WP 7.5 Demonstration and Workshop Demonstration scenario The context of the WP 7.5 Demonstration scenario is a European Summit in Brussels: meeting of the 28 Heads of States (called VIP s) in the European Area. The VIP s are coming by train, road and air. The meeting is planned for h For the Field Training Exercise (FTX), 5 VIP s will be played: Fr (train), Nl (road), Lu (road), Dk (flight), Fi (flight) 3

WP 7.5 Demonstration and Workshop Demonstration scenario In the same time, farmers from nearby countries (the Netherlands, Germany and France) come with their trucks to Brussels in order to protest against the EU Policy Moreover, football fans from Ajax Amsterdam go by train to Paris for a match PSG-AJAX. Unrest occurs in the train, forcing the Netherlands and Belgian Polices to stop the train in Bruxelles- Midi/Brussel-Zuid station. Due to those troubles, the train of the French VIP is rerouted to Lille (French city near the border with Belgium). The VIP continues his journey by road to Brussels. Finally the Danish VIP has a medical problem and the escort needs to go ASAP to the nearest hospital. 4

5 2. WP 7.5 Demonstration and Workshop Functional objectives Previous consideration : the radio scheme (i.e. the description of who has to speak to whom) of such a complex scenario is complex too. If you consider only the European summit management scenario part, you need: One pan-european coordination group between the involved police National Contact Points (NCP) to manage the European VIP delegations coming by air One Belgian radio group to follow the European VIP body guards from their departure airport to the Airport of Brussels National An internal radio group for each European escort (VIP body guards + Belgian protection officers) going from the Brussels National Airport to the Brussels European area An internal radio group for each neighbour countries escorts (VIP body guards + Belgian protection officers) crossing the terrestrial border One radio group gathering all the Belgian escort chiefs under control of the European summit Belgian police gold commander, i.e. the control room of the Belgian federal police in Brussels (CIC BRU) 5

WP 7.5 Demonstration and Workshop Functional objectives The main WP 7.5 Demonstration functional objective was to show that such a complex radio scheme could be supported by using the International Fleetmap Proof Of Concept (IFPOC) developed in the ISITEP deliverable D2.3.2 The other WP 7.5 functional objectives were to show through some simple scenarios played during the workshop the added value of: The concept of international Alert Group, continuously audio monitored by the control rooms along a same section of border, that a team on the field can select in case of unexpected cross-border incident (e.g. a hot pursuit) A short cut on the terminal allowing a quick selection of the Alert Group The combining of groups functionality to establish a rapid communication between all the first responders concerned by a same unexpected crossborder incident The emergency call functionality The automatic roaming functionality 6

12 5. Demonstration and Workshop WP 7.5 Functional results was aided by a didactic slide show mentioning the current active talkgroup and depicting the teams moves on the ground. Moreover, a Skype live video from the field was projected 12

Demonstration and Workshop WP 7.5 Functional results The added value of the international fleetmap and of some specific functionalities (see slide 6), as well as their easiness to execute via the related radio procedures, was globally positively assessed by the first responders (actors and technicians) via an evaluation form 13

Demonstration and Workshop WP 7.5 Technical results ISI worked perfectly, except some instabilities at link level between TAS and Lab MOT & Lab AIR (internet lines used without QoS) Deployable TETRA-TETRAPOL gateway worked well The IET (bi-technological TETRA-TETRAPOL terminal) did not work properly (impossibility to roam from TETRAPOL to TETRA) Therefore, additional IET roaming tests were done on the field on , with not yet definitive positive results Other statements Some dialogues in France were not transmitted to the Brussels control room Automatic roaming depends on the coverage overlapping configuration and is mostly unpredictable 14

Demonstration and Workshop WP 7.5 Technical results Comparison of the Call Setup Time through different interface configurations: Average Call Setup Time via a Back-to-Back system (B2B) between ASTRID Operational network and ASTRID Test network (TAS) was measured to be 1013 ms. Average Call Setup Time via a Wired Interface system (WIF) between ASTRID Operational network and C2000 Operational network was measured to be 1187 ms. Average Call Setup Time via an Inter System Interface (ISI) between ASTRID Test network (TAS) and Airbus Test network (CTB) was measured to be 356 ms. As a reference the measurements can be compared to the average call setup time within a single network, in this case the call setup time on a communication group in the ASTRID network. The average call setup time in an ASTRID group was measured to be 192 ms. 15

Technical improvements TETRA-TETRA ISI Interconnecting networks via hubs in place of a bilateral ISI approach GTSI handling to have the possibility to have seamless linked groups with different GSSIs and to extend national group coverage beyond the borders Optimising the automatic roaming towards a service continuity TETRAPOL-TETRAPOL GW and IET Investing in terminals able to migrate to migrate between two networks, the keys of both networks have to be programmed in the terminal second ASIC (Application Specific Integrated Circuit) or more powerful ASIC needed Pursuing the gateway development possibility to create linked groups from two or more countries groups (when selecting a group on one side, automatic selection of a corresponding group on the other side(s)) TETRA-TETRAPOL GW Pursuing the gateway development individual calls, SDS, linked groups Pursuing the IET development audio matrix for having one Mic, one LS, one hard PTT, smart roaming to swap the modem on time for the service continuity Note: full integrated TETRA-TETRAPOL terminal is not commercially realistic 16

Technical improvements Developing other approaches/solutions Using a smartphone App (on commercial network) that integrates you in one of your TETRA (or TETRAPOL) radio groups, combined with a gateway between your country and the country you are visiting With this approach, the traffic control between the countries is ensured on gateway levels If this App is running on a smartphone (2G/3G/4G and WiFi) integrating a TETRA (or a TETRAPOL) modem, you keep only one terminal in hand. ISI funding by EU (ISITEP 2.0) ISITEP has no future without Political support On local level 2016: No-Se agreement and Fi committed to join No-Se 2017: Lu will ask Be and De for an ISI ISI costs/benefit study as a Benelux priority for ? Note: the 3 involved countries have a new national TETRA network (live cycle: years) On European level LEWP/RCEG is launching a process for a new European recommendation (after 10141/09) on behalf of a pan-european inter system interface implementation ISITEP should try to obtain the corresponding funding from the EU, explaining that safer internal borders through EU requests not only (live) operational data exchange, but also, especially when an immediate response is needed, first responders cooperation on the ground 18
