1 ATTACHMENT TO MEP SUPPLIER SCOUTING OPPORTUNITY SYNOPSIS: LIRR Additional Details and Specifications for Bombardier Serial Transponder JGA Transponders, which are mounted in the gauge of the train tracks, interface with scanner antennas mounted on the underside of trains. Each transponder is configured to convey information to the onboard computer (OBC) specific to that transponder's location and purpose. Information is passed through the air gap to the OBC as a single telegram consisting of a set of data packets that are pre-programmed into the transponder. The communication between the transponder and the on-board scanner antenna is based on inductive coupling. The scanner antenna transmits a signal with a frequency of 27 MHz in order to power up the transponder electronics. The transponder then transmits the pre-programmed information at a rate of 50 khz by means of 4.5 MHz bursts. Transponders are utilized in the rail industry as part of a system for train control applications. There are several types and configurations widely used in Europe and other countries. Specifically in the North East Corridor (NEC) of the United States associated railroads in this area are installing transponders as part of ACSES II to implement Positive Train Control (PTC). The ACSES II System utilizes passive (fixed) transponders located along the route to communicate with onboard equipment as the train passes. The transponders are installed at home signals, distant signals, and at other signal, block point, or cut section locations as needed. The data provided by the transponders allows the onboard ACSES II Subsystem to determine location and direction along the track and provides important data for the territory ahead including permanent speed restrictions and wayside communication information. Transponders shall conform to each of the following requisites: 1. Transponders shall be completely self-contained, requiring no internal batteries, external cables or other sources of energy. Energy furnished to the 4.5 MHz transmitter shall be derived solely from the incoming MHz signal produced by the locomotive-carried scanner. The RF output shall be nil while the transponder is subjected to any other electromagnetic or RF field. 2. Transponders shall not be damaged or degraded when subjected to prolonged energization by a stationary scanner standing directly over the transponder. 3. All material elements of the transponder shall be designed to endure a 20-year service life under the environmental and operational conditions normally encountered, including: i) -40 C to +85 C operating temperature range ii) Humidity 0% to 100% condensing iii) The transponder shall function normally without impairment or degradation at each parameter limit, independently or in combination, specified in AREMA , table , for Class A applications (roadbed). Additionally, the transponder and its mounting appurtenances shall successfully endure, without limitation, any higher level of shock and vibration caused by nearby rail joints, irregular track condition, special track construction, flat wheels, tamping or similar circumstances as may occur during normal railroad operation. iv) Corrosion, fungus and ozone resistant materials throughout.

Electromagnetic Compatibility General i) The transponder shall not cause electromagnetic interference and shall accept interference from other sources without degradation or loss of functionality and safety. ii) The Systems Integrator shall provide systems and components that are compliant with MIL- STD-461F, Requirements For The Control Of Electromagnetic Interference Characteristics Of Subsystems And Equipment. iii) Electrical and electronic components shall operate without being adversely affected by or emitting electromagnetic interference (EMI) and radio frequency interference (RFI) emissions. Transmissions from components, either radiated or conducted, shall not cause interference to other Railroad components. 5. Electromagnetic Interference - Communications and Signal components shall not be adversely affected by any electromagnetic frequency and shall not interfere with the transmission and reception of the following established Railroad frequencies: i) Audio frequencies for overlay track circuits, highway crossing approach and island circuits, and electrical lock circuits at the following frequencies; 156, 211, 285, 348, 430, 525, 645, 790, 970, 1180, 1450, 1770, 2140, 2630, 3240, 4000, 4900, 5900, 7100, 8200, 8300 Hz; 10, 11.5, 13.2, 15, 15.2, 17.5 and 20.2 khz; Hz for grade crossing predictor units (GCP). ii) Audio frequency overlay for other train control functions at the following frequencies; 525, 645, 790, 970, 1180, 1450, 1770, 2140, 2630, 3240, 4000, 4900, 5900, 7100, 8200 and 8300 Hz; 10, 11.5, 13.2, 15, 15.2, 17, and 20 khz. iii) Signal power at; Vac; and 2400 VAC; Vac and 91.6 Vac, 11,000 VAC 60 Hz and 100 Hz; 6200 VAC 3ϕ 60 Hz iv) Power Frequencies for Track Circuits and Cab Signals in the following ranges: Hz, Hz, Hz, and Hz. v) Traction Power including 25 Hz AC traction, 60 Hz AC traction, and arcing and transients associated with DC traction. vi) Automatic Equipment Identification at 902 and 928 MHz. vii) Radio frequencies at the following frequencies, in MHz; , , , , , , , , , , , , , , , , , , , , , , , and viii) Advanced Train Control System (ATCS), Incremental Train Control System (ITCS) and other Positive Train Control (PTC) system radio frequencies (including but not limited to): a. HF Band: 4.5 MHz MHz b. VHF Low-Band: MHz c. VHF High-Band: MHz d. UHF Band: MHz and MHz e. Unlicensed Microwave Band: MHz f. WiFi Frequencies; MHz, and MHz 6. Transponders shall be fully independent of and separable from the mounting bracket, allowing transponders to be installed or exchanged without disassembling or otherwise disturbing the position or adjustment of the mounting bracket.
3 7. Transponders shall attach to the mounting bracket so that the transponder may be oriented with its X-axis facing in either direction along the track. The mounting arrangement and shall not allow transponder to be incorrectly mounted sideways with respect to Y. The mounting shall also not allow upside down mounting with respect to the Z-axis. 8. Transponders utilizing programming plugs shall permit insertion and removal of the plug while the transponder is mounted in its normal operating position. 9. Transponders shall respond to messages generated by the portable test unit for verification of the transmitted data (packages) and quality of 4.5 MHz signal. 10. Transponders shall exhibit symmetrical RF field patterns on the X and Y-axes. 11. Transponder design shall be universally applicable to all operating conditions including train speed, track construction, signal / traction system. 12. Transponder shall not bend, sway, vibrate or shift position when mounted in its normal operating position. There shall be no perceptible movement of the transponder relative to the bracket and crosstie upon which it is mounted. 13. Transponders shall attach to a single, independent crosstie. 14. Transponders shall be centered over the crosstie to which it is affixed. 15. Transponders shall not be affixed to the running rails or rail fasteners. 16. Transponders shall not be loosened or displaced by vertical movement (pumping) of the crosstie. 17. Transponders shall fit within the available space between the rails including guard rails where present. No portion of the transponder or mounting bracket shall extend into a plane one inch below the running surface of the rail anywhere between the gauge faces of the rail. 18. Transponders shall be readily removable and immediately reusable. 19. Transponders shall be completely self-contained. Shall not require tuning or similar adjustments during the installation process. Shall not require select-at-test components. Use of loose parts such as washers, elastomer pads, etc., shall be minimized or eliminated. 20. Threaded fasteners may be USS, SAE or ISO (metric). Holes and slots provided for threaded fasteners shall be sized to allow ready interchange of similar size fasteners among the various types. Where galvanizing, paint or other surface treatment is applied, holes shall be oversized for proper fit. 21. Vendor s service literature shall provide a recommended torque value for each threaded fastener. 22. Proper alignment of components shall be readily ascertainable while the transponder is mounted in its normal position. 23. Installation and adjustment shall not be affected by rain, snow, ice or temperature extremes.
4 24. Exposed surfaces and projections shall not pose a slipping, tripping or impalement hazard. Exposed surfaces of the transponder shall be nonconducting, corrosion and UV resistant. Flat surfaces shall be provided with a non-slip embossing or texture. The transponder shall be provided with a durable, colorfast high visibility finish. 25. Transponders shall not shunt the rails. A surface creepage distance of no less than three inches shall be maintained between all conducting surfaces, which must remain electrically isolated. 26. Transponders shall not have recesses or voids where water, ballast, debris, insects or other foreign objects may accumulate. 27. Transponders shall not be damaged or permanently displaced by a person up to 350 lbs stepping, standing on or kicking the transponder or its mounting assembly. 28. Transponders shall be theft and tamper resistant. 29. Transponders shall be corrosion resistant. Shall not be adversely affected by UV exposure, moisture, creosote, diesel fuel, lubrication/hydraulic fluids, de-icers, herbicides, traction adjuvants, graffiti, and other common sources of environmental degradation. 30. Transponders shall be easily installed, adjusted and removed without the necessity of digging ballast from cribs. 31. Transponders shall be constructed of easily deformable or frangible materials to minimize derailment risk when struck by dragging equipment. 32. Transponders shall not be damaged or displaced by snow clearing operations. 33. Transponders shall not interfere with visual track inspection, rail flaw testing, track geometry measurements, etc. 34. Individual transponders shall be packaged and delivered without programming plugs, if transponders rely on programming plugs, or mounting brackets. 35. The number of differing tools, gauges, jigs, etc., required for mounting and adjusting transponders shall be minimized. 36. Missing, loose, worn, distorted, or broken components shall be readily detectable by visual inspection. 37. Transponders shall be marked with part number, serial number, date code and revision level. Markings shall be plainly visible when the transponder is assembled to the bracket in its normal operating position. A. Sample group of 25 transponders submitted for First Article Inspection shall be subjected to the following tests performed by the Systems Integrator. 1. Each transponder shall be functionally tested using a portable test unit following completion of each step in this series of tests. Transponders found to have electrically failed but which are otherwise intact and show no visible defects shall continue to be tested in the successive steps.
5 2. Transponders shall be mounted in a fixture, which accurately mimics the stresses imposed by the transponder mounting bracket. 3. Programming plugs, where required, shall be inserted and the transponder shall be fully operational. 4. Shock and vibration: Perform 20 twelve minute logarithmic cycles from 5 to 200 Hz in each of three orthogonal axes as follows: i) Vibration: 5 to 20 Hz at 0.4 inch displacement ii) Vibration: 20 to 200 Hz at 8.4 Gs iii) Shock: 20 G peak iv) Transponders shall not exhibit abrasion, breakage or visible cracking during or after shock and vibration tests. 5. Freeze/thaw: Following the shock and vibration tests, transponders shall be surrounded by 3 of water/ice. The temperature shall be continuously cycled from 40C and to +85C in eight-hour periods for a total of 144 hours. Transponders shall not exhibit visible cracking or leakage during or after this test. 6. Leakage: Immediately following freeze/thaw tests, transponders shall be wiped dry, placed in a vacuum chamber and subjected to a vacuum of.30 inches of mercury for 20 minutes. No evidence of moisture outflow from the transponder shall appear.
