During the inspection it was noted that a sewer clean out pipe had discharged raw sewage into a stormwater drainage ditch along the property (see photographs 1-5). This is a violation of the Arkansas Water and Air Pollution Control Act (a)(2) which states, It shall be unlawful for any persons to place or cause to be placed any sewage, industrial waste, or other wastes in a location where it is likely to cause pollution of any waters of this state. This is a repeat violation. During a follow up inspection on August 30, 2016 it was observed that the area had been properly remediated (see photographs 6 and 7). However, it was also noted that several clean-out pipes were left uncapped. All clean-out pipes should be capped to prevent discharges from occuring in the future and prevent stormwater from entering the collection system which may cause hydrologic overloads to occur within the system (see photographs 8-11). All areas that have evidence of recent discharge or overflows should be properly cleaned and disinfected, one such area was observed between buildings 3 and 4 (see photographs 11 and 12). Additionally, regular maintenance and inspections may be warranted to ensure all pumps are in proper working order and all clean-out pipes are capped. Below is a link to information you can purchase to give to your residents regarding materials that should not be flushed from a toilet or poured down a sink: I have also copied and included an example.
