1 Proposed Action Hutch Mountain Communications Site Coconino National Forest June 2016 PURPOSE AND NEED The proposed Hutch Mountain Communications Site project is part of a broader wireless industry strategy to improve wireless personal communication services in northern Arizona. The general public and government agencies have come to expect reliable wireless telephone and internet service for general use and emergencies while traveling major transportation corridors and visiting forest recreation destinations. The increasing use of evolving wireless technologies such as smart phones, tablets, and internet services provided by wireless carriers are stimulating needs for additional communications facilities. Wireless signal propagation studies and user complaints validate that areas on Lake Mary Road, Forest Highway 3 (FH3), south of Mormon Lake are currently not receiving adequate or reliable wireless service. Improvement of wireless service in this area will benefit the general public, the Forest Service, and local government public safety agencies. The purpose of the proposed Hutch Mountain tower facility is twofold. It will provide a needed microwave link to Flagstaff from the existing tower facility near Happy Jack Lodge and it will provide tower space for future cellular antennae which will expand wireless industry coverage areas on FH3. In order to provide reliable wireless telephone and broadband internet service from a tower site microwave links are needed to connect voice and data wireless signals (bandwidth) coming to and from the FH3 corridor area south of Mormon Lake to the regional landline telephone system. All wireless carriers must connect their cell sites to the landline telephone system (backhaul) in order for calls from subscribers to be directed to their destination. This is usually accomplished by having the local telephone company provide digital transmission facilities via fiber cables to the cell tower site with connectivity through the telephone network. Because there are limited local telephone facilities in this area, the wireless carriers must use microwave links back to Flagstaff, Arizona. With the advent of 4G wireless technology, the bandwidth requirements dictate additional capacity. The existing wireless tower facility near Happy Jack Lodge does not have line of site microwave connectivity to the Flagstaff area. This tower currently operates using copper landline telephone lines for signal backhaul. These copper telephone lines lack the capacity (bandwidth) for smart phones and internet to function properly making wireless service in this area unreliable. The proposed Hutch Mountain tower facility responds to this immediate need by providing fiber optic interconnect to Flagstaff via microwave shots increasing system capacity and reliability of service. At the time of the original special use application submittal for this facility (2011) the Hutch Mountain Communications Site was budgeted for a coverage site by Verizon, T-Mobile and Page 1 of 9

2 AT&T with an objective of expanding service areas to the FH3 corridor near Hutch Mountain. However, since that time and presently, the wireless industry focus and budgets have shifted to increasing capacity at existing tower sites. After the carriers accomplish their goals for increasing bandwidth capacity at existing sites they will likely shift their focus back to expanding service in rural highway corridors like FH3 near Hutch Mountain. The Hutch Mountain proposal is designed to respond to the immediate need of new backhaul microwave paths for existing tower sites and the future need of a new coverage tower site at Hutch Mountain to accommodate expansion of the wireless carriers coverage system. After construction of the facilities, there will be a need to protect the improvements from wildfire by thinning trees and reducing fuels. PROPOSED ACTION TOWER AND EQUIPMENT BUILDINGS The Coconino National Forest (COF) is considering authorizing construction of a new communication tower facility at the existing Hutch Mountain Communications Site in Section 36, T17N, R9E, Gila and Salt River Base Line Meridian (Figure 1). The Hutch Mountain Communications Site is currently occupied by a Forest Service tower, solar panels, and an equipment building. The major components of the proposed facility are depicted on the attached concept drawings (Figure 2, 3) and include the following facilities and activities: A single 100 foot above ground level (AGL) four leg free standing lattice communications tower (Figure 3). Pre-fabricated radio equipment buildings designed to house site users within a fenced area as shown on the attached site plan concept drawing. The lease area will be approximately 0.25 acres in size and be enclosed by an eight foot tall, stained/painted chain link fence (Figure 2). Electrical power will be supplied by a solar hybrid system (Figure 4). The system will include solar panels, batteries, and a generator which will provide additional battery charging capabilities in the event of long periods with inadequate sun. The generator will be housed inside the equipment shelter. The system will require one 1,000 gallon propane tank to fuel the generator. All ground disturbing construction activities and vegetation removal will be contained within an area 0.6 acres in size which includes the fenced lease area and an area surrounding it where most trees (approximately 60) less than 24 inches diameter at breast height (DBH) will be removed to allow construction of the facilities and to protect the new facility from wildfire. No trees 24 inches DBH and greater will be removed for construction or fuel treatment. (A more detailed timber prescription will be developed and described in the next part of the analysis.) 3 Based on existing fuel conditions and Mogollon Ranger District Fire Staff recommendations, trees less than 9 inches diameter will be thinned around the lease area to reduce wildfire threat to the facilities. The area to be thinned will extend approximately 200 feet out from the lease area to reduce tree density and ladder fuels. The thinning area plus lease area totals approximately 2.5 acres (Figure 5). Slash will be chipped and spread where accessible by machinery and hand piled and burned in other areas. Construction of the facility will take 6 to 8 weeks with a crew of 6-10 workers. Construction will likely involve crews working 10 hour days. Weekend work is anticipated. The existing parking area between the communications site and the lookout tower will be used as a staging area for parking vehicles and staging materials. The existing parking area is approximately 0.3 acres. No additional ground disturbance is necessary on this area to facilitate parking and staging. The facility will initially provide tower space for microwave dishes linking existing communication sites south of Hutch Mountain to Mormon Mountain and Flagstaff. The tower and equipment facilities will be designed to accommodate future use as a coverage site for three wireless carriers with the ability to accommodate local government, and COF communications needs (if needed in the future). Forest Service communication facilities on this site will remain as is using the existing tower and equipment shelter. It is anticipated that no additional towers will be needed at the site in the future to accommodate wireless industry needs. Users or tenants of the proposed facility will primarily be wireless communications carriers (cellular, personal communications service (PCS), and internet service providers (ISP)) operating using radio frequencies authorized by the Federal Communications Commission. The existing roads (Forest Roads 135, 135B and 135H) accessing Hutch Mountain will be used for construction and operational access to the proposed facility. The existing roads are of adequate standard (8-10 feet wide) and therefore no major road improvement is proposed or necessary. There is one location on FR135H (approximately 50 feet) near the Forest Service Communications facility where a rock outcropping in a sharp curve will need to be cut back to widen the curve to facilitate large construction vehicle access. Some pruning of vegetation may be necessary along the road corridor. A gate will be installed on FR135H west of the parking area to restrict public motorized access. This will be a low power communications site limiting users to less than 1000 watts effective radiating power (ERP). This location does not have the physical, social, or geographic characteristics for high power broadcast or other uses which will not be compatible with wireless technology. This communication site will be designated as a commercial site in addition to its existing Forest Service communication use. However there is no intent or need to consider additional expansion at this site to allow for additional towers or facilities. Design features are part of the proposed action and would be incorporated into the project to protect soil, water, scenery values, wildlife species and habitat, facilities, infrastructure, and rare plants. 4 Mitigation measures and best management practices would be implemented during the project to minimize visual, wildlife and watershed impacts, prevent the introduction and spread of invasive plants, to protect heritage resources and to protect public health and safety. The following design features would be implemented as part of this project: To address potential visual issues, the tower, fence, and antennae support structure will be treated to make those components a rust color and eliminate all shiny reflective surfaces to better blend with the forest setting. The equipment shelters will be a dark brown color. The tower will be limited to no more than 100 feet tall. An invasive weed survey will be completed prior to the start of any construction related activities in the area where ground disturbing activities will occur as well as along the roads used to access the facility. If invasive weeds are found, a mitigation and treatment plan will be developed to address and prevent additional spread in conjunction with the COF. Standard best management practices such as washing of all equipment prior to the start and after completion of construction activities, and approval of any seed mixes used in site rehabilitation will be required to prevent introduction of invasive weeds. An archeological survey and report will be completed for the project area to ensure impacts to resources can be avoided during this project. Construction timing restrictions will be implemented to minimize impacts to Mexican spotted owls during the breeding season (March 1 st August 31 st ) as the site is located near a known owl breeding location. Protocol-level surveys will be completed to prior to the start of construction-related activities to locate any additional Mexican spotted owls near the proposed facility. Page 4 of 9
