2 Collaborating to enhance international subsea well control capabilities For the first time on this scale, the world s leading oil spill response organisation and nine major oil and gas companies are working together to enhance international subsea well incident intervention capabilities. Oil Spill Response Ltd (OSRL) and the Subsea Well Response Project (SWRP) are collaborating to make a new integrated well incident intervention system available to the industry. Designed for a variety of conditions, this system aims to enhance the industry s capabilities to respond to a subsea well control incident around the world. Companies across the oil and gas industry have the opportunity to benefit from this equipment through membership of OSRL and a supplementary agreement. New subsea well capping equipment for the industry The integrated intervention system includes well capping and dispersant equipment that can be deployed internationally in the event of a subsea well control incident. The system builds on existing industry experience and has been designed following research into potential incident scenarios and geographic variations in weather, ocean and oil conditions. Key features The intervention system includes: o Four capping stack toolboxes o Two hardware kits for the subsea application of dispersant at a wellhead Equipment will be stored and maintained across four regions for swift international deployment: Northern Europe, South America, Africa and Asia-Pacific The intervention system is designed to handle most subsea oil well incident scenarios around the world.
3 Standardised capping platform Retrievable Choke Flow Line Connector Acoustic Transponder Outlets with Dual 5¹ ₈ 15k Gate Valves ROV Panel Lower Connector The 10k system The 15k system 7¹ ₁₆ 10k API Hub H4 Mandrel Retrievable Choke Flow Line Connector Retrievable Choke Flow Line Connector Dual 7¹ ₁₆ 10k Gate Valves Acoustic Transponder 18¾ Dual 15k Rams Acoustic Transponder Outlets with Dual 5¹ ₈ 15k Gate Valves Outlets with Dual 5¹ ₈ 15k Gate Valves ROV Panel Lower Connector ROV Panel Lower Connector The four capping stacks (both full bore and reduced bore) are designed into a standard configuration with common pipework, valves, chokes and spools all rated to 15kpsi. The key difference is the use of 7¹ ₁₆ 10k gate valves for the 10k stacks and 18¾ 15k rams for the 15k stacks.
4 Emergency preparedness Capping The capping stack toolboxes include four capping systems - two 18¾ bore capping stacks developed to handle pressure up to 15kpsi and two 7¹/₁₆ bore capping stacks designed for pressure up to 10kpsi. All four stacks are designed from one common core structure giving greater component compatibility and flexibility to handle a variety of scenarios. The capping stack toolboxes have been designed, optimised and standardised to meet the majority of anticipated oil well conditions in deep water drilling around the world. Capping stack toolboxes are designed to handle pressure up to 15kpsi Designed for subsea wells in water depths up to 3000m Transportable by sea and/or air Available for International use International certification body Det Norske Veritas (DNV) will assess the capping stacks for a DNV Certificate of Fitness for Service Subsea Dispersant Subsea application of dispersant at the wellhead is an integral part of capping operations. It will both create safer surface working conditions for response personnel and enhance the degradation of the oil. The subsea dispersant kits include dispersant wands, associated manifolds and hoses, and debris clearing equipment with cutting, grappling and dragging tools to gain access to the blowout preventer where necessary. Deployment Effective incident response relies on the timely transportation and deployment of equipment at the incident site. The intervention system has been designed to have the right equipment stored in the right locations to meet this fundamental requirement. The intervention system is designed to be rapidly transportable by sea and/or air and will be stored across four international locations in Northern Europe, South America, Africa and Asia-Pacific. These locations are selected for international reach, strong transport links (by sea and/or air), to reduce logistical challenges and to further enhance international readiness. OSRL will store and maintain the equipment ready for transportation. In the event of an incident, OSRL will transport the required equipment from the storage location to a nearby airport/port for onward transportation to the incident site by the well operator. What is OSRL? OSRL is the largest international industry-owned co-operative and global provider of oil spill response and preparedness services. This includes not only rapid response to oil spills in different parts of the world, but also the provision of training, consultancy and other support services to help reduce the impact of an oil spill. OSRL s members account for a significant proportion of global oil production. OSRL s collaboration with SWRP enhances the breadth of expertise and equipment OSRL members can access in response to an oil spill. Arrangements like this are at the heart of OSRL s constant ambition to further develop and improve response capacity for major incidents and oil spills around the world. This new intervention system builds on expert study and positive input from industry regulators. Keith Lewis, Project Manager, Subsea Well Response Project What is SWRP? The Subsea Well Response Project is a non-profit initiative between nine major oil and gas companies, working together to enhance the industry s capacity to respond to subsea well incidents. It was launched in May 2011 on the recommendation of the International Association of Oil & Gas Producers (OGP) and comprises experts from, and is resourced by, BG Group, BP, Chevron, ConocoPhillips, ExxonMobil, Petrobras, Shell, Statoil and Total. Since its launch, SWRP s technical experts have been researching intervention requirements to identify an integrated response system that could enhance subsea well incident response capabilities. SWRP s aim is to make this equipment available if needed not only to the nine SWRP members, but for oil and gas producers around the world to use.
