7 WYDOT - Rock Springs District 3 - Communications Center (moving to new building) Most Comm Centers and District offices use MW to backbone Ancillary equipment: UPS/battery backup, AT&T PBX, x-connects and miscellaneous other (no generator) Dispatcher performs local/regional WYDOT dispatch for 9-10 mountaintop radios, District telephone operator, and miscellaneous other computer systems: DMS road signage, weather, intranet LAN, RWIS (atmospheric/temperature conditions), and SSI Suggestion: Consider central WYDOT dispatch for after hours, weekends, holidays (maybe as a service to other state agencies/local governments) Fremont County - Sheriff Dispatch Coordinates: x Elevation: 5338' Four dispatch positions (all with CAD and Spillman - Officer tracking), 2-3 staff per position, operates 24x7, three positions with NCIC, one with Internet No CB (removed - not needed, most use cellular) Secondary backup for Lander (which has ham & CB) Nice EAS (Emergency Alert System) to broadcast and cable TV No direct intrusion alarms (goes to third parties: ADT -> 911 -> County Fremont County System Info: Some coverage holes Four (4) repeater sites and county on same frequencies, less than three (3) years old, upgraded for $75-85,000 with Motorola Quindar digital radios running in analog mode, has battery backup (no generator) T1 circuit from Lander to Riverton Area of coverage: Wyoming s highest point, desert, wildland, farm, and forestry Black Mountain Indian Reservation - could be kicked off anytime, site is solar/battery powered - no commercial AC power County needs commercial cellular upgrades New 100' tower at comm center (old tower at Sheriff s office is backup Can use trailers for temporary communications, if there were site problems New radio equipment shelter needs jersey barrier for physical protection Complex has 175 kw diesel generator with 17-hour tank (tested once a week for 20 minutes) and 30-minute Best UPS for all computer/telcom/radio loads (input 146 amps, output 208VAC, 111A, 40 kva, 3-phase, 4-wire, 216 volt battery) Building has 360 degree view color video/vcr BIA, BLM, City, and County have good working relationships Need more radio channels Very nice facility - building perimeter needs fence/jersey barrier November, 2003 Page 7 of 12
