2 Noise Limits & Levels for Indoor Venues Indoor Venues 14. The noise limits for indoor venues are: (a) for the day/evening period L A db(a), except under the circumstance described in clause 24: and (b) for the night period L OCT90 + 8dB. Where the day/evening and night periods are defined in schedule A and L A90 and L OCT90 measure the background level and are measured in accordance with schedule B. 15. Notwithstanding clause 14, where the noise limit for an indoor venue for the day/evening or night periods is calculated to be less than the respective base noise limit shall be the base noise limit. 16. The effective noise level for indoor venues is: (a) for the day/evening period, the L Aeq measured in db(a); and (b) for the night period, the L OCT10 measured in db. Title of presentation 2

4 Location of Measurement Point 1. The measurement point shall be located within a noise sensitive area or at a derived point, as appropriate. 2. Where the measurement is to be made in a noise sensitive area the measurement point shall normally be located outdoors near a habitable room. 3. Outdoor measurement Where the measurement point is between 1 and 2 metres from an acoustically reflecting surface an adjustment of -2dB shall be made to the measured result. Title of presentation 4

5 Assessment Specific to Indoor Venues Day/evening period The effective noise level for the day/evening period shall be determined as an L Aeq. The base noise limit for the day/evening period is 32dB(A). Night period The measurement point shall be either directly outside or inside a habitable room normally used for the purpose of sleeping. The effective noise level for the night period shall be determined as L OCT10 values of selected octave bands from the range of octave bands with centre frequencies 63 Hz, 125 Hz, 250 Hz, 500 Hz, 1 khz, 2 khz and 4 khz. The octave band selected shall be those for which the music noise contributes significantly to the octave band sound pressure level. Measurements shall only be taken when the selected octave band level correlates with the music noise. Title of presentation 5

7 Background Level Background Level The background level shall be the L A90 level, for the day/evening period, and the L OCT90 level, for the night period, that represents background level at the time when the effective noise level was measured. The background level shall be measured within the noise sensitive area or at another point where the background level is representative of the background level occurring within the noise sensitive area. The background level determined at the time of assessment of a premises may have contributions from noise sources that require reduction. In this case the appropriate noise limits for the music noise shall be re-determined from the background level when noise limits for these other sources are achieved. Title of presentation 7

13 Continental Hotel Sorrento Author: Bert Zerbst, Date: 12/08/2009 Subject: Music from Live band or DJ driven Disco music impacting on neighbouring residential properties. A logger was deployed at 12 Constition Hill Rd, Sorrento. It was situated near one of the bedrooms in front of the house on the property. The microphone was at least 3 meters away from any walls or fences. Measurements were taken from 11:25 Thursday 9 th of April 2009 till15:15 on Wednesday 15 th of April. The logger (a NGARA made by ARL) is capable of measuring A and C weighting parameters including sound or noise on a hard drive without any weighting parameters. This (sound on the hard drive) can then be used to analyse sound using the appropriate analysing/measuring instruments. I used a B&K 2250 analyser to record the sound on and then used the B&K Explorer program to analyse the appropriate parameters. As this is a music noise issue, N-2 was used to determine the Effective Noise Level. As the music noise from the Continental Hotel started at 22:43 on Saturday 11/04/09 and not finish till 03:08 on Sunday morning 12/04/09, I only took a 15 minute music slice (as per N2) from 02:15:18 till 02:36:00. Loct10 at 63 Hz (in Linear mode) was the octave band where most of the music energy was found. Background noise Loct90 at 63 Hz (Linear mode) was taken on Friday morning 10/04/09 between 02:45 to 03:00. I have excluded sounds from the occasional car and when the music stopped for a little while (from 5 to 58 sec). When the music stopped the patrons were very audible. You clearly could hear almost every word said. Findings: The Effective Noise Level at 63 Hz (Loct10)= 73.6 db = 74 db The Noise Limit is Background Level at 63 Hz (Loct90) + 8 = The amount the Noise Limit has been breached by (@ 63 Hz) = 39.1* db = 34 db * The base noise limit for 63 Hz is 40 db as specified by N2, page 6, B3 (c) Title of presentation 13
