1 MODERATOR Gary Toebben President & CEO, Los Angeles Area Chamber of Commerce and Board Member, Mobility 21 Gary is President & CEO of the Los Angeles Area Chamber of Commerce, the largest business association in Los Angeles County representing more than 1,600 member companies and serving the interests of more than 235,000 businesses across the Los Angeles region. Since taking the helm of the L.A. Area Chamber in July 2006, Gary has served on the Mayor s L.A. Economy & Jobs Committee, the L.A. County Health Care Options Task Force and the City Council s Business Retention & Attraction Task Force. He has championed local and state ballot initiatives on transportation and economic development and represented the Chamber as a co-sponsor of Proposition 11 (November 2008) to create a citizens commission to redistrict California after each census and Proposition 28 (June 2012) to create a 12- year term limit for all new members of the California Senate and Assembly. He is highly involved in statewide business groups including the CalChamber and a coalition of regional economic development associations spanning the entire state. Each year, Gary co-leads the region s largest consensus advocacy trip to Washington, D.C. Prior to joining the L.A. Area Chamber, Gary served as President of the Northern Kentucky Chamber of Commerce for seven years. Gary began his chamber career in 1975 at the North Platte, Nebraska Chamber of Commerce, and from 1981 to 1999 he served as President of the Lawrence, Kansas Chamber of Commerce. Gary has served as Chairman of the Board of Directors of the American Chamber of Commerce Executives (ACCE) and is past chairman of Mobility 21, a seven county regional transportation advocacy group. He is a graduate of the Center for Creative Leadership in Greensboro, North Carolina; Institute for Organization Management at the University of Colorado and the Academy for Organization management at Notre Dame University. Gary is a past Chairman of the Board of Regents for the University of Colorado Institute for Organization Management, the Kansas Chamber of Commerce Executives, the Nebraska Chamber of Commerce Executives, the Kansas Industrial Developers Assn, the Western Nebraska United Chambers of Commerce and the Nebraska State Tourism Advisory Board. Gary holds a B.S. in mathematics from the University of Nebraska, Lincoln. He and his wife Janice, who is a senior vice president with US Bank, have four children ages and seven grandchildren. PANELISTS Rick Cameron Managing Director of Environmental Affairs and Planning, Port of Long Beach Rick is the Managing Director of Planning and Environmental Affairs for the Port of Long Beach, California, named to the post in January 2014 by the Long Beach Board of Harbor Commissioners, governing body for the Port.
2 Rick joined the Port in 1996 as an Environmental Specialist, was promoted to Manager of Environmental Planning and named Director of the newly-created Division of Environmental Planning in 2007 before being appointed Managing Director after the retirement of 23-year Port veteran, Dr. Robert Kanter. As Managing Director, he oversees the Planning and Environmental Affairs Bureau that includes Environmental Planning, Master Planning and Transportation Planning. As Director of Environmental Planning, he led the Division most directly responsible for the Port s signature environmental program, the Green Port Policy, and the San Pedro Bay Ports Clean Air Action Plan. Under the Green Port Policy, the Division coordinates programs to improve air, water and soil quality, preserve wildlife habitat and integrate sustainability into Port practices. Early in his Port career, as an Environmental Specialist, he worked in the areas of water quality, air quality and California Environmental Quality Act (CEQA) documentation. Prior experience included management of various environmental programs for the Port of Los Angeles and other clients as a Project Manager for Essential Management Services. Rick has a bachelor s degree in urban and regional planning from California State Polytechnic University, Pomona. He is a resident of Manhattan Beach. Joshua J. Dolan Vice President of International Logistics, Target Joshua is the Vice President of International Logistics for Target Corporation, where he is responsible for the successful strategic development, integration, and execution of international distribution and transportation operations. He has served in leadership capacities within Pep Boys Auto, IKEA, Reebok, UPS Supply Chain Solutions, and more recently with DICK S Sporting Goods as Vice President of Logistics. Joshua currently serves as the Chairman of the Board of Directors for The Coalition for Responsible Transportation (CRT) and is a member of RILA s Transportation & Infrastructure (TRIC) and International Trade Committees. Joshua holds his BSBA undergraduate degree in International Business from Bridgewater State University as well as an MBA from The Pennsylvania State University with a focus in Leadership and Strategy. Fran Inman Senior Vice President, Majestic Realty Co., Commissioner, California Transportation Commission and Advisory Board Member, Mobility 21 Fran graduated from California State University, Fullerton and holds both a Bachelor of Arts and a Master s of Business Administration in Finance.
3 Fran is the Senior VP of Corporate Development at Majestic Realty Co., one of the nation's largest privately-held, family-owned real estate development companies, where she directs all government relations and community affairs activities. In 2015, Majestic Realty was honored as the North American Developer of the Year. Fran serves as vice-chair of the California Transportation Commission where she has served since Recognized as an industry leader in goods movement, Fran also served on the USDOT National Freight Advisory Committee and co-chaired the sub-committee on project delivery and operations. She recently received the prestigious Peter Drucker Award for Excellence in Supply Chain & Logistics Management. Fran is also the Founding President of the Majestic Realty Foundation, which provides grants and support to various charitable community partners that provide services in the communities where Majestic Realty Co. does business. Fran further demonstrates her commitment to active community engagement through her service on a number of nonprofit boards including as a board member for Queens Care Charitable Foundation, THINK Together and Three Square. She is also a trustee at the University of Redlands. Actively engaged in the greater business community, Fran is an executive committee member for the Los Angeles Chamber, the California Business Roundtable (CBRT), the California Business Properties Association (CBPA), and she is a Founding Member of FuturePorts. Lisa Larroque Alexander Vice President of Customer Solutions and Communications, SoCalGas and Advisory Board Member, Mobility 21 Lisa is vice president of customer solutions and communications for Southern California Gas Company (SoCalGas), a Sempra Energy regulated California utility. Lisa is responsible for developing new markets; driving clean technologies for commercial, industrial and residential customers; and delivering the information, products and services that meet customers energy needs and support state environmental and social policy objectives. Her portfolio includes renewable natural gas, near zero emissions transportation, emerging technologies and energy efficiency, conservation and low income assistance programs. Previously at the company, Alexander held increasingly responsible management roles in the areas of commercial and industrial services, customer strategy and new products and services. Prior to joining SoCalGas, Lisa was a partner at a boutique consulting firm that advised energy companies on smart grid technologies and conservation behavior change. She also held strategic marketing positions at E*TRADE, Ticketmaster and Omnicom companies and as a consultant, advised Fortune 500 companies on growth strategies. She began her career as a management consultant with Accenture.
4 Lisa serves on the boards of TreePeople, Energy Solutions Center, NGVAmerica, and the California Natural Gas Vehicle Coalition, where she is Vice Chairman. She holds a bachelor s degree in political science cum laude from the University of California, San Diego. Doane Liu Deputy Executive Director/Chief of Staff, Port of Los Angeles Doane is the Deputy Executive Director and Chief of Staff at the Port of Los Angeles, the busiest container port in North America. Appointed in January 2015, Doane joined the Port after serving as Deputy Mayor for the City of Los Angeles. Doane was appointed to be one of four deputy mayors by Mayor Eric Garcetti in July He managed the Mayor's Office of City Services and helped the Mayor oversee 15 City departments, including Water and Power, Public Works, Transportation, Recreation and Parks, LA Public Library, and the LA Zoo. He also established the Great Streets Studio and LA RiverWorks in the Mayor s office. Doane was previously Chief of Staff for Councilman Joe Buscaino and served as Chief of Staff for Councilwoman Janice Hahn, Deputy Mayor for Mayor James K. Hahn and District Director for Congresswoman Jane Harman. He was also Senior Vice President of government banking at JP Morgan Chase and Vice President in the Real Estate Industries Group at Security Pacific National Bank. Doane graduated from the Wharton School at University of Pennsylvania and received an MBA from University of Southern California. He and his wife have four grown children and have lived in San Pedro for nearly 30 years. Dr. Raymond Wolfe Executive Director, San Bernardino Associated Governments and Board Member, Mobility 21 Dr. Raymond Wolfe is the Executive Director of the San Bernardino Associated Governments (SANBAG), the Council of Governments and Regional Transportation Planning Agency for San Bernardino County. He joined SANBAG in April 2012 after spending more than 20 years with the California Department of Transportation (Caltrans). At Caltrans, Dr. Wolfe served in many capacities, including Director for District 8, covering both San Bernardino and Riverside Counties. As the Executive Director of SANBAG, he manages a Budget of $485.6 million for Fiscal Year Dr. Wolfe oversees the delivery of planning, design and construction of freeway improvements, bridges and railroad crossings; operation and expansion of commuter rail and transit services countywide; management of air quality programs and freeway service patrol; implementation of alternative fuel and energy programs; and, advocating for countywide interests at both the State and Federal levels.
5 Dr. Wolfe received his Doctorate in Civil Engineering from the University of Southern California, a Master of Science degree in Civil Engineering from the California State Polytechnic University in Pomona, and a Bachelor of Science degree in Aerospace Engineering from the University of Southern California. He is a Registered Civil Engineer and a Registered Mechanical Engineer in the State of California. Dr. Wolfe is married and has three young children.
