Todd O Banion Jane Broyles McCreary County Public Deceased Letter From the Executive Director In preparation for the fiftieth anniversary of KASBO, we have worked to locate and preserve whatever historical information we could discover. We ve managed to obtain a photo of each of our 49 past presidents as well as photos of our founders. These images are included in our video program, but you will find we have also included biographical information for our past presidents, where available, in this commemorative program. We hope you will find these biographies illuminating and interesting in bringing to life some of the names that have appeared on the pages of our conference programs for a half-century. Unfortunately, many original documents have been lost to the ravages of time and mice that seized the opportunity to use the documents for nesting material. Rather than taking a chance that the remaining information could be permanently lost, we have chosen to incorporate those documents that are of interest and give some insight into the early organization that has developed into KASBO as we know it today. We have, for example, included the earliest surviving membership roster from and the original membership application form. We have preserved a one-page document that summarizes the original purpose, program, membership, and organization of the association. Also included is a detailed section about conferences from 1960 through 1967, but the detail stops abruptly there. It is regrettable that the detail isn t available for subsequent years, but we didn t let that stop us from sharing what we have uncovered. You will also note that the association has been known by a few different names. Originally formed as KSBA (Kentucky School Business Association), the name changed to KSBO (Kentucky School Business Officials) briefly before finally changing to KASBO (Kentucky Association of School Business Officials), which we still use today. Finally, we incorporated our current membership (as of our March 1 printer deadline) into the program so that we, too, may be included in history when the next KASBO anniversary is celebrated. On behalf of the KASBO officers and Board of Directors, we thank you for joining us in celebrating this important milestone and invite you to become more involved in your association. Todd O Banion Executive Director

3 History of KASBO Founded in 1959 KENTUC KY SCHOOL BUSINESS ASSOCIATION As early as April 1958, the idea of developing a professional organization for school business personnel in Kentucky was on the minds of some who were involved in administering the business affairs of the various school systems throughout the state. Those men were then members of the Southeastern Association of School Business Officials (SASBO). In March 1958, six Kentucky delegates of SASBO were attending an annual convention in Miami. Those six men met during the convention to discuss plans for forming a State School Business Officials Association. Those in attendance were Sam Alexander, Jefferson County ; James H. Johnson, Owensboro City ; Charles Stout, Jefferson County ; Ed Wilson, Daviess County ; E. D. Hancock, Jefferson County ; and J. B. Myers, Louisville City. Sam Alexander was appointed chairman and host of this group, and a meeting was held in June 1958 at the Jefferson County Board of Education (JCBE) in Louisville to make further plans to organize the Kentucky School Business Association. Sam Alexander, J. H. Johnson, Roy Lee Lawrence, Ed Wilson, and Ernie C. Grayson contributed much time and effort to organizing members and preparing the Constitutional Bylaws of the Association within the next two years. E. I. (Gene) Adkins, assistant director of Buildings and Grounds, State Department of Education (currently known as the Kentucky Department of Education), had done some exploratory work with the idea of forming an organization of administrative or supervisory personnel actively engaged in school plant functions. This proposed organizational name was School Plant Specialist. The first organizational planning meeting of the School Plant Specialist was scheduled for April 22, 1960, at the Brown Hotel in Louisville during Kentucky Education Association (KEA) Week. Upon invitation, Adkins met with J. H. Johnson, Samuel Alexander, Ernie Grayson, and others on April 21, 1960, to discuss the consolidation of the School Plant Specialist and the Kentucky School Business Officials (formerly Kentucky School Business Association) organizations. Johnson was appointed temporary chairman of the two groups, which were to meet on April 22 in an effort to combine the memberships of the two organizations. At the meeting, Johnson was elected permanent chairman (president) of the newly formed organization of Kentucky School Business Officials. Through the efforts of a dedicated few, and with the help of the State Department of Education officials, public school systems, and colleges throughout Kentucky, Kentucky School Business Officials was formed. The first workshop-conference of Kentucky School Business Officials was held on November 4, 1960, in the board room of the Louisville Board of Education. There were 18 members and guests present for this meeting. By April 6, 1961, Kentucky School Business Officials held the first spring meeting during KEA Week. The organization was able to establish a membership of 59 for this conference and establish itself as a bona fide organization. The original goal of the association was to help improve business management in Kentucky schools through the evaluation and sharing of ideas and methods of individuals concerned with the following areas of school business management: Finance and accounting Data processing and machine accounting Insurance management and school bond obligations Personnel management and office management Purchasing and supply management Transportation Warehousing School food services Schoolhouse planning and construction Maintenance and operations of school plants Objectives To establish high standards of professional ethics in all noninstructional areas of school organization, administration, and operation To determine the nature, extent, and quality of noninstructional services required for the educational program and to promote the development of these services by establishing acceptable policies, standards, and practices To cooperate with the area of instruction in the progress and improvement of the educational program Since the first annual spring meeting on April 6, 1961, the directors have met during KEA Week for a luncheon and business meeting. Officers and directors are elected at this time for the next fiscal year, and other business matters are voted on in accordance with the Constitution and Bylaws of the Association.
