1 NORTH WEST AREA COMMITTEE MEETING MINUTES TUESDAY 19 th MAY 2015 NW/124/15 NW/125/15 Minutes of the North West Area Committee Meeting held on Tuesday 21 st April ORDER: Agreed. Minutes to be amended to include apologies from Councillor Teresa Keegan. Questions to the Area Manager (May). Replies circulated. Appendix attached. Cabra Matters NW/126/15 NW/127/15 Cabra Area Report. Mr Fergus Synnott updated the members on his recent meeting with Ms Linda Carroll, Luas Local Liaison Officer. The Area Manager informed the members that there would be an information meeting on the Draft Phibsborough LAP on 11 th June and that copies of the draft LAP would be forwarded to them for their consideration in advance of that meeting. Councillor Teresa Keegan requested that the condolences of the Committee be send to Councillor Brendan Carr on the recent bereavement of his mother. With reference to the naming and numbering of a new development, Royal Canal Avenue, Phelan Avenue, Phelan Park, Phelan Way, River Drive, Phelan Drive West, Phelan Drive East, Bridge Avenue, Hamilton Way, Hamilton Walk, Hamilton Rise, Hamilton View, Zenith Building, Capstan Building, Watermark Building and Waterline Building, Royal Canal Park, Dublin 15. ORDER: Agreed. 1

2 NW/128/15 With reference to the proposed disposal of the Council s fee simple interest in No. 58 Fassaugh Avenue, Cabra, Dublin 7. ORDER: Agreed to recommend proposed disposal to City Council. Councillor David Costello requested that an explanation of the disposal fee calculation be forwarded to him. Finglas Matters NW/129/15 NW/130/15 Finglas Area Report. Councillors requested that Cluid keep applicants informed of works progress at Prospect Hill. With reference to the proposed disposal of a strip of land at 13a Church Street, Finglas, Dublin 11 to Search 4 Alpha (Ireland) Ltd. ORDER: Agreed to recommend proposed disposal to City Council. NW/131/15 That the Dublin Region Homeless Executive and Dublin City Council provide the North West Area Committee with a full update in relation to progress at the Abigail Centre. Attendance of new Dublin Region Homeless Executive Co-ordinator appointed to the Abigail Centre should be present at North West Area Committee meetings. An update received from the Dublin Region Homeless Executive was circulated at the meeting. The members expressed their disappointment that a DRHE representative was not available to attend this meeting. The Area Manager agreed to raise their concerns with Mr. Dick Brady, Assistant Chief Executive. NW/132/15 That the North West Area Committee examines potential use of the land adjoining the Abigail Centre Finglas West. NW/133/15 Can the Manager provide details of all correspondence, contacts or reports which Dublin City Council has had with the HSE regarding a new site for the Primary Care Centre, can he comment on reports that the council has proposed a site at the Barry Road shops and can he make a statement on the matter. 2

3 Area Wide Matters NW/134/15 Traffic Advisory Group Items Status Report dated 15 th April Mr Eoin Walsh informed the members that a technical issue meant that only items for 2015 were included in this month s status report and that the matter would be rectified for the June meeting. He also confirmed that an information gathering meeting was arranged for this Friday 22 nd May with residents of Walsh Road. NW/135/15 Minutes of the Traffic Advisory Group (TAG) meeting dated 28 th April NW/136/15 NW/137/15 NW/138/15 Presentation on Dublin City Council Beta Projects by Shane Waring, Assistant Architect. Planning Enforcement Quarterly Report. North West Area Public Domain Report. Mr Patrick Smith, who was recently appointed as Environmental Liaison Officer for the North West Area, was introduced to the members. NW/139/15 That the North West Area trials a postering limit in urban centres/villages during the next election. Urban centres should be clearly identified and agreed by councillors. A proposed limit of 10 posters per candidate should be considered in each designated urban area. We should consider placing a limit on the number of posters per poll. It was agreed to forward this motion to Environment SPC for their consideration and recommendation. Ballymun Matters NW/140/15 NW/141/15 Ballymun Area Report. The Members expressed their concerns regarding the drainage issues in the Ballymun Courts and requested that the matter be referred to the Environment SPC for clarification. With reference to the addition of Chimneystack, former Smurfit Printing Works, Botanic Road, Dublin 9 to the Record of Protected Structures in accordance with Section 54 and 55 of the Planning and Development Act, Pauric Fallon, Senior Planner. ORDER: Agreed to recommend the addition of Chimneystack, former Smurfit Printing Works to the Record of Protected Structures to City Council. 3

4 NW/142/15 NW/143/15 With reference to the proposed disposal of site at Balcurris Road/Main Street, Ballymun, Dublin 11 to Alanis Group. Aileen Moloney Assistant Valuer ORDER: Agreed to recommend proposed disposal of site at Balcurris Road/Main Street to City Council. With reference to the proposed grant of a sublease of office accommodation at the 3 rd Floor South, Ballymun Civic Centre, Dublin 9 to the Health Service Executive. ORDER: Agreed to recommend proposed grant of sublease of office accommodation at the 3 rd Floor South, Ballymun Civic Centre to the Health Service Executive to City Council. NW/144/15 Motion in the name of Councillor Noeleen Reilly To ask the Manager to commence an investigation into the oil pollution in the lake in Poppintree Park, to visit local businesses and to fine where necessary if evidence is found of pollution. NW/145/15 The North West Area Committee call on Dublin City Council to take every measure possible to protect the amenity that is Poppintree Park's pond and wet lands so as to protect it from apparent pollution. NW/146/15 The North West Area call on all relevant authorities to act quickly to prevent antisocial behaviour and the lighting of illegal fires on the site east of Hampton Wood and South of St Margaret's Road.
