1 H K NEWSLETTER DECEMBER 2016 Chairman s Message Dear Hong Kong Branch Members, It is my great honour to serve as the Chairman of the IOSH Hong Kong Branch. I am looking to your supports both by attending our events and contributing to our continual development. Over the years, the Branch has provided us a platform for networking and sharing through website, newsletters, seminars, technical visits, conferences as well as professional links with other stakeholders, either locally or internationally, that are beneficial and helpful to our members. Currently, we have about 800 members, out of which 60% are Chartered Members and Fellows and 40% are Graduate, Technical and Affiliate Members. We are expecting to see more new and young people and give them opportunities to contribute and innovate for the growth of the branch. The IOSH Hong Kong can be further developed in our community in promoting safety and health. Certainly, your contributions and supports are indispensable parts to ensure the success of the branch. 2 Guangzhou Work Safety Conference on 30 June 2016 Mr. C S Ma, Chairman and Mr. C W Chu, Vice Chairman participated in the Annual Work Safety Conference which was organised by the Guangzhou Association of Work Safety in the Safety Month of Mainland China on 30 June They met the government officials, senior management and safety professionals from various industries. Mr. Yu Shu Xi, Honorary Vice President of IOSH participated in the open safety forum on the safety conference. Mr. Ma and Mr. Chu represented the IOSH Hong Kong to deliver a 30-minute talk on Experience Sharing in Promoting Occupational Safety and Health. 3 OSH Seminar on The Importance of Preventive Maintenance Programme for Ensuring the Safe Operation of Plant and Equipment on 18 July 2016 In the Workshop, Mr. Steve Carter shared with the participants the purpose and need for Maintenance Policy and Programme, importance of manufacturers recommendations on maintenance, critical elements of maintenance strategy and the key benefits of preventative maintenance (PM). He further elaborated with the audience the following: Policy of Maintenance includes management commitment in terms of compliance to manufacturers recommendations and statutory requirements, competent personnel, auditable PM programme, and incident reporting process. Development of maintenance from strategy, competence of maintainer, periodicity, specification, etc. down to user satisfaction. PM of equipment and facilities is a regular and routine action taken which involved the meanings of assurance of satisfactory operating condition; prevention of equipment and machinery breakdown. It includes cleaning, test, measurement, adjustment, and parts replacement of equipment, etc. Lessons learnt from inadequate PM arrangements which included avoidance of safety incidents, unplanned failures leading to service interruption, costs and time saving. 4 OSH Workshop on Behaviour Based Safety on 4 August 2016 In the Workshop, Mr. Gordon Ogle led the participants to understand why people choose to do things one way and not another way, which is a key factor in introducing a successful behavioural based safety process. He started the sharing with the ABC Model and elaborated it with the audience: Antecedent something that exists or happens before a behaviour is performed. Behaviour an observable act. Consequence results from a behaviour. Some Paradox of Safety in different positions were discussed, e.g. Discomfort wearing a respirator or safety goggles. Overlooking an at-risk behavior because the person is a supervisor. He raised some ways to overcome the Paradox of Safety: Focus attention on the positive to increase the frequency of safe behaviors Find out what the barriers are to safe behaviors Involve everyone in removing the barriers He emphasized that Behaviour Based Safety is not a quick fix. No blame culture is a key factor to success. About 70 participants attended the Workshop One of the Paradox of Safety: A behavior, even unsafe, will keep being repeated because the consequences are delayed, uncertain and negative. Page 4 of 21

5 IOSH Brief Session to Students of HKU SPACE OSH Master and Bachelor Programmes on 3 September 2016 Mr. C S Ma, Chairman and Mr. Lewis Cheng, Honorary Secretary gave a talk on the introduction of IOSH and the pathways towards its membership to the students of the Master and Bachelor programmes of the IOSH accredited courses. An overview of professional recognition, membership categories, benefits and continuing professional development were introduced to the students. During the Q&A session, the students were interested in asking about the membership and how to achieve the Chartered status of IOSH. The students were welcome to join the Branch OSH seminars / technical talks to let them know more about IOSH. The details of events would be sent the course coordinators for dissemination to the students. Mr. C S Ma and Mr. Lewis Cheng were giving a brief to the students of HKU SPACE. Page 5 of 21

6 IOSH Brief Session to Students of OUHK Li Ka Shing Institute of Professional and Continuing Education (OUHK LiPACE) on 19 September 2016 Mr. CW Chow, EC Member and Mr. William Lau, EC Member represented IOSH Hong Kong to give a one-hour talk on the introduction of IOSH to the students of IOSH accredited courses of OUHK LiPACE. About 40 students attended the talk together with their Programme Director, Mr. Alex Tse. During the talk, students raised concerns about the value of IOSH Chartered Membership and the career benefits such as the overseas career development. 7 IOSH Brief Session to Students of Professional Diploma in Occupational Safety & Health Course on 17 October 2016 Mr. Lewis Cheng, Honorary Secretary and Mr. K H So, EC Member attended the brief session which was organized by the School of Continuing and Professional Education (SCOPE) of City University of Hong Kong and the Occupational Safety and Health Council (OSHC) for introduction of the ways to become an RSO and the corporate member of IOSH. During the brief session, Lewis introduced the organization, membership categories and structure, how to apply for a membership through to a corporate member. The participants were interested in the Initial Professional Development, the Continuing Professional Development and the way to become an IOSH corporate member. 8 24th Cross-Strait, Hong Kong and Macao (2C4D) OSH Symposium and Technical Visit to Wuhan from 18 to 22 October 2016 Mr. Ivan Lam Kai-wing, Honorary Treasurer and Mr. CHOW Chi-wai, EC Member attended the technical visits and the 24th Cross-Strait, Hong Kong and Macao Occupational Safety and Health Symposium (2C4D) with 16 members of The Hong Kong Occupational Safety and Health Association (HKOSHA). Mr. Ivan Lam was the team leader as well as the Convenor of the Event. In the 5-day tour, the itinerary of the technical visit and the 2C4D OSH Symposium were arranged to visit the following organisations: Hubei Gen Sho Logistics, Ltd ( 湖北省安全生產應急救援中心 ) Wuhan Association of Work Safety ( 武漢市安全生產協會 ) The 24th Cross-Strait, Hong Kong and Macao Occupational Safety and Health Symposium Budweiser (Wuhan) International Beer Co., Ltd. ( 百威 ( 武漢 ) 國際啤酒有限公司 ) Sinosteel Wuhan Safety & Environmental Protection Research Institute ( 中鋼集團武漢安全環保研究院 ) Participants took the opportunities to learn the operations and safety supervision of the above organisations. The visits allowed the participants to understand the implementation of safety work system in the organisations. The visits covered the operation and production areas. The 24th Cross-Strait, Hong Kong and Macao OSH Symposium was chaired by Mr. XU Guo-Ping ( 徐國平 ), Chairman, Sinosteel Wuhan Safety & Environmental Protection Research Institute. 11 OSH Workshop on Introduction of Chinese Health Exercise for Use in Safety Briefing Session Yi Jin Stick Exercise ( 易筋棒運動 ) on 12 December 2016 In order to slow down tendons stiffening with aging and increase metabolism of our bodies, we have to perform appropriate exercise. Likewise, qigong can be regarded as an aspect of internal strengthening inside our body that involves coordinating breathing patterns with physical postures to maintain health and well-beings. Yi Jin Stick exercise is a particular qigong exercise that focuses on turning and flexing the tendons associated with our spine and limbs. Based on ten specific moves of a stick, the Yi Jin Stick exercises feature soft, extended and even movements that invigorate the limbs and internal organs. In particular, practice of the Yi Jin Stick exercise improves flexibility of the tendons in our arms, hands, body balance and muscular strength, and has a beneficial effect on the respiratory system. In view of the Yi Jin Stick exercise is simple to learn and beneficial to maintain health and well-beings, the IOSH HK Branch has launched a talk cum practice of the Yi Jin Stick exercise. Participants were briefed on the advantages of practicing the exercise. It can be introduced as a morning exercise in the safety briefing session in construction industry, and other disciplines as well. In the discussion and exercise, Master Suen Kwai Ping explained the function of Yi Jin Stick exercise and led the participants to practice ten simple moves. Because of its simplicity and the exercise helps to strengthen the tendons and muscles, it is an appropriate exercise that reduces the hazards in the workplace, especially related to manual handling operation. 12 IOSH Hong Kong EC participated in Stride for a Cure Walkathon on 18 Dec 2016 Stride for a Cure is Hong Kong Cancer Fund s annual walkathon to raise funds for local cancer research. With the support of the IOSH Hong Kong Branch in subsidizing the registration fees (HK$100 each, i.e. HK$1,100 in total), Mr. CS Ma, Chairman, Mr. CW Chu, Vice Chairman, Ms. Annisa Leung, EC Member, Mr Lewis Cheng, Honorary Secretary, Mr. Tony Tang, EC Member, Mr. Hayes Wong, EC Member, and Mr. Evan Ng and his family participated in the meaningful event. They had raised HK$15,020 for the Hong Kong Cancer Fund. Page 12 of 21
