2 February 19, 2014 In 2012, the FCC mandated that all Public Safety Radio Spectrum migrate to narrow band frequencies. The effect of this mandate was to allow more spectrum for users, but also resulted in decreased coverage area for Public Safety Responders. Since the mandate, the individual agencies have attempted to mitigate the loss of coverage area by purchasing new radio equipment or secondary stations throughout the County. The effect was negligible. In 2013, the Weakley County Sheriff s Office had numerous high priority critical incidents, some of which included pursuits, assaults on officers and officer involved shootings. During many of the incidents, ineffective radio communications placed the lives of officers and the public at a high level of danger. With nearly 50 law enforcement officers (and numerous other first response personnel) using the current tower, it is imperative that a solution be implemented. After several months of study, the best solution was found to be increased tower height. Due to FCC licensing, the current repeater system has a maximum output of 100 watts. Even with the addition of four voter locations, communications between officers is still limited on the perimeter of the County and in low lying areas. Currently, the Weakley County Sheriff s Department, Weakley County Highway Department and the Weakley County Fire Comm repeaters are at a maximum of 180 feet. The solution proposed is to erect a 330 foot self-supporting tower behind the Correctional Complex. With the change in tower height and ground elevation, this will double the height of the current Public Safety tower. The effect will be higher radio wave penetration levels throughout the County, both with mobile and handheld users. The expected budget, with the cost sharing components outlined below, will be $375,000. In Tennessee, Districts may expend funds for communications systems under the TN Revenue Standards. Current reserves of the District, including available grant monies from the TN Emergency Communications Board, should be sufficient to assist in the funding of this project and still retain a viable system in Weakley County. At the request of the Board of Directors, the Office has laid out the following plan for the design and implementation of this solution. Respectfully Submitted, Weakley County District

3 IMPACT This project will have a direct impact on multiple response and public service organizations within Weakley County, including: Weakley County Sheriff s Office Weakley County Highway Department Weakley County School System Weakley County Bus System Weakley County Greenfield Police Department Dresden Police Department Gleason Police Department Palmersville Fire Department Como-Ore Springs Fire Department Sidonia Fire Department Pillowville Fire Department Latham Fire Department Dresden Fire Department Sharon Police Department Weakley County Weather Alert RESPONSIBILITIES PHASE I The Weakley County EMA Office will work with the Weakley County Commission to approve a budget line for capital expenditures for the tower project. Items expended from this fund will be reimbursed by the Weakley County District up to an amount of $375,000 and in compliance with funding regulations. The Weakley County EMA Office will provide a bid document to the Department of Finance detailing the project for public release. The Department of Finance will follow internal procedures for bid solicitation. The Weakley County District will make funds available via impact payment, as detailed out in a Memorandum of Understanding, to the Weakley County EMA budget prior to invoices being paid by the Weakley County Finance Department. The Weakley County Highway Department will place a 15 wide gravel drive from the southwest corner of the perimeter fence of the Correctional Complex, to run approximately 680 feet parallel to the south perimeter fence and up to the tower site. The Highway Department will also provide gravel for the tower site fenced area (approximately 40 X 40 ) upon completion. The Weakley County EMA Office will have the site tested to ensure 4000 lb load bearing soil prior to moving into Phase II. The EMA Office will also work with bid awardee to file the appropriate paperwork with the FCC, APCO and the FAA. PHASE II The Weakley County EMA Office will work with the contractor to ensure tower placement and correct alignment of antennae and coax.

4 PHASE III The Weakley County EMA Office will continue work with the contractor to ensure correct installation of a 16 x 16 block building, 500 gallon LP gas tank, 15 KW generator and perimeter fence. The Office will also coordinate with the WCMES for the installation of buried primary electrical circuit from an existing pole on the south side of the Correctional Complex to the tower location. The Weakley County Sheriff s Department will be purchase a new repeater system with voter control for the site from current Drug Control Funds. The expected cost of the repeater, amplifier, duplexer, power supply and voter control unit is $11,000. The EMA Office will purchase four sections of ½ inch coax (220 each), antennae, mounting hardware and labor from the tower project budget. The Weakley County Office will be responsible, at project completion, for monitoring power output, reflected power, room temperature, AC power failure and LP gas levels henceforth.

7 Specifications for Bid Proposals The tower shall be a solid rod, galvanized tower with EIA grounding, anchor bolts, climbing ladder, lightning rod, 6 Hole waveguide ladder, safety climb 10 foot wave-guide bridge. The tower is to meet EIA/TIA 222-G to withstand 90 MPH wind with no ice and 30 MPH wind with one inch ice, structural class II, topographical category 1 and exposure category C. The tower is to be built to handle 10 DB224 antennas at 330 feet mounted on a 10 foot sector frame with 1 5/8 inch hardline, 12 8X1 panel antennas, 6 RRU s and 6 RRH s fed by 12 x 1 5/8 inch hardline, all mounted on a 12 way heavy duty sector frame at 250 feet, 2 6 foot solid dish fed with EW63 at 160 feet. Four sets of P. E. stamped drawings will be furnished. Tower to be constructed to tower manufacturers specifications. A soil test will be required by an independent contractor and must meet 4000 lb. soil and have clear access. FAA study for obstruction of flight way and environmental study for migratory birds, Indian burial grounds and wet lands. The following will be mounted on the tower: 1 DB420 UHF repeater antenna with 350 feet 1 5/8 inch hardline connectors and grounding kits at top and bottom 2 DB224 VHF repeater antennas with 350 feet 1 5/8 inch hardline and connectors and grounding kits at top and bottom of tower 3 6 foot side arm brackets for mounting antennas 3 1 5/8 inch hoisting grips 4 ½ inch hoisting grips 1 Dual lighting with red/medium intensity flashing white system (must have alarm indication of light failure) 1 copper bus bar at base of tower db gain UHF yaggi antennas for the voting receivers with 220 feet ½ inch hardline and connectors per antenna /8 inch cable clamps 220 ½ inch cable clamps The following will need to be furnished. 1 16X16 foot concrete block building to house radio equipment with heat and air conditioning. Building should have a 3 foot metal door that swings out for the magnetic door lock. Building will be wired to code with extra receptacles at each radio location mounted in the ceiling and along walls. Lighting should be 3 rows of fluorescent lights the length of the building with reflectors. The building will be painted white for better lighting. Concrete floor will have rebar in it and painted light gray. Roof shall be asphalt shingles with 30 year warranty. 2 8PEEP polyphaser bulkhead antenna lightning protectors mounted in the wall of the building. 7 Polyphaser antenna lightning protectors 1 Tower grounding will be #2 copper ground wire cad welded to three ground rods buried at base of tower and connected to the building grounding system. 1 Grounding of the building will consist of ground rods at each corner of the building and 2 ground rods below the bulk head all cad welded to each other and the tower ground by #2 copper wire.

8 The wire is to be buried around the building and tower base. There will be a ring ground inside the building mounted 6 feet from the floor connected to the 4 corners of the building and the bulk head. There shall be a cable tray above the relay racks and a #2 ground will be installed along the tray with #6 ground wire every 20 inches to ground the relay rack equipment. 1 15KW generator, LP gas fueled, with automatic transfer switch, 100 Amp, 2 pole, single phase. Battery charger, muffler, weather proof enclosure, with three year warranty will be furnished gallon LP gas tank for the generator 2 Eaton UPS with 2 extra batteries 1 Power output, reflected power and door open alarm, LP gas levels, room temp, tower light failure alarm, AC power fail and reset capability controlled over SNMP with 8 metering inputs, 16 status inputs, 16 outputs and 4 audio monitoring inputs linked with microwave to Magnetic door lock with digital key entry and alarm panel key pad 1 Kenwood TKR850 UHF 100 watt repeater for the Sheriff s Dept. which includes the duplexer, power supply. 1 Voter system for the Sheriff s Dept. voting sites 1 Kenwood TKR750 VHF 100 watt repeater for County fire dept. which includes the duplexer and power supply 1 Kenwood TKR750 VHF 100 watt repeater for the County Highway and School system which includes the duplexer and power supply 4 Kenwood TK8180 mobiles interfaced to the voter 2 Dual rack mounts for the radios to be mounted in the relay racks 3 6 foot relay racks 1 40 X 40 foot chain link fence with 3 barbed wire strands on top and a 16 foot double gate using 2 inch line posts, 1 5/8 inch rail, 3 inch terminal posts and all structural frame work. 3 Modification of FCC license and frequency coordination for Sheriff, School and Fire licenses Coverage maps for the existing system and the new tower shall be furnished. The tower is to be built heavy enough to handle a cellular carrier near the 220 foot level.
