3 Open House Format SBA s goal of the open house is to collect stakeholder feedback regarding the antenna system proposals. 8 Health & Safety: The Whistler Community During the preliminary process, SBA searches for antenna system solutions in your community, the suitability of existing infrastructure (other towers, rooftops, and taller structures) was reviewed in detail. Proposal will replace existing Cell-on-wheels (COW) and A-Frame structure. This will allow greater access to new carriers who choose to co-locate. The Resort Municipality of Whistler (RMOW) has the ability to utilize the tower for emergency equipment placement for fire departments, police departments, EMS etc. Co-location must be pursued with existing infrastructure. Proposal will not affect EMF levels 8 8

9 Health & Safety: The Whistler Community Safety Code 6 procedure is a condition of licence for all Canadian wireless carriers. Health Canada has adopted exposure guidelines for radiofrequency (RF) energy for mobile phones, base stations, Wi-Fi and other radio communications. Safety Code 6 (updated in 2009), is the current and validated information for protecting the health and safety of all Canadians. Canada has one of the most rigorous safety codes in the world for exposure limits Health Canada stipulates that Precautions to limit public exposure to RF energy from base stations are unnecessary because worst-case exposure levels are typically thousands of times below those specified in health-based exposure standards. Distribution of antenna power density at 100% of the limits for an uncontrolled environment when 2m above ground is only 1% of the health safety code 6 limits. 9 9

10 Health & Safety: The Whistler Community The new proposal will increase capacity onto nearby trails, ski hills, and areas currently with limited accessibility Existing services will increase and be more reliable for emergency situations. Increased coverage will expand service area and aid to emergency issues that arise in recreational areas surrounding Whistler. Tourism and businesses within Whistler will benefit by having a larger capacity available for future events, customers and businesses

Visual Impact What can be done to blend and minimize the visual impact of any new antenna? Future occupants How will future users be accommodated to avoid duplicating infrastructure in the general area? 12 12

13 What is driving the coverage needs? Evolving Consumer Data Demands 1. Smartphone availability and adoption -73% of Canadian Mobile Phone Users are Aged 18 to 34 (Source - CWTA) 2. New wireless devices ereaders, ipad s, Tablets, Rocket Sticks, NetBooks, etc. 3. The Data Tsunami -wireless data traffic is expected to grow at a Compounded Annual Growth Rate (CAGR) of 92 percent from 2010 to (see chart) 4. Ubiquitous coverage -consumers expect devices will work everywhere and at all times 5. Exploding wireless ecosystem Google, Apple, Intel, Microsoft, Facebook, etc. are devoting billions of $ s to dominate wireless consumers/business segment

14 Why is a new structure needed? SBA was engaged by WIND Mobile and Rogers to help meet their increasing local voice and data coverage demands. Rogers antennas are located on a 10m building that is surrounded by trees +/- 20m in height. WIND antennas are located on a 15m COW that is surrounded by trees +/-20m in height. Enhance coverage and service for existing customers Existing coverage areas do not extend very far due to surrounding tree blockage Will replace existing structures (A-Frame, Cell on Wheels) Existing antennas have heights that limit the coverage, configuration and capacity of the site 14 14

15 Technical Limits of Existing Installations The existing site hosts WIND Mobile on a 14.9m Cell on Wheels (COW) and Rogers on a 10m A-Frame that is surrounded by ~20m trees. Existing Rogers Antennas WIND COW (Cell On Wheels) ~20m Trees 15 15

18 What were the options considered? 1. Leave existing structures as is and develop a newstructure to provide enhanced coverage. This was not preferred due to greater impacts to RMOW. 2. Re-develop the existing site with a new structure to provide enhanced coverage. *Preferred - due to the reduced impact to the overall community. 3. Review of numerous alternate site options for co-locations in and around the area. Nothing was found that could serve the requirements needed

19 What alternative locations were explored? SBA has worked very closely with the RMOW staff to discuss alternative site locations and design options to address community concerns. The following locations where reviewed: Whistler Village Buildings WIND Mobileand Rogers both have installations on Whistler Village rooftops. These sites do not serve outside the Village due to topology and the high volume of users. RMOW Works Yard This site was disqualified (due to no coverage of objective area) BC Hydro Towers This site disqualified by WIND Mobile (due to blockage from the Cut YerBars hill area) and Rogers already being installed to these towers

23 What are the benefits ofthe SBA proposal? While a new structure site is generally not a preferred option for communities, the redevelopment of SBA s existing wireless site with a mono-pine antenna will: Consolidate the existing antenna installations onto one taller structure. Provide WIND Mobile and Rogers customers with improved coverage up to 1km in each direction. Minimize visual impact though use of a mono-pine design Providing space for future tenants if required
