3 JITC MISSION To support the DoD s C4I goals by providing test, evaluation, assessment, and certification i services for the Joint Services, Commander-in-Chiefs (CINC s), Joint Task Forces (JTF s), Military Services, Agencies, allies, and private industry. To provide technical expertise to CINC s/services/agencies requests for assistance. DoD Directive , DoD Instruction , and Chairman Joint Chief of Staff (CJCS) Instruction B that outline the basic interoperability and standards conformance requirements and identifies the JITC as DISA s test center for certification of such requirements.

14 MIL-STD B/141B 110B/141B ISSUES ISSUE #3: The required data rates for an HF Modem to comply with MIL-STD B are somewhat ambiguous; a. Table 1 in paragraph p 4.1 indicates and HF Modem (3kHz Channel) should operate at data rates bps (PSK) and 150 bps (FSK). b. Paragraph 4.2 states all data modems shall comply with applicable requirements of paragraphs through c. Paragraph indicates all data Modems shall operate at signaling and modulation rates 50 and multiples of 75 up to 9600 bps.
15 MIL-STD B/141B 110B/141B ISSUES ISSUE #4: Inparagraph ofMIL-STD B where the PREAMBLE SEQUENCE (0,1,3,0,1,3,1,2,0,D1, D2, C1,C2,C3,0) is discussed, there is no automatic feature for selecting 0.0 second (no interleaver) mode of operation - only short and long interleaver modes. 16 MIL-STD B/141B 110B/141B ISSUES ISSUE #5: Paragraph h42625i in MILSTD MIL-STD B 110B incorrectly states that clock period shall have a 60% duty cycle. The duty cycle should be 50%. ISSUE #6: Phase Noise requirement for fixed site and dtransportable t long-haul l radio transmitters in MIL- STD B of -155 dbc/hz for frequencies more than ±5% of carrier frequency (F o ) is an extreme requirement that needs to be carefully reviewed.

No Reference Signal Generator required. DISADVANTAGES: a. Cost (>$60k) (Phase shifter required in lieu of Reference Signal Generator). b. Manual tuning required to obtain quadrature signal. c. Measurement range limited to 1/(2* d ) at a single test frequency, which could prevent a continuous plot of phase noise across HF band at the test frequency.

25 100 th Anniversary of 1 st Trans-Atlantic Communication On 12 December 1901, Mr. Guglielmo Marconi, was first to demonstrate long-haul HF communications. Mr. Marconi successfully received the first over-the-air Trans-Atlantic Communication (letter S ), using a radio receiver made of only 12 components and a kite for an antenna. The transmitter (a spark gap type) was located in Cornwall, England, which was approximately 3500 km from Mr. Marconi s location on the coast of New Foundland.
