Doug Phillips and Michelle Adams are the originators and the development team for the newsletter. We look back at the successful DP Conference in October, and the 5 new Guidance documents that were posted for comments on the website. One document, the TECHOP - A METHOD FOR PROVING THE FAULT RIDE-THROUGH CAPABILITY OF DP VESSELS WITH HV POWER PLANT we expected would benefit from a workshop style introduction because it was a major step up from convention. So an all day workshop was held in September in Houston with good participation from technical departments of vessel owners, Class Societies and key electrical system suppliers. There was good feedback and encouragement. Since then there was a workshop at the IMCA seminar in November, though this was only 90 minutes the pre-read helped people engage and again was good positive feedback. It is now up for public comment on the website. Then we will update and publish. P R O F E S S I O N A L D E V E L O P M E N T T H R U S T E R G U I D E L I N E S C O M M I T T E E C H A I R P E R S O N S P O T L I G H T Looking ahead in near term we will soon have a new website, with updated code and appearance, but conference papers and other features will still be on the site. When the new site is operational in 1Q you will be able to register to receive an when new content is posted. The Offshore Energy Center is considering industry awards for DP reliability and we are working with them to identify the most significant developments for consideration. This is a stressful time for the industry and I hope this event is painless for all of our readers. Best regards, Chairman

2 Page 2 N E W S I N B R I E F It appears that several vessel fleets are adopting or are considering adopting ASOG s or their equivalent per MTS Guidance. Some of them fleet wide and some even on the vessels they might charter in. Edison Chouest, Hornbeck, Oceaneering, Bourbon, Tidewater, Harvey etc. The US Coast Guard has issued the following To address this performance disparity, we propose to incorporate IMO MSC/ Circ.645 into regulations as mandatory provisions. We also propose to adopt in regulations DP guidance issued by the Marine Technology Society (MTS) as mandatory provisions to provide owners or operators of DP MODUs and other vessels essential information on how to meet some of the requirements in this notice of proposed rulemaking (NPRM). USCG have asked MTS DP Committee to be technical advisors to them for their discussions at IMO over changes to IMO 645 DP guidance. This will be Suman, Pete and Doug. Fault Ride Through Workshop (Houston, TX, Sept 2014). Guidance was the most productive in 2014 having issued four TECHOPS and had two Fault Ride Through workshops. MTS DP Workshop (Houston, TX, Oct 2014). The website is coming along. The DP conference and workshop were sold out and 45 attended the Fault Ride Through workshop (pictured right). We are going to try and have a monthly conference call between all committee chairs to share ideas. There will be a DP Conference Committee meeting in January. Steve has yet to give out details. 5 C O M M I T T E E C H A I R P E R S O N S P O T L I G H T Howard L. Shatto is the father of Dynamic Positioning. A Yale graduate with a Bachelors in Electrical Engineering, much of his career with Shell Production and Drilling dealt with DP and developing other deepwater exploration and production capabilities. Howard holds 35 U. S. patents and was directly involved in many firsts in the industry: First automatic DP system on Shell's Eureka core drillship in First full-fledged DP oil exploration drillship, Sedco-445 in First ROVs for drilling support in1960. First calculation for maneuvering on anchors in The ability to maintain position over wells drilled in deep water without the use of mooring has contributed greatly to the industry s ability to drill successfully in deeper water. Today some 1500 DP systems have been built worldwide using Howard s initial concepts. In 1983, Howard was responsible for upgrading the Discover Seven Seas DP system from 6,000 feet to 7,500 water depths and rougher seas. This was the first use of the more secure and highly accurate long base line acoustic position sensing for DP input. With his participation in the first use of Failure Modes and Effect Analysis for DP systems in 1983, and his first use of satellite position sensoring in 1986, the MTBF (Mean Time Between Failures) for that system was improved six-fold. He also replaced the submarine used for drilling support on the DSS with a work class ROV, establishing the role of the ROV for deepwater intervention operations. Since retiring from Shell in 1987, he has consulted for all the major oil companies, as well as many of their drilling and construction contractors. He has worked on design, evaluation and sea trials for some 30 world-class DP vessels, and has assisted the U.S. Navy with the design of its proposed Mobile Offshore Base. Howard has been a member of the Technical Advisory Panel for the multi-national Ocean Drilling Program for Earth Sciences since He is the founder and Chairman of the DP Committee of the Marine Technology Society, and a Fellow of the MTS. In 2000, Howard was inducted to the Offshore Energy Center Hall of Fame, and received the Offshore Technology Conference Distinguished Achievement Award in 2001 and Lifetime Achievement Award in In 2007 he received the Blakely Smith Medal for outstanding accomplishments in ocean engineering. Howard has authored papers at OTC, SNAME, World Petroleum Congress and at DP Conferences, as well as writing a chapter on ROVs for the Ocean Engineering Handbook. His passion for improving DP reliability has been instrumental in helping the DP industry achieve an enviable safety and dependability record.
