2 Summary An annual noise survey was commissioned by Jim Denieffe of Ltd. to monitor compliance with the noise conditions assigned in the Industrial Emissions Licence No. P issued to the facility by the Environmental Protection Agency. Condition 4.7 states that Noise from the installation shall not give rise to sound pressure levels (Leq, 15 minutes) measured at noise sensitive locations of the installation which exceed the limit value(s).. Schedule B.4 of the IE Licence sets a daytime noise emission limit of 55 db(a) and a night-time noise emission limit of 45 db(a). Schedule B.4 also states that There shall be no clearly audible tonal component or impulsive component in the noise emission from the activity at any noise sensitive location. The nearest noise sensitive locations are the houses referenced H1 to H6, which are located to the South, West and North of the facility. Tables 1 below give a count of the number of L(A)eq exceedances per noise sensitive location by time period indicating the compliance status with the IPPC Licence for the facility. Location Period H1 H2 H3 H4 H5 H6 out of 3 Day out of 2 Night Elevated noise levels were recorded at monitoring locations H2, H3, H4, H5 and H6 at both during the daytime and/or night-time survey periods. These elevated noise levels were due to vehicles passing by in close proximity to these monitoring locations and not to activities at the Ltd. facility. A tonal component was detected at noise sensitive monitoring location H3 during the monitoring period. Daytime and night-time boundary noise levels were also measured at 9 site boundary locations to identify any significant changes in noise emissions. Tables 1 below give a count of the number of L(A)eq exceedances per boundary location by time period. No tonal analysis was carried out on the boundary locations. 4 1.0 Introduction Under the EPA IE Licence P , annual monitoring at identified noise monitoring locations in the vicinity of Ltd. site is required. Schedule B.4 of the IE Licence sets a daytime noise emission limits of 55dB L(A) eq, and a night-time noise emission limit of 45dB L(A) eq, in addition it states that There shall be no clearly audible tonal component or impulsive component in the noise emission from the activity at any noise sensitive location. Nine site boundary locations and six noise-sensitive locations were surveyed between the 24 th and 27 th October for daytime and night-time noise levels. The boundary locations are not subject to the IE Licence Noise Limits for the facility. Activities at the Ltd facility between the 24 th and 27 th October were being carried out as normal. Adrian Gaughan (Environmental Scientist) of Fitz Scientific carried out the environmental noise survey. 2.0 Duration and Measurements of Surveying The recommended minimum survey durations were carried out as per the Environmental Protection Agency s Guidance Note for Noise (NG4), which specifies daytime noise periods as being between 07:00 to 19:00 hrs and night-time noise periods between 23:00 to 07:00 hrs. The guidance document specifies 3 sampling periods for daytime monitoring and 2 sampling periods for night-time monitoring, at each noise monitoring location. The following measurements were carried out at each monitoring location: Day-time and Night-time Broadband measurements L(A) eq, L(A) 10, L(A) 90, L(A) 50, L(A) 1 and L(A) 99 over a 15-minute period at site Boundary Locations and 30-minute periods at Noise Sensitive Locations. Day-time and Night-time 1:3 Octave measurements over a 15-minute period at site Boundary Locations and 30-minute periods at Noise Sensitive Locations. Description of Measurement Parameters L Aeq,T : This is the equivalent continuous sound level. It is a type of average and is used to describe a fluctuating noise in terms of a single noise level over the sample period (T).The closer the L Aeq value is to either the L AF10 or L AF90 value indicates the relative impact of the intermittent sources and their contribution. The relative spread between the values determines the impact of intermittent sources, such as traffic, on the background. L AF10 : Refers to those A-weighted noise levels in the top 10 percentile of the sampling interval; it is the level which is exceeded for 10% of the measurement period. It is used to determine the intermittent high noise level features of locally generated noise and usually gives an indicator of the level of road traffic. Measured using the Fast time weighting. L AF90 : Refers to those A-weighted noise levels in the lower 90 percentile of the sampling interval; it is the level which is exceeded for 90% of the measurement period. It will therefore exclude the intermittent features of traffic and is used to describe a background level. Measured using the Fast time weighting. Impulsive: A noise that is of short duration (typically less than one second), the sound pressure level of which is significantly higher than the background. 5 Tonal: Sounds which cover a range of only a few Hz which contains a clearly audible tone, i.e. distinguishable, discrete or continuous noise (whine, hiss, screech, or hum etc.) are referred to as being tonal. The simplified methodology for the objective identification of tones that is advocated in Annex D of ISO :07(E) is adopted. This methodology requires that for a prominent, discrete tone to be identified as present, the time-average sound pressure level in the onethird-octave band of interest should exceed the time-average sound pressure levels of both adjacent one-third-octave bands by some constant level difference. The appropriate level differences vary with frequency. They should be greater than or equal to the following values in both adjacent one-third-octave bands: 15dB in low-frequency one-third-octave bands (25Hz to Hz); db in middle-frequency bands (1Hz to 0Hz), and; 5dB in high-frequency bands (Hz to 10,000Hz). Care should be taken to ensure that any tones identified in the low frequency range of 25Hz to Hz are of a magnitude greater than the threshold of hearing at that frequency. Plant Specific Noise Levels: To determine the plant specific noise levels, the following method is followed: Description of noise Plant noise dominating, no other significant noise sources Intermittent interfering noise (e.g. traffic, birds, wind), with underlying plant noise audible Plant barely audible (i.e. not immediately noticeable, unless actively listening) Noise parameter best representing specific noise from plant LAeq LA90 if plant noise is steady and clearly audible in lulls in the interfering noise Or LA50 if plant noise is slowly varying and clearly audible, with occasional interference from other noise sources <LA90 (up to 5 db lower) Not Detectable (ND) Plant not audible <<LA90 (more than 5 db lower than LA90) The plant specific noise is established during the survey by correlating the live sound level meter readings with the audible sounds, as described above. The plant specific noise is verified by examining the profile of logged noise levels. 3.0 Weather Conditions during Survey Periods Weather conditions for the noise monitoring on the 24 th and 25 th of October were generally overcast and foggy with periods of light drizzle on the 25 th. Wind speeds were low (<5 m/sec) for most of the monitoring, with intermittent gusts (<7 m/s). Weather conditions during the night-time/early hours of the 24/25 th October were cool and dry. Wind speeds were measured below 5 m/sec for the monitoring period with occasional gusts. Weather conditions for the 26 th & 27 th of October were generally overcast and cool with occasional periods of light rain/mist. 6 Wind speed and temperature at the microphone was measured using a Skywatch hand-held anemometer. Detailed weather conditions for each monitoring period are included in Sections 9 of this Report. 4.0 Activities on Site - Day and Night Activities at the Ltd. facility continued as normal during the noise survey. Ltd. operates on a 24-hour basis and noise emissions are steady throughout the day and night. The most audible noise both day and night on site was plant process noise and fan type noise. Activities at the facility continued as normal at night. Most noise from the facility during the night-time session arose from plant noise. Noise at noise-sensitive locations arose mainly from vehicle movements on public roads. 5.0 Location and Description of Monitoring Points Environmental noise monitoring was carried out at nine boundary locations (B1-B9) and six Noise Sensitive Locations (H1-H6). The monitoring locations are all shown in Appendix A. The intervening ground conditions between the source and the location can be described as % hard surface. 6.0 Methodology The noise survey was carried out in accordance with ISO 1996/1/2/3 - Acoustics -Description and Measurement of. Reference was also made to the guidance document issued by the EPA Guidance Note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities (NG4). Measurements were conducted in free-field conditions. Broadband measurements were analysed for 30-minute intervals at the noise sensitive locations and 15-minute intervals at the boundary locations. Daytime and Night-time measurement range was set at 30-90dB. 1:3 Octave measurements were conducted simultaneously during daytime and night-time surveys. A weighting frequency weightings were applied to all measurements, with the analyser set on fast response. 7.0 Equipment A Cirrus Optimus Green Sound Level Meter (Serial No. G071536) was used to carry out the noise measurements. The microphone was fixed to a tripod ~1.3 metres above the ground level and the microphone was protected using a windshield. All monitoring was conducted at least 3.5 metres away from reflective surfaces..0 was carried out on-site using a Cirrus Acoustic Calibrator (Serial No ) at 93.7 dba. The meter was calibrated before and after the environmental monitoring survey. The calibration details for each location are displayed in the Measurement Summary Report s (Appendix B).
