2 In the event of an oil discharge or the substantial threat of a discharge from an offshore facility seaward of the coastline, BSEE has primary responsibility for monitoring and directing all efforts related to securing the source of the discharge and reestablishing source control.

3 BSEE worked with the US Coast Guard and the NRT during the last revision of the IMH to incorporate lessons learned during Deepwater Horizon The Source Control Support Coordinator role was created to ensure the FOSC has the appropriate technical expertise to address source control issues during an incident The SCSC is the principal advisor to the FOSC for source control and should be provided by the federal or state agency with regulatory authority over the facility

4 BSEE has primary responsibility for monitoring and directing all efforts related to securing the source of a discharge and reestablishing source control during an incident involving a discharge from an offshore facility. BSEE has a deep pool of technical expertise to drawn on Inspectors Petroleum Engineers Geoscientists Divers Marine Archeologist and Biologist Planners Researchers

6 Source Control Support Coordinator (SCSC) The principal advisor to the FOSC for source control issues. Serves on the FOSC s staff and is responsible for Providing source control support for operational decisions Coordinating on-scene source control activity. Source Control Branch Director (SCBD) Responsible for minimizing or stopping the flow of oil from the offshore pipelines and well blowouts. Develops and maintains the source control plan Models flow rates Activates and oversees functional groups

7 Flow Modeling Group Supervisor (FMGS) Responsible for determination of flow rate ranges Utilize the current data to run the Well Containment Screening Tool Development of soft shut-in procedures for use in Capping Stack or Cap and Flow projects. Source Control Containment Group Supervisor SCGS Responsible for coordinating source control containment projects Coordinating relief well operations Source Control Dispersants Group Supervisor (SDGS) Provides support and/or applications of dispersant in the subsea environment Help develop subsea dispersant plan Apply for authorization to use subsea dispersants Ensure Compliance with subsea dispersant plan

9 BSEE and USCG under a contract with HDR have developed Job Aids for the new well containment positions identified in the IMH. Job Aids are voluntary document to provide guidance to personnel filling the role. HDR has field tested the Job Aids at three separate operator exercises Statoil August 2014 LLOG August 2014 BP November 2014

10 BP conducted its annual SMT exercise in Houston November 4 and 5 Scenario: The West Sirius MODU was drilling in the Hopkins field in GC 627. Rig activated the EDS. The LMRP disconnected but there was still oil discharging from the top of the BOP. BSEE personnel participated as players: Source Control Support Coordinator Deputy Source Control Branch Director Technical Specialist in Engineering Services (Flow Modelling) Group Capping (Source Control Containment) Group

11 BSEE s role in the UC is collaborative Develop a BSEE response plan for incidents Identify additional response personnel Identify necessary qualifications and training for personnel Identify resource requirements for deployment Develop a list of decisions/authorities BSEE will implement during a response BSEE staff responsible for incident response should regularly participate in an oil spill exercise Get a copy of the IMH and ICS job aids for everyone responsible for deployment Continue to promote the agency's response role among the response community, other Gov't agencies, and the public. Develop BSEE Incident Response Team acronym and logo
