5 From EASA to ELSA Under the mandate of the European Commission, late in 2013, EASA began an investigation into the observed performance issues of VDL/2. The report was published in April EASA made 10 recommandations, among which: o o o Implement VDLm2 Multi-Frequency The overall locations of VHF ground stations (VGSs) should be designed according to the intended service coverage (airport surface, TMA, en route). This would mean selecting the appropriate frequencies and adjusting the emitting power of the VGSs according to the required service coverage. There should be a technical trade-off analysis of the constraints and benefits arising from a distributed infrastructure compared to a fully managed infrastructure up to a fully centralized model Following the EASA report, the European Commission requested the SJU to analyze and prepare the inclusion of the EASA recommended actions in the SESAR Work Program. 7 ELSA Recommandations on VDLm2 MF Ground Network 1. Improve the VHF Ground Station (VGS) network and fix the ground system issues Use a dedicated channel for transmissions at the airport in regions with high traffic levels in en-route. Use alternative communication means for AOC in the airport domain to off-load the frequencies used for CPDLC. 2. Progressively implement additional VDL2 frequencies in accordance with the traffic level. 3. Optimise the en-route VGS network coverage. 4. Ensure the availability of a fifth VDL2 frequency (at a minimum). 5. Use the CSC as common control channel only, unless traffic level is very low. 6. Implement ELSA recommended protocol optimization: limit AVLC frame size. 7. Start implementing the transition roadmap to the MF VDL2 target technical solution: Introduction of alternate channels using reserved frequencies, addition of frequencies, and transition to one managed MF VDL2 network per Service area Copyright SITAONAIR

9 SDM CEF2016 The EC mandated the SDM to implement the recommendations of the ELSA study SDM nominated as European Data Link Project Manager CEF2016: The SDM channels more than 300 MEUR from INEA European funds to the data link project The EC nominated SDM as Data Link Program Manager in Europe An important consortium of s and CSPs, lead by ENAIRE and ENAV, is submitting a very important Implementation Project, comprising: Path 1: Stream 1: Migrate countries from ELSA Model A to ELSA Model B led by ENAIRE Stream 2: Migrate countries (Italy) from ELSA Model C to Model C with MF led by ENAV Path 2 led by ENAV: study future deployment of ELSA Model D Copyright SITAONAIR
