Report Purpose: The purpose of this report is to present for Council consideration the recommended disbursement of a special Spirit of Coquitlam Grant to fund the Canada 150 Mural Mosaic project. Strategic Goal: This initiative supports the strategic goal of increasing active participation and creativity. Background: The Canada 150 Mural Mosaic project (Mural Mosaic) is a public art project initiated by a private company in Alberta and is intended to engage Canadians from coast to coast in creating a unified tile painting representing the mosaic of Canada (see Attachment l). Each mural is designed by an artist from Mural Mosaic and represents the theme a community puts forward, connecting with the theme of the railway that initiated Canadian confederation. Community painting workshops are organized for residents to paint individual tiles which are then incorporated by the artists into the final mural. The completed mural is then displayed as public art in the hosting community. A report was received by Council-in-Committee on June 6, 2017 outlining these and other details of the Mural Mosaic project. Council directed staff to create a special intake of the Spirit Grant for community groups to support, coordinate and manage the initiative for Coquitlam. Staff created a special Mural Mosaic Spirit of Coquitlam Grant application, which was made available to the public on the City website Thursday, June 15, 2017 vvith an application deadline of July 3, Information on the project and details of the application process were shared on social media, print media and through the Cultural Services Advisory Committee.

2 Page 2 July 21, 2017 The Canada 150 Mural Mosaic project, once completed, will celebrate Canada's 150 Anniversary and be an addition to the approved 2017 public art projects already under way. Discussion/Analysis: The Canada 150 Mural Mosaic Project - Spirit of Coquitlam Grant has been evaluated through the same criteria as the Spring 2017 Spirit of Coquitlam Grant Guidelines, which was endorsed by Council and is updated annually to ensure the criteria remains current, with a balanced and transparent evaluation process that ensures fair and consistent recommendations are brought forward to Council. In addition to meeting the criteria of the Spirit Grant, interested applicants were informed they would be responsible for: Working in collaboration with the artist from Mural Mosaic to design a mural theme that represents Coquitlam; Organizing the painting workshops; Include in their submission the proposed permanent location for the mural; and Assembling and installing the mosaic at the designated location. The Coquitlam Public Library has been selected as the successful applicant, and will receive $16,604 to implement the Canada 150 Mural Mosaic Project. Ordinarily the Coquitlam Public Library is ineligible for the Spirit of Coquitlam Grant. However, as this is a special Canada 150 initiative and the Library has identified capacity to undertake the project, staff are recommending this grant as a one-time special project funding. Details of the Application: The Coquitlam Public Library has developed a community inclusive project, working closely with the artist from Mural Mosaic to ensure that as many residents as possible have an opportunity to participate in the project. The Library's plan is to encourage participation from founding members of Coquitlam - Kwikwetlem First Nation, the French community, and members of other cultural group members who were first involved in forestry/lumber/gravel industries in Coquitlam - as well as partner with Immigrant Services Society, SHARE, School District 43, SUCCESS, the Tri-City Iranian Society and Place Maillardville Community Centre. The Library will also work to specifically include people with disabilities, families, youth and seniors. Each participant will be encouraged to paint a tile (within a specific colour palate as instructed by the artists) with images that are meaningful to them and reflect their experiences living in Coquitlam. 3 Page 3 July 21, 2017 The Library's application includes a promotional plan that will utilize the Library's website, social media, local newspaper, radio, activities within both branches, and the Library Link mobile library. Corporate Communications will share any of the Library's social media posts on the City's channels and on the online events calendar. With Council's endorsement of this special Spirit Grant disbursement, the Coquitlam Public Library will begin working with the Mural Mosaic team to develop a Coquitlam theme to be incorporated into the Mosaic and to provide the proposed tile painting workshops on October 20, 21 and 22, The workshops will take place in one hour time slots throughout those days and the painting activities will be directed by an artist from the Mural Mosaic team. The Library has identified both Coquitlam libraries as potential choices for the permanent installation of the completed art mural, with the City Centre branch being the preferred choice. The final choice of location for the installation of the mural will be made in collaboration with the City. Financial Implications: Staff proposes allocating $16,604 from the Community Capital Fund to support the Canada 150 Mural Mosaic project as a special Spirit of Coquitlam Grant. Conclusion: The City has identified an opportunity to be involved in the Mural Mosaic Canada ISO project through a special Spirit Grant intake. This project would supplement approved 2017 public artwork projects already underway. This disbursement recommended by staff for Council consideration has been evaluated under the existing Spirit of Coquitlam criteria and it is recommended that Council approve a grant of $16,604 for the Canada ISO Mosaic Project to the Coquitlam Public Library. 5 fel. g r-cbp- Message from Lewis Lavoie Hello, What would a unified painting of Canada look like if it was painted by expressions of our people? As an artist, I am fascinated at the thought of what the final image will be when thousands of individual paintings, created by Canadians from coast to coast, are combined into one overall piece of art. Not long after completing the first mosaic murals eleven years ago, it became apparent to us that these murals had the ability to involve practically anyone, from professional artist to "first timers", from the very young to our senior citizens. No matter what their background everyone had one thing in common, they were part of a bigger picture. From the smallest of us to the most influential, we all part of a bigger story. To me, this is the sheer definition of what a community is. It seemed that overnight, communities began asking us to create murals. Naturally, it came to me it would be incredible to create a mural that would connect our whole country. For years, I have been exploring what this would look like. Finally, the timing is perfect as Canada is about to celebrate 150 years. I have chosen the train and railroad and feel it is the ultimate theme for connecting the murals. Railways played an integral role in the process of tying regions together. My vision is to do the same with these murals. All aboard! Lewis Lavoie Key Artist/Director of Mural Mosaic Mural Mosaic Mural Mosaic began in 2003 and was founded by the trio of Lewis Lavoie, Paul Lavoie and Phil Alain. Lead by renowned artist Lewis Lavoie, the trio is based out of St. Albert A8 and have been orchestrating collaborative murals around North America invoiving artists and non- artists alike from all over the world. Their murals have been featured at such events as the 2010 Winter Olympics in Vancouver, the 2012 Summer Olympics in London, the Centennial celebration of the Calgary Stampede, the Alberta Saskatchewan Centennial of 2005, the Edmonton Centennial of 2005 and a Royal unveiling for Queen Elizabeth II. The murals have included special guest team members ranging from renowned artists to celebrity and political guests. 6 o In 2017, Canada will turn 150 years old. It is a country that has welcomed the world through its borders. To celebrate this birthday, the Mural Mosaic team is launching a bold undertaking. Over a two year span, the trio plan to create a mural including all provinces and territories, over 80,000 paintings and 150 individual murals that when united will form one gigantic mural mosaic. The mural, if ever connected would be over 365 meters wide (4 football fields) x 2.5 meters high (8 feet). The mural will represent a cultural mosaic, a time capsule, a visual portrayal of history, an art masterpiece from the soul of the nation. An art piece that fifty years from now, may inspire another generation, who will in turn be able to celebrate through the mural, and maybe take it upon themselves to add to this memory. 150 Murals in 150 Communities complete by Jiify, 20^7. < Each province and territorywili have only 5r15 in^tyidull communities who will be selected to, represenfthe" ' province and the nation. Each community will host an event inviting participants from far and wide from fkelf - region to participate and create their own community mural, which will then connect to the nation. Upon the completion of the entire Canada 150 Mosaic, each community mural will reside in the town or city where it was created as a reminder of the 150th anniversary, and the pride of the community and the nation Like the first settlers to come to the country, this project is full of ambition, adventure and the desire to trail blaze into new exciting frontiers. It will also face great challenges and obstacles. But, if history proves itself correctly, the trio of art explorers - Lewis Lavoie, Paul Lavoie and Phil Alain will find their way and en route will meet up with like-minded art explorers and something remarkable will be born.
