay. Ralph mentioned one would be behind a tree, which might be more acceptable to Snowflower. Paul: The tall, cobra-head-style light that exists on the two corners is an oddball light. I don t know where it came from; but they go all the way down Village Drive on the west side of the road. David Baldinger: We would probably need between six and twelve lights to make this intersection integrate aesthetically with all the other improvements we ve done, so I feel very strongly that we should have a minimum six lights in this area to match that standard. In the

3 interim, there might be a combination of a tall light and a short light for safety, but I think lighting is important. Baldinger: Regarding signage, mainly what I m talking about are those little giant slalom panel, movable directional signage. We have a few of those left that we can probably put in right away. We might want to order some more of those before they stop making them. Once we get it built and see how it s circulating, what we would need to consider is an intelligent kiosk that can integrate with those light poles. We d probably need two; one going each way. I think next meeting this group should take some recommendations from the Design Subcommittee and start to budget for that. Put it in this year. They should be installed at the beginning of next summer if the group approves. That s always been our history is we add things in after we get the big infrastructure done and we can see what s going on. I don t think these lights would be part of the franchise agreement with YVEA. Landowners would cover the cost after the URA is dissolved. Brent Pearson suggested that this kind of secondary addition to the project be forecast to the SSRA ahead of time in future. Paul said the project did call for more lights, but they were removed when it was realized the cost was going to be over budget. Paul said staff would recommend that if URAAC is going to make a request of the SSRA, they do so one time. He asked for a month to work with the designer and the Design Subcommittee on the quantity and type of lights. Potentially URAAC could make an SSRA request in early August. The money for the underground infrastructure could then be asked for. Maybe two requests; one for the critical stuff and the aesthetics in the 2017 budget request. Noyer suggested that the Design Subcommittee continue working on the lighting/signage/landscaping and come back to the group with a recommendation. URAAC would like the Design Subcommittee to come up with a scope, including anticipated costs. Perhaps multiple options. Paul said the August 4 meeting would be when URAAC would need to make a recommendation if it wants to make a request of the SSRA ahead of the 2017 budget. McAtee confirmed that the boxes for the lights would need to be included in the project. Paul said the budget would need to go up before he could do a change order with Native Excavating to add anything. Paul s estimate was around $180,000 for six lights including conduit/electrical. Landscaping could be 15-$25,000 probably toward the lower end of that. McAtee and Baldinger stressed the importance of aesthetics in creating an arrival experience, which would include attractive lights even though they may be expensive. 4. Update on Other Activities :00pm Ski Area Arrival Experience Paul: Bob Keenan from the City Planning Department, Ralph and I were the selection committee for the arrival experience RFP, which was to select a design team. We collected seven proposals, and we whittled those down to three. One got through the cracks by our Contract Department, so we found another one. We narrowed that down to two: Valley Crest

4 and Landworks. We selected Valley Crest (now called BrightView). Their lead guy was the brains behind the Promenade; he used to work for Wenk. So he s pretty familiar with what we re doing in Steamboat. Their traffic person wrote the Base Area Traffic Study. What we found when we initially cast the RFP is we potentially overscoped it. The lowest bid was kind of close to our budget, but the other four or five were way above it. So we recast a revised scope; we basically gave them what our budget was and said tell us how much we can get. Valley Crest came back, and we re moving towards contract with them. We re still on track for our September final report. There s going to be some charettes in the coming months. Frasier: This was for the overall cohesive design of the arrival basically going all the way up Mount Werner and through the circle and onward. So we wanted to get a comprehensive scope so we could plan accordingly. That s what this group is going to bring to us in September. Paul: We got Valley Crest down to $57,000. I think they were originally at $110,000. Person: There were really ten items within the scope, and we didn t want to present any creative restrictions. We wanted them to respond to what those items were. There was one team that really latched onto the transit center as an architecture project, and that was their primary focus. We didn t want it to be that right now. Frasier said he would certainly endorse the Valley Crest team. Committee members agreed. Spare Parts Fencing Paul: Going in starting June 23. Burgess Creek Culvert Access Beach Water Control Feature It s in. We were able to install that just ahead of the water going on, so we ll see how that goes. Burgess Creek As-Built Easement at Torian Paul: Just received the signed easement agreement from John at Torian. I think the City Council president has to sign that; we ll get it recorded, and it s a done deal. 5. Miscellaneous :30pm Legal Update Message from URA Attorney: Recently a bill was introduced to protect previous bond issues. Therefore, the existing SSRA bonds are not in any jeopardy. Other issues in HB1348 such as applicability were not resolved, but this will not affect the SSRA so long as we stay on the path mapped out last year. Summer Events Lomas: Still working on the mountain coaster. Other Baldinger appreciated the new signs put up by Public Works on the roundabout. Paul: Ellie may have found a room at OSP for the public biweekly meetings that will occur during the construction. Probably Thursday or Friday. 6. Bonus Time.... 2:40pm
