1 CHAPTER NEWS JUNE 2012 GUEST SPEAKER Keynote Speaker Mr. Bryan Scurry Head Command and Control Department Space and Naval Warfare Systems Center Pacific Mr. Bryan Scurry was appointed into the Senior Execu ve Service in January 2012 as the Head of the Command and Control Department at the Space and Naval Warfare Systems Center Pacific (SSC Pacific) in San Diego, California. He is also the Space and Naval Warfare Systems Command (SPAWAR) Na onal Competency Lead for Command and Control. He leads a diverse and highly-technical team of over 700 scien sts, engineers, technical specialists and administra ve staff members. We are honored to have Mr. Bryan Scurry as our speaker. He is the Head of the Command and Control Department, Space and Naval Warfare Systems Center Pacific. Thanks and congratula ons to all of you who helped our San Diego AFCEA Chapter win the 2012 Ingles Award for Best Chapter in the mega (largest) category! This is a significant accomplishment since AFCEA has over 120 Chapters worldwide. We were presented with our award on May 14 at the beginning of AFCEA East (Joint Warfighter Conference) in Virginia Beach, VA. Thank you for your great support for our 34rd Annual C4ISR Symposium. The Symposium was held on May 1-3, 2012 at the San Diego Hall of Champions in Balboa Park. We believe that this year s program was truly outstanding and the a endance was great. Thanks to Ed Weisbrod and his volunteer commi ee that made this so successful. Immediately following our June 19 monthly luncheon will be our first SPAWAR Contracts Industry Day. This is a free event where the Government will present a series of briefings including a forecast of upcoming opportuni es at SPAWAR, SSCPAC and PEO(C4I). We hope to be able to host these events on a quarterly basis. This is my last input as President of our San Diego AFCEA Chapter. My two year term will end on June 30. I have had the privilege to serve our AFCEA Chapter in many posi ons over the past several years. I believe that we have a very strong organiza on lead by a terrific team of volunteers. I thank you all for your years of support and wish you all the best as we move on in our career and volunteer roles. 2 GUEST SPEAKER BIO (Continued from Page 1)...responsible for an annual $480 million budget suppor ng research, development, acquisi on, test and evalua on in the command and control domains. He was commissioned a Naval Officer in 1984 and designated as a Naval Aviator in From 1987 to 1990, he completed mul ple deployments with the forward deployed A ack Squadron (VA-185) flying the A6E Intruder off the USS Midway (CV 41). From 1990 to 1995, he was assigned to the Naval Air Warfare Center, Weapons Division, China Lake where he oversaw the development, integra on, and ini al developmental test of advanced technology into various programs on the center. During this meframe, he also supported the A6 Weapons System Support Ac vity (WSSA) with developmental flight test of the aircra s opera onal flight program and associated weapons systems. In January of 1995, Mr. Scurry entered the Civil Service as the Head of the Weapons Systems Planning Office, overseeing the ini al concept defini on of air to ground weapons systems developed by the Navy. Scurry le China Lake in 1996 and joined the Navy Command and Control program office. He finished up this tour as the Deputy Program Manager leading mul ple programs which included the Global Command and Control System Mari me (GCCS-M), Naval Tac cal Command Support System (NTCSS), the Joint Warning and Repor ng Network (JWARN), and Tac cal Data Links within the Program Execu ve Office for Command, Control, Communica ons, Computers, and Intelligence, and Space. In 2005, Scurry was assigned to the Program Execu ve Office for Space Systems (PEO SS) as the Director of Opera ons and the Technical Director. In this role he oversaw the development of the Mobile User Objec ve System (MUOS) which is the next genera on UHF satellite constella on. Mr. Scurry also served a short tour as the ac ng Deputy for the PEO and the Execu ve Director for the SPAWAR Space Field Ac vity which supports the Na onal Security Space community with over 250 military and civilian personnel. Scurry moved to SPAWAR Systems Center Pacific in December, 2009 as the Deputy Department Head for Communica ons Networks, and Informa on Assurance where he provided department-level oversight of over 680 personnel suppor ng research, development, test and evalua on projects. Mr. Scurry graduated with Special Honors from the University of Colorado with a Bachelor of Science Degree in Aerospace Engineering and from California State University, Northridge with a Master of Science Degree in Mechanical Engineering. Mr. Scurry is also a Captain in the United States Naval Reserve. VICE-PRESIDENT S MESSAGE As many of our Members, Volunteers, Commi ee Personal, Board Members and Partners know, this is the me of year where the San Diego Chapter elects a new Execu ve Commi ee. It is a me to reflect on previous accomplishments and get energized for the year ahead. As it pertains to accomplishments, I want to take this opportunity to thank this Outstanding Team and par cularly Mr. Jim Loiselle our President. Under his Leadership, your San Diego Chapter has: Won AFCEA Interna onal s highest honor (the coveted Ingles Award) Obligated over $100,000 in Scholarships to deserving youth from our community and returning veterans pursuing Science, Technology, Engineering and Math degrees Organized and run C4ISR Symposia that have brought Industry and Government together to speed capability to the Warfighter Collected thousands of toys for families of local Marines during our Toys for Tots Luncheon Grown our Membership to include more Young Professionals and Uniformed personnel Supported other Industry Organiza ons both locally and na onally in their STEM, Industry Outreach and Wounded Warrior efforts Conducted Training and Match Making for Small Businesses, Government Associa ons and Veterans Groups Put the mechanism in place for San Diego s first SPAWAR Contracts Industry Day I could say more, but Mr. Loiselle wouldn t want me to. It s me to work together and grow the Chapter to the 1200 member level before the end of The economy con nues to have nega ve effect s on renewals as well as new memberships in most organiza- ons that require dues as a measure of membership. In AFCEA we have kept our cost of membership and our administra ve costs of seeking new members low for the past several years and we will con nue to do so in In San Diego Chapter we have con nued to grow during these challenging mes but to reach 1200 in the next 6 months will require focus on membership renewals and innova ve ways to recruit new members. In the ba le for renewals there are 180 members coming due for renewal in the next 90 days; 1% of the Chapter s membership! While the commi ee works with AFCEA Interna onal on gaining more government/military members, the Excomm needs your help by making your membership renewal when the me comes. While we con nue to gain over 20 new members each month, our reten on rate has not improved much during the last 12 months.
