One effcent soluton to releve congeston s the locatng AC devces. UC s one of AC devces that causes the loadablty enhancement n heavy power corrdors by controllng the power flow. he optmzaton method s numercally solved usng general algebrac modelng system (AM software. he soluton procedure uses from a nonlnear programmng (L and mxed-nteger nonlnear programmng (ML to solve the optmal locaton and AC settng that has been ncorporated n the optmal power-flow problem. o verfy and valdate the effectveness of the proposed method, t s appled to EEE 14-bus system and 4-bus Relablty est ystem (R, and the obtaned results have been presented and dscussed. Re-dspatch of generaton n a manner dfferent from the natural settlng pont of the market. ome generators back down whle others ncrease ther output. he effect of ths s that generators no longer operate at eual ncremental costs.. Curtalment of loads and the exercse of (not-costfree load nterrupton optons. Optmal locaton, approprate sze and settng of AC devces are mportant n the deregulated electrcty markets. On one hand, there s consderable rsk n the nvestment of AC devces because of the hgh cost of AC devces and the uncertan market transactons [4, 5]. A lot of researches are done to mplement AC devces n order to manage congeston of transmsson systems, and some methods based on Optmal ower low (O are presented to solve the problem and fnd the locatng and szng AC devces. ome methods based on senstvty analyss have been used to fnd optmal placement of AC devces for congeston management[6-8]. Although, these methods have good performance to locate AC, they may not capture the nonlnearty assocated wth the system. rorty lst method for CC allocaton n order to congeston management has been proposed based on the locatonal margnal prces (LMs [9]. Heurstc technues such as partcle swarm optmzaton (O and genetc algorthm, have been used to fnd optmal locatons of AC devces n order to mnmze the cost nstallaton and to mprove system loadablty [10-11]. n ths paper, a new approach s proposed for congeston management by optmal locaton of AC devces and evaluatng the mpact of optmal allocaton on the system operaton n order to mnmze nvestment cost of devces and mzaton the beneft. ML program s used to determne the optmal locaton and settng AC devces.. AC DECE AC MODEL AD CO UCO A. UC operaton and ts tatc Model (Headng Unfed ower low Controller concept was proposed n 1991 by yugy. As shown n gure 3, UC conssts of seres and parallel transformers, two voltage source converters, and a DC lnk [1]. 4

Converter 1 provdes the real power demanded of converter at the common DC lnk termnal from the ac power system. hus the Converter 1 s capable to support the real power exchange resultng from the seres voltage necton. Also converter1 can generate or absorb controllable reactve power and provde ndependent shunt reactve compensaton for the lne. Converter s used to generate a voltage source at the fundamental freuency wth varable ampltude (0 and phase angle (0 φ π, whch s added to the AC transmsson lne by the seres connected boostng transformer. hs voltage source can be used for drect voltage control, seres compensaton, phase shfter, and ther combnatons [13]. UC can control all three effcent parameters of power flow.e. voltage, lne mpedance and phase angle by smultaneously or selectvely control the actve and reactve power. Modelng of AC devces evaluated based on the performance of dynamc or statc system. Where the locaton of AC devces s consdered n order to reduce congeston n the statc studes, generally the statc models of AC controllers have been used. ower necton model of AC controllers s an approprate model for studes of congeston management n statc applcatons [14, 15]. n ths model, a certan amount of actve and reactve power nected to the node. he euvalent crcut of UC placed n lne-k connected between bus- and bus- s shown n gure.. UC has three controllable parameters, namely, the magntude and the angle of nserted voltage and the magntude of the shunt transformer reactve current. As socal welfare n a perfectly compettve market s at mum, any complcaton n an economc or techncal sense wll subseuently decrease welfare. gure.4 depcts a related stuaton takng nto account transmsson congeston. Due to network congeston n the uas-eulbrum pont two prces exst: one related to the consumers wllngness to pay (p d and one gven by the margnal cost of producton (p g. Hence, the market operator collects a rent, whch s known as the so-called congeston rent (CR. he trangular left to the congeston rent represents the deadweght loss (DW. he deadweght loss s ncurred by the fact that less energy can be traded leadng to a loss of welfare n general [18]. gure 5: ocal Welfare and transmsson congeston he proposed algorthm conssts he L and ML optmzaton problems are modeled n AM.4 software and solved usng O and DCO solvers, respectvely [19]. EEE 14-Bus est ystem he network data for EEE 14-Bus system s avalable n [0]. he cost and beneft coeffcents for generators and loads have been modfed and the capacty of the ne1- decreased from 34 MA to 10 MA. able 1 shows the obectve functon for cases 1 to 3.
