7 Satellite Communications as Fundamental European Asset Satellite Communications represent a fundamental part of the Space industry and, in particular, are essential to allow for GMES and Galileo applications to be distributed in real-time to all of the European citizens. Satellite Communications importance for the Space sector can be clearly appreciated by mentioning that 20 out of 21 satellites placed in orbit by Ariane 5 and Soyuz in the last year are Telecommunications Satellites; furthermore more than 50% of the turnover of the European Satellite Industry derives from Telecommunications Satellites. The evolution of the technology and market scenario is moving towards interoperability of satellite communications systems with the terrestrial communications networks: without satellite communications there could be no successful development of the Global Communications Networks of the Future

8 The European Scenario and the Global Challenges Security threats European countries committed to dealing peacefully with disputes and to co-operating through common initiatives However, Europe still faces security threats and challenges, inside and outside its boundaries Continuous cooperation between European security forces is essential to maintain global peace and stability Disaster management Climate changes seem to accelerate the number of natural catastrophes worldwide, resulting in high losses of lives and massive damages, also affecting the availability of vital natural resources It is the role and the responsibility of Europe to define and support the deployment of the most appropriate solutions guaranteeing the safety of EU citizens and internationally cooperating to disaster prevention and mitigation Ubiquitous access to ICT infrastructures and services Telecommunications infrastructures have become a foundation of the modern Society Still, the digital gap remains a reality for several millions of European citizens located in areas underserved by terrestrial network infrastructures

Better coordination among Member States is fundamental in the near future! Use space-based technology as a support tool to global Cooperation!

12 ISICOM and GMES GMES users would need Telecommunication capabilities to fulfil their basic missions. ISICOM can Reduce the time to access to the GMES service, especially delay in data collection and data transport and time to connect new uses Support high data rates to transmit collected high volume EO images to processing centres transmit and disseminate GMES products composed of images and maps, as well as other kind of information like text data, voice and positioning. common trend to have services combining positioning, data and voice applications (including return link), in order to communicate efficiently with teams on the field everywhere in the world. Support portability and mobility requirements, mainly to allow communications between headquarters centers and end users in the field (easy, fast deployable and easy to use terminals) Support global coverage and provide Broadcast & Global Alert services Provide secured and reliable communications when terrestrial infrastructure is not available.

13 ISICOM: User Needs (1/2) 1. Information sharing and connections with isolated and vulnerable elements. 2. Knowledge/awareness of the physical and human environment 3. Filling up the huge information gaps: Shortcomings in communication, access to contextual Information, navigation and positioning shall be considered. 4. A hierarchy of the user needs is necessary to be defined. 5. Improving the bandwidth of the remote connection 6. Enhancing the availability of the remote connection 7. Improving the reliability of the communication flow 8. Getting better security and confidentiality 9. Reducing vulnerability and improving the autonomy 10. Reducing the delivery time (real time) of imagery data (pictures, photos and videos): supporting high data transmission capacity 11. Assuring permanently the transmission (real time) of voice messages 12. Increasing the data rate (quasi-real time) of text messages 13. Ensuring the access to the internet and local communications, to improve the context comprehension

Mitigation of the cartographic deficit (coherence lacks, inaccuracy, low resolution) and improvement of access to observation (information transmission guaranteed and fast update ), not only for topography but also for people localization and movements detection 15. Informing with more precision and quickly on the evolution of weather conditions 16. Improving the European global capability about signals intelligence (interception, listening, jamming) and getting better equipped capabilities of the European forces, as international police 17. Availability of robust and reliable information transmission systems 18. Improving positioning capabilities through a real-time positioning system and a vehicle tracking system linked both to alert systems in real time and to search and rescue systems 19. Being independent from the USA 20. Improving the capabilities in terms of bandwidth, secure connections, broadband communication and real-time availability to transmit contextual information to processing centres, or conversely to transmit processed information to the filed of operations in timely fashion 21. Easy deployment of non bulky telecommunications terminals 22. Using a systematic approach to the issue of setting up proper communications infrastructures and providing related services: Fixed Satellite Services (FSS) Mobile Satellite Services (MSS) Data Relay Services (DRS)

15 ISICOM: Spectrum Needs The regulatory aspects are fundamental for the successful development and provision of Space Communications Services: Space-based applications can only be deployed if spectrum is available! ISI has already identified a number of spectrum and regulatory threats impacting future Satellite Communications systems like ISICOM, e.g.: the different uses of the same frequency band in different Countries the assignment of new terrestrial services to the Satcom frequency Bands the proposals to make more intensive use of important spectrum parts for terrestrial service recommended approaches could imply the reconsidering of spectrum, technology and R&D policies in favour of more hybrid satellite/terrestrial use of spectrum A proper standardisation roadmap and related implementation guidelines for ISICOM are being developed
